Understanding Construction Bidding Projects

This guide will walk you through the essential aspects of construction bidding projects. From tendering methods and bid preparation, top tips, to professional and specialised bid support services.

Construction bidding projects involve several key stages and understanding these stages can significantly improve your chances of winning contracts. With a new construction bidding project, the first step is to review the Invitation to Tender (ITT) or Request for Proposal (RFP) documents. These documents provide an outline of the project scope, technical specifications, and evaluation criteria. By reviewing these documents ensures that your business fully understands the requirements and can tailor their proposal accordingly.

Construction Bid Process

Managing the bid process involves handling pre-qualification questionnaires (PQQs) and selection questionnaires (SQs) or pre-qualification questionnaires (PQQ), which are preliminary steps before the actual bid submission. These documents need to be properly completed, ensuring that all information is accurate and presented in a coherent and organised manner.

Understanding the Construction Tender Process

The UK government uses a structured tender process to ensure transparency and fairness. Here’s an overview of the key stages:

 1. Look for tender opportunities on government portals like Contracts Finder or Find a Tender. We have a free tender alert and competitor intelligence site, Tender Pipeline, which uses public sector data but puts it in a format which is easier for bidders. Register to receive alerts for new opportunities or monitor which contracts your rivals have.
 2. Assess whether the opportunity aligns with your business capabilities and strategy. Consider factors like project size, scope, competition, and your likelihood of success.
 3. Many tenders require you to complete a PQQ or an Expression of Interest (EOI) to demonstrate your suitability. This stage filters out bidders who do not meet the minimum requirements. It is often combined within tender documents, so is critical you get right to ensure you tender submission and price is even read!
 4. If pre-qualified, you’ll receive an ITT, which includes detailed information about the project, evaluation criteria, and submission requirements.
 5. Contract award, which details who has been successful and why.

Construction Bidding Guidance

If you are new to construction bidding projects this article provides guidance and tips on how to select and bid better on these opportunities. However, some quick wins and a chance to sense check:

 • Buyers, public or private, don't like risk. A contractor or construction professional services firm could be deemed risky, if they do not have relevant experience. Without this experience, you may need to build this experience first, or consider joint venture or consortium bid. Risk or lack of assurance can also comes from not understanding their needs and therefore not creating a solution which fits. If you have misunderstood their challenges and requirements, you will certainly miss the mark when it comes to answering their quality questions.
 • Opportunity selection is so key. Construction frameworks are a key route for most public sector bodies and these multi-supplier agreements can provide a key route for growth. You need however to understand if it will produce the types of construction bidding projects which are right for your business. Lot selection is also important. Within construction tenders you will often see them broken into value bands, such as low (under £500k projects), medium (£500k - £1m) and high (£1m +), for example. Research and understand who sits in these bandings on similar frameworks to ensure you can compete.

Construction Bidding - Top Tips

When it comes to winning construction tenders and frameworks the key is to take them seriously. Opportunity selection is key. Once you know it is worth bidding for, ensure the bid is amazing!

Understand the Requirements

Carefully review the tender documents to understand the project’s scope and specifications. Ensure your company meets all eligibility criteria and that you can craft a tender response which fully meets the challenges of the contracting authority:

 • Make sure you meet all relevant regulations and standards.
 • Have your essential policies, licenses, insurance, and certifications in order.
 • Understand the terms and conditions thoroughly.
 • Develop clear win themes.

Highlight Your Experience

 • Detailed and relevant case studies and references. Not just within the 'references' section but across your response and quality questions.
 • Emphasise and evidence your health and safety record. This is always a key priority. This can be demonstrated both in your statistics but also your expertise in highlighting key risks and suggestion how you would mitigate these.
 • Highlight quality assurance processes and their benefits.

Construction Bidding - Even More Tips

Emphasise Value for Money

Show that your bid offers the best value, not just the lowest bid price:

 • Provide a detailed and transparent cost structure.
 • Highlight how your approach saves money over time over the life of the contract.
 • Demonstrate your ability to deliver within budget and on time, exceeding customer and wider stakeholder expectations.

Concise and Structured Does Not Mean Short Answers

Make your bid easy to read and understand:

 • Avoid jargon and use plain English.
 • Ensure your bid is organised and error-free. The quality questions will provide the required structure for your response or answer plan.
 • Include a clear summary of your key points and how these link to their scoring mechanism. You are making it easy for those evaluating the bid to quickly see how you meet each element of their criteria.

Ask for Feedback on Your Tender Submission

Seek feedback whether you win or lose! Identify the strengths and weaknesses of both your bid and solution, compared to that of your key competitors. Learn what worked and what didn’t to ensure a cycle of continuous improvement. This feedback useless if you not use it to improve future bids, so ensure it is build into your bid quality assurance and review processes.

