The wheeled sports elements could be constructed from concrete or other suitable materials (not metal or wood) which could allow a variety of complementary materials (including recycled / sustainable products), colours, textures and appropriate drainage should be integrated into the design.The location of the playpark, near the skate park, should be considered within the design brief. An access path is required, to connect the skate park with the existing path network. Designs should be sensitive and appropriate for the local setting.It is important that the skate park and in particular, the shelter is designed so that antisocial behaviour is discouraged.The design for the skatepark must meet the current safety requirements and the cost of a RoSPA design stage review and post construction inspection for safety (it will be essential that construction passes this inspection to achieve practical completion), are to be included in the tender package cost. This includes term time daily cleaning, plus a number of weeks for holiday and periodic cleaning during non-term time to provide a deeper clean of the school and its buildings to ensure they are suitably prepared for the beginning of each academic term.The School is seeking a suitably experienced contractor who has current experience of working within the education sector, to demonstrate the knowledge and understanding of contracts of a similar size and nature. Ideally the successful Supplier will have a strong operational base within the Midlands, thus allowing for both adequate contract support and operational flexibility that is to be delivered to support the contract as and when needed moving forwards into this contract term.The requirement of the School is that the successful Supplier provides a clean and functioning premises, as per the specification, that is fit for purpose at all times through delivering the guaranteed level of input hours. As part of that requirement the successful Supplier is to be proactive in the management of the contract with open lines of communication. That communication must include frequent and proactively provided management information.TUPE is expected to apply and it is possible that some employees may be members of the Local Government Pension Scheme (LGPS) and therefore the successful Supplier would be expected to gain Admitted Body Status (ABS) in order to continue contributing to the scheme. Network Rail (NR) requires 4 framework suppliers (Consultants) to undertake and complete the statutory compliance and general planned preventative maintenance (PPM) inspections/audits of Network Rail’s commercial properties, including freight sites; the retained commercial estate and other properties, including the capacity for inspecting retail units within managed stations that are owned/managed by NR across all regional and central departments.It is envisaged that additional requirements such as arch co estate and development sites will be added to the list of properties during the framework agreement period.Inspectors must have a minimum of HNC/NVQ level 4 in a construction related subject and a minimum of 2 years building condition inspection experience. Building inspectors must have a broad knowledge of building & land statutory compliance, legislation, and maintenance as well as sufficient experience in undertaking such matters. Suppliers are required to carry out all of the required inspections/audits in full compliance with statutory regulation, Health & Safety legislation, Rail Safety Standard Boards requirements, Network Rail standards, HSE Guidance, and industry best practice etc.This framework will also give the relevant Property team complete visibility of assets as part of this service and requires all inspection/audit reports and associated photographs, documents, evidence etc. to be uploaded against the Unique Property Reference Number (UPRN) to Network Rail’ digital system known as iAuditor on a periodic basis and overall periodic compliance dashboards are to be provided. Access to the relevant digital platforms can be requested by the contractor and once the request has been approved can be provisioned by Network Rail. The contractor must notify Network Rail when a member of staff leaves, or no longer needs access, such that the relevant licenses and access can be removed.This contract has a customer service driven element which can be defined as providing guidance, support and encouragement when it comes to addressing the needs and welfare of tenants in the context of meeting statutory and NR best practice H&S standards. The Commissioning Manager will be an independent company, with suitably qualified employees who will provide resource to plan, schedule, manage, witness and record the building services testing and commissioning for the project. The Commissioning Manager serves as a key member of the Construction Delivery Team and works closely alongside the Construction Manager and the MEPH Trade Contractors to ensure that the commissioning process is delivered successfully and on time. This assures the Client and end users, that a correct and compliant commissioning process is adopted, implemented and the results are independently verified to be in accordance with the design and any relevant building codes and regulations (i.e BSRIA/CIBSE, etc).In addition to the above, the Employment of an independent Commissioning Manager is currently a project requirement for BREEAM credit Man 04.
