The Great Grid Upgrade Partnership
UK
LONDON
NATIONAL GRID ELECTRICITY TRANSMISSION PLC
Interested persons should access the procurement documents and must complete and submit the PQQ by the deadline stated IV.2.2 to be eligible to be shortlisted and invited to tender. The shortlisting rules are set out in the PQQ. Please email SIProcurement@nationalgrid.com if you do not have existing ARIBA access.
The procurement documents (see I.3) also include a partner guide (summarising the opportunity) and a contract principles paper (describing the Enterprise Agreement and including a scope summary): these will be made available when a signed confidentiality agreement has been returned.
All financial values stated in this notice are calculated using current prices plus assumed inflation based on RPI forecast rates to 2032. All of these values are estimates only and the final outturn values will depend on the precise works and services required to be delivered, the means of delivery, the way in which programme and project risks materialise, the actual rates of inflation up to completion of the programme, and other factors.
Details of the scale of this opportunity are also set out in the previous notices (see IV.2.1).
The precise details of each identified project, including specific location, route, form of electricity network infrastructure (such as OHL or underground cable), construction methodology, and any associated mitigation or enhancement schemes are indicative and remain to be confirmed. The final project details are subject to NGET obtaining all necessary consents (such as any required DCO, Electricity Act 1989 consent or planning permission), the requirements of those consents, and the terms of any necessary land rights to be secured by NGET to enable project delivery. NGET gives no commitment as to the basis on which any necessary consents or land rights will be applied for, or obtained.
In January 2023, NGET conducted a pre-procurement market engagement exercise through which feedback was sought from the market in respect of its proposals. Interested organisations submitted written responses to questions contained in a market engagement document. This exercise was advertised in the notices detailed in IV.2.1.
Anyone participating in this procurement process does so at its own risk and shall bear its own costs, whether or not the process proceeds as anticipated, or at all.
Subject to the fuller terms of the procurement documents, NGET reserves the right (in its sole and absolute discretion and without liability to any person): (i) not to accept the highest scoring, or any, bid(s); (ii) to cancel the procurement process or any lot or other part of it at any time; (iii) not to award a contract in any lot or at all; and (iv) to make changes to the content and structure of the procurement process at any time.
The Great Grid Upgrade Partnership constitutes a single programme to achieve National Grid's Great Grid Upgrade (https://www.nationalgrid.com/the-great-grid-upgrade). It is currently anticipated that this programme will be delivered by the Enterprise Partners through the Enterprise Agreement and the call-off contracts awarded under it, and the full scope of that is included in the scope advertised by this notice. However, and without limiting that, the works and services awarded to Enterprise Partner(s) may extend beyond that to involve additional works and services, through the award of further contracts in reliance on the procedure in Regulation 50(1)(f) of the Utilities Contracts Regulations 2016 and/or any successor provision in the new Procurement Act, when enacted, concerning direct awards for additional or repeat works or services. Any contracts for new works or services consisting in the repetition of similar works or services will conform to the Great Grid Upgrade programme and / or a particular project for which packages are called-off under the Great Grid Upgrade Partnership.
The Enterprise Agreement may be awarded by, or novated to, a member of the National Grid group other than NGET.