UK Chichester West Sussex County Council

This Invitation to Tender (ITT) is issued by WSCC to seek and identify suitably qualified and interested organisations from the private, public and third (voluntary, community and charitable) sector to carry out surveys and to prepare a design and costing of the installation and maintenance of Solar PV and BESS, to install the equipment and to maintain the equipment at Designated Sites identified in Document No. 9 (Asset List). There is also the opportunity to add Pipeline Sites and Wider Estate to the Programme as detailed under 5- Scope of the ITT.

The Solar PV and Battery Storage Programme (“SPVBS Programme”) is set up in three phases: Phase 1 NEC4 Term Services Contract (“NEC4 TSC for Phase 1”) for the survey, design and costing works, Phase 2 NEC4 Engineering and Construction Contract (“NEC4 ECC for Phase 2”) for the installation works and Phase 3 NEC4 Term Services Contract (“NEC4 TSC for Phase 3”) for the ongoing maintenance services.

Following approval of the design and costing carried out in Phase 1 in relation to each Designated Site and/or Pipeline Site and/or Wider Estate, WSCC may then proceed to appoint the Contractor to carry out the installation of the equipment at that Site under Phase 2 and maintenance of the Equipment at that Site under Phase 3, in accordance with the relevant Contract Terms and Conditions as set out in Document 03 (Contract Terms and Conditions).

WSCC is under no obligation to award a contract under Phase 2 and/or Phase 3 in respect of any Designated Site and/or Pipeline Site and/or Wider Estate that is subsequently incorporated into the Programme.

The Works, as further described in Document No. 2 (The Specification) are being tendered by WSCC in accordance with WSCC’s Standing Orders on Procurement and Contracts and the Public Contracts Regulations 2015 (PCR 2015).

This is the only programme in place for delivering retrofit roof-top solar PV and ‘Behind the Meter’ Battery Energy Storage Systems (BESS) across WSCC’s estate. The contract value (of up to £23m) therefore allows all remaining corporate sites and schools in the Wider Estate, in West Sussex, to be approached to register their interest in being surveyed and if found suitable to be brought into the SPVBS Programme over the Contract Period.

Following a market engagement exercise and technical and structural feasibility surveys completed by WSCC’s multi-disciplinary contractor (MDC), AtkinsRealis (AR), 23 corporate and 56 school sites including Pipeline Sites (see Document No. 09 Asset List) have been identified to date as suitable for having Solar PV and, where suitable, BESS technology installations.

All 56 schools registered their interest in having Solar PV, and where suitable, BESS installed. Of the 56 schools, 38 have formally committed to participating in the Programme (subject to the outcome of the Phase 1 detailed surveys) via a formal Letter of Intent (“LOI”). These are referred to as the “Designated Sites”.

WSCC is currently working with the Department for Education (DfE) to gain formal commitment from the 14 academy schools (which form part of the 56 schools) to sign up to the Programme. The academy schools and the 4 other non-WSCC owned schools, require a lease agreement to be signed (“the Lease”) and the terms of the Lease agreements shall be agreed with the DfE and academy trusts. Once the approved draft Lease agreement has been shared with the academies, and other non-WSCC owned sites, these schools will also be asked to commit to participating in the Programme via an LOI. Bedelands Academy: Construction of a new secondary school near Burgess Hill
UK Chichester West Sussex County Council

A contract for the provision of a new school development at Burgess Hill, West Sussex is being tendered by West Sussex County Council (WSCC) / the Employer in accordance with the PCR 2015 Restricted Procedure.

This project is being procured as a single stage design and build contract, WSCC are seeking a fixed price lump sum for the entirety of the works. The Contract will be the JCT Design and Build Form of Contract as amended by the Employer’s Schedule of Amendments (Document 3).

Construction of a new Secondary School, accommodating 900 pupils, to provide high quality education for new and existing residents in the Burgess Hill Brookleigh Development.

Practical completion must be achieved by 30 March 2027 for occupation in September 2027.

As a demonstration of this Council’s Climate Change Pledge, the building aims to achieve Passivhaus certification, reflecting ultra-low carbon emissions in operation, with an acute focus on energy efficiency, insulation, on-site energy generation and no use of fossil fuels in the running of the building. Further to this, the design minimises, as far as practicable, embodied carbon.

One of the main design principles has also been to develop a building that sits sympathetically within the rich natural landscape of the site, which already includes hedgerows, mature oak trees and habitat areas for dormice and bats, which are all being retained and enhanced. The landscape design balances the need for compliant sports pitches, parking and accessible access throughout the school site with sustainable, natural drainage solutions, further tree-planting and inspiring outdoor learning areas.

