Automated Large-Scale Ultra-Low Temperature Biological Sample Archive

UKB is seeking a supplier that can provide a new Archive (taking responsibility for design, manufacture, installation, testing, commissioning and training), the provision of related IT systems, maintenance and other support services.The Archive will be installed on the ground floor of a new UKB facility in the City of Manchester, UK (the ‘Facility’). Main construction will start in early 2024, and UKB and the Archive supplier will have early access to the ground floor for installation of the Archive in April 2025. Facility practical completion is planned by early 2026. The Archive will need to satisfy Factory and Site Acceptance Tests, including Installation Qualification, Operational Qualification and Performance Qualification (as set out in the contract provided as part of the procurement documents). The Supplier will take responsibility for the successful integration of the Archive to the Facility. The Archive may consist of one or more separate modules, and such modules may be delivered in phases. Following satisfaction of Operational Qualification, UKB will load 11 million samples from its existing facility and be responsible for the operation of the Archive.Funding to support purchase of the Archive and development of the Facility has been budgeted by UKRI, and announced by both UKRI, and HM Treasury. Release of funding will be subject to approval of a full business case by HM Treasury, expected in December 2023.The Archive must have sufficient capacity to accommodate 20 million samples (with expansion to 30 million samples if required by UKB during the contract) and design requirements will include spatial efficiency, fit with the Facility design, sample storage temperatures and environmental efficiency. The Archive must be electrically cooled to preserve samples at ultra-low temperature and ultra-dry humidity (minus 80 degrees C) with dual redundancy, with backup cooling provided by a supply of liquid nitrogen. The Archive must use 96-position SBS-format racks, be compatible with UKB’s current and future labware and have resilient robotic automation for picking and returning samples and sufficient throughput to meet UKB’s sample processing requirements (retrievals of up to 500,000+ samples combined with smaller requests, daily loading of new samples, return of retrieved samples after laboratory processing and consolidation (defragmentation) of empty spaces). The Archive will need to be capable of handling biological samples that have a thin layer of frosting or more significant icing that may obscure barcodes, and raised septum seal bungs.The IT system (all hardware, software and management components required to support the operation and management of the Archive) must be provided by the supplier. The system requirements include the ability to maintain an accurate inventory of labware (and therefore samples) stored at all times; functionality for operation and management of the Archive by UKB laboratory and facilities staff; be highly configurable by UKB (e.g. role-based access to data and functionality; logging; and alerts); and support integration with UKB’s laboratory information and other systems programmatically through, for example, secure API based services.The supplier will be required to provide ongoing support services including on-site engineering support personnel to respond to Archive errors, faults and failures; supply of spares to ensure the Archive remains operational and meets UKB’s requirements, some of which must be stored on-site at UKB’s premises; remote monitoring of the Archive by the supplier to support timely notification to UKB of errors or failures; maintenance and support of the IT system including application of hardware and software patches and updates and preventative maintenance; and initial and ongoing training of UKB personnel.Further details are set out in the Specification provided as part of the procurement documents.

The boundary wall is approximately 70m in length, 22.5 inches thick and its height varies but is generally approximately 1.6m high. The wall is of brick construction and sits on a rough finished masonry plinth, It has inset panels with a red brick moulded course beneath a sandstone coping. The boiler chimney is square in plan and largely built in red brick. It has a decorative central and corner pilasters. The internal corners of which have moulded bricks, probably hand gauged. It is approximately 120ft in height from ground level and has a plan area of 4.1m x 4.1m at the base reducing to 3.66m x 3.66m at the main pilastered shaft.The top of the chimney is formed of blue engineering bricks, and topped with a concrete cap. There are four decorative brick and stone turrets surrounding the flue, which have a lead cap. At high level beneath the turrets, there is a large stone dentilled cornice with moulded brick corbels beneath, which overhang a triple lancet stone decoration. To the centre the sandstone columns are formed in three pieces including a shaft with decorative capital and base. There are red sandstone voussoirs forming arches between. Moulded terracotta bricks infill the three lancet openings on each side.In plan the porch is approximately 2.2m deep x 4.1m width, with the base of the steps protruding another 2.5m from the front of the porch.The porch structure has a slated mansard roof formed by timber rafters, supported on a central timber purlins to each pitch and onto eaves beams spanning the north and south side, and stubs to the front. The eaves beams area supported by 10nr. timber posts, which bear onto a raised concrete plinth. The 2no. corner posts to the south east and north east corner are fairly plain, whereas the other 8 (3no on the north and south elevation and 2 no on the east elevation) are decorative in a mock Jacobean form.There is brick infill between the wooden posts to midlevel with a decorative wooden handrail connecting the posts at the top of the brickwork. Above this the panelled elevations are pierced between the decorative timberwork.The east elevation is formed with a timber arch springing from the inner posts on each side. There are decorative terracotta ridge tiles and finials to the roof. The covering is slate with lead flashing at the wall junction and at the change in pitch on the roof.

This requirement document sets out the Client Brief for the Building to replace HRPD Building R69 for ISIS Neutron and Muon Source based at Rutherford Appleton Laboratory at Didcot, Oxfordshire. Estimated construction value £3,888,200 +VAT.This is to be read in conjunction with the requirements detailed in Appendices in the eSourcing Portal.The High Resolution Powder Diffractometer (HRPD) is a world leading neutron instrument, built in the 1980’s. It will be upgraded to become HRPD-x with increased capacity and capabilities utilising state of the art technology. The existing R69 HRPD Building is brick building at the end of a 90m guide tunnel. The guide tunnel consists of a portal frame, slab and concrete ‘F’ Section. A modular extension was added in 2019. Inadequate radiation shielding and lack of internal space available means the original building is no longer fit for purpose.The new building will aim to provide ample space for the new instruments, better staff facilities and allow for future adaptability should new instruments or experiments need to be accommodated. The new HRPD-x Building is proposed to be a 2-storey building built on the existing footprint. The proposed building contains a main Instrument Hall and supporting facilities such as Control Room, Meeting Room and Laboratory. The Instrument Hall brief includes a fully removable interlocking concrete mezzanine floor over the instrument. A 6.3T crane is to be installed to allow for the lift out of the mezzanine floor panels and maintenance / replacement of elements of the Instrument. The Guide Tunnel is largely due to remain, with certain elements being removed and re-built including a portion the ‘F’ Section and with the entirety of the Guide Tunnel being re-clad. The project is currently at RIBA Stage 3. Appendix 3. Stage 3 Documents contains the Stage 3 Architectural, Structural and MEP design reports for the proposed building. The RIBA Stage 3 Report is to be validated and enhanced by the new design team under PCSA, as part of a two-stage design and build process by the successful contractor.1. Increase in building size and footprint.2. No impact on existing vehicular access.3. Radiation shielding incorporated into design of the building (designs for shielding elements will be provided and validated by STFC).4. Access into the instrument hall via a large roller shutter to remove equipment or instrument via over-head crane system. A New Entrance and right- hand turning lane off the Ballygowan Road is designed to provide a dignified formal threshold to the facility and to ensure that there is no unnecessary disruption to the existing roads. New gates and crematorium signage will be set back from the road edge. The new entrance and right hand turning lane is required to be constructed before the main construction work commences on the new crematorium building to facilitate contractor access to the site. The Ballygowan Road is an A class road with a national speed limit of 60mph.3. The installation of the cremators and associated works. These will be installed by a specialist contractor appointed separately by the Client. The Contractor must allow for all works associated in liaising with, and providing attendances to, the specialist installer to provide a completed facility ready for operation by the Client by the completion date.