Inclusion sits at the heart of this design, operating at different scales, from the school’s transport and access strategy, through to the Special Support Centre and wider facilities for special educational needs and disabilities being fully incorporated into the core of the school.
For full details, please see Document set 2: The Specification.

The full tender pack is available via our e-tendering portal: https://atamis

Legal Services Framework
UK Sedgefield Centre for Process Innovation

CPI may require external advice on specialist forms of engineering contracts, for example in relation to the design and/or build of industrial and/or process plant under the NEC/JCT suite of contracts and/or similar industry standard forms. This includes legal advice in relation to practical aspects of their management, which is key to how such forms of contract work. A practical understanding of the day-to-day operation of these specialist standard forms of agreement "on the ground" and in an engineering context is key, as is a pragmatic and creative approach to problem solving and dispute avoidance / resolution.  CPI is often engaged with large infrastructure projects with elements of construction which range from alteration or refit to current premises (for example converting offices to laboratory space) to full New Build of industrial and research facilities. We regularly use JCT and NEC standard forms of contract. As such we may require advice relating to construction and engineering works.

The Contractor will provide a pre-construction information (PCI) document as well as an updated priced activity schedule for discussion and acceptance at the end of Stage 1.If the Employer accepts the Stage 1 products and price, the Contractor will be asked to provide the Stage 2 works by entering into a second Engineering and Construction Contract with the Employer. For the avoidance of doubt, the initial contract will be for the provision of Stage 1 works only. The Employer has no contractual obligation to commit for Stage 2 works.

UK Glasgow University of Strathclyde

This includes a range of services that fall under RIBA Stages 0-7. Please note, the Consultant will be required to perform the roles of Lead Designer, Architect & Principal Designer, and will be responsible for delivering the Scope in full either inhouse, or via subconsultants.CH-ATIC will deliver a state-of-the-art Innovation & Entrepreneurship Hub that enhances the University’s delivery of one of the UK’s most dynamic and successful ecosystems for the creation of high potential innovation driven enterprises. CH-ATIC will also connect to the wider innovation district to support start-ups and SMEs to ensure inclusive growth and broaden the reach of our industry-led clusters through our collaborative R&D programmes and engagement activities.CH-ATIC will create a dedicated Social Innovation Hub that connects the business, policy and legal expertise within our award-winning Business School and Humanities & Social Sciences Faculty, with our local communities and public bodies, to enable the translation of disruptive technologies and innovative solutions into viable and socially responsible, businesses, products and services.Aligning with the UK and Scottish Governments’ commitment to net zero, CH-ATIC will aim to create an exemplar climate neutral building that responds to the climate emergency, and reflects innovative design and construction methods so that, as far as possible, the building is carbon neutral for energy and adapted to climate change. They will also escalate learning and deployment of innovative technologies, and construction solutions as we transition to net zero. The project objectives, include, however, are not limited to:- Working to a maximum construction contract value of c. GBP 18million, maximise the working space within the 8 floors, c. 60,000 square feet (5,535 sqm), and create a welcoming entrance to the building, with a new front façade and internal reception area:- Refurbish the existing building to the design standard(s) / framework(s) specified by the University, it is envisaged that this will be as close to EnerPHit standard as possible, however, may include targets from other standards / frameworks (such as RIBA Sustainable Outcomes (2030) / Net Zero Public Sector Buildings Standard). This is in keeping with the University’s KPI16 commitment to achieve net zero by 2040 by targeting a saving of around two thirds of embodied carbon as compared with a new building, whilst targeting net zero in operation; and- Create open, inclusive working spaces for multiple groups notionally (and flexibly) split by cluster (5G, Industrial Informatics, Fintech, HealthTech and Space), and organisation (University and non-University / partner spaces), that respond to the need for collaborative, quiet, private and group working spaces, promote collaboration and chance-encounters and encourage people to come into, stay and interact within the building. Please note, the anticipated construction strategy is to adopt a two-stage design & build, whereby the University is intending to tender / appoint a Contractor under a PCSA during RIBA Stage 3 – Developed Design. At the end of RIBA Stage 4 – Technical Design, the University will either enter a works / construction contract with the same Contractor appointed under a PCSA, and tender the work packages via that same Contractor, or will conduct a new tender exercise to appoint a Contractor. Please note, the University intends to novate only the Architect, M&E Engineer, and Civil / Structural Engineer to the appointed Contractor for the works / construction, prior to commencement of RIBA Stage 5 – Construction. Subconsultants will also novate as required, with reports to be assigned accordingly.