D3 Cruise Berth
UK
BELFAST
Belfast Harbour Commissioners
This procurement relates to the construction of a new heavy duty quay and deep water berth at D3, a 46 acre reclaimed site at the northern extent of Belfast Harbour. Full planning permission was granted on 23rd July 2019 (reference number LA04/2016/0421/F) and is valid for 5 years (expires July 2024). Marine licences were issued in July 2022. The primary function of the project is as a new cruise berth to accommodate vessels up to 360m in length. However, there are several other possible uses for D3 such as dry bulk, break bulk and project cargoes, including for the offshore wind industry, which have also been considered in the design. The scope of work consists of a 340m combi-wall type quay structure with return walls and mooring dolphins at either end which will be built approximately 60m out from the existing revetment. Compacted rock fill will be placed behind the the quay wall and a 35-50m wide heavy duty piled relieving slab is to be constructed along the length of the quay. The berth pocket and approaches will be dredged to up to -13mHD. The will also be hinterland asphalt surfacing and associated drainage; fenders and bollards, high mast lighting, foundations for a cruise building and electrical infrastructure, and a new access roadway with entrance barriers, lighting and services including power, water, telecoms ducts and sewerage. This tender process has been structured in 2 stages as described below. In Stage 1, all shortlisted Bidders will be invited to submit tenders which will be assessed on the basis of 50% quality and 50% cost, based on an exemplar design which will be provided in the tender documents. The successful tenderer will be appointed under the terms of a Pre-Construction Services Agreement to work with BHC and its design team in Stage 2 to develop the precise scope and cost for the final scheme and to facilitate an open book tendering process for the key sub-contract packages at Stage 2. This will enable BHC to progress commercial arrangements with potential end users and take forward an FID proposal for Board approval. If approved, and subject to the terms of the Pre-Construction Services Agreement, then BHC may, at its discretion, appoint the successful tenderer to undertake the works. It is intended that the FIDIC Conditions of Contract for Construction (for Building and Engineering Works designed by the Employer) will be used, but with amendments to suit this particular project. It is currently anticipated that quality submissions at Stage 1 will require shortlisted Bidders to answer a number of questions on their approach to management and delivery of the project, which will be evaluated and an overall quality score awarded. The price aspect will require shortlisted Bidders to price an exemplar design via a Bill of Quantities. The purpose of the pricing assessment at Stage 1 of the process will not be to identify a contract sum for the works, but to identify the most economically advantageous tender and obtain an accurate cost for the exemplar design, with reliable rates for all the key elements (e.g. piling, reinforced concrete, dredging, infilling). It is currently anticipated that the preliminaries, mark-up percentages and key rates will be fixed for Stage 2 of the tender process, to ensure consistency in pricing is maintained during any design development that may take place. In Stage 2, the design will be further developed and refined in conjunction with the successful tenderer to achieve the final agreed scope, programme and contract price for the works. It is expected that a number of design development workshops will be held. The successful tenderer will be expected to bring their expertise in programming, buildability, optioneering, value engineering and health & safety, quality and environmental best practice into the process. The Pre-Construction Services Agreement will set out the terms under which the design development fees will be paid. In

(NU/1912) CAV Later Living Partner
UK
Newcastle upon Tyne
Newcastle University
Prior Information NoticeNewcastle University Developments, Campus for Ageing and Vitality – Later Living DevelopmentBackgroundThe University and Newcastle University Developments Ltd acquired 27 acres of the 29-acre site in April 2019 and since then have arrived at a clear Vision with accompanying objectives as to what they want to achieve on the Campus for Ageing & Vitality (CAV), Westgate Road, Newcastle upon Tyne NE4 6BE.Our vision for the Campus for Ageing and Vitality (CAV) is to facilitate the construction of the UK’s first “health innovation neighbourhood“. It will be a future focused area combining the best of research, innovation, accommodation, employment into a sustainable community and create something truly unique in helping people to live longer and healthier lives. The “Later Living” development forms an integral part of this vision and we are looking to identify a suitable purchaser which has the means and objective to develop up to 150 Later Living homes on up to 4 acres of the site. We will be looking for purchase proposals from buyers capable of developing homes made up of a variety of Later Living products, and tenures, covering the entire spectrum of independence. They should promote independent living for people in later life (starting age range 55-70 including inter-generational living).Later Living will complement the work of our principal Development partner, Genr8Kajima Ltd which is presently drafting plans to create a mixed use urban development encompassing academic, residential and commercial uses within the health innovation neighbourhood.ScopeThe University has ring-fenced up to 4 acres of the site for a Later Living development and wishes to sell this parcel of the site to a Later Living purchaser who intends to develop/operate the scheme; conditional upon the quality of their design proposals planning application and commitment to meeting the Universities overall objectives for CAV.In addition, the University would like to enter into a Memorandum of Understanding with the successful Later Living purchaser, whereby the purchaser will support the University in its research programme by facilitating introductions to its residents. It is currently expected that the successful purchaser will take possession of the land following capital receipt transfer in early 2025.The ProcessThe tender process to identify the most appropriate purchaser will be conducted using the University’s e-tendering Portal (Proactis ProContract). The process will follow the format and principles of a competitive, fair, and transparent tender process for the sale of land, however, as this is considered a conditional sale of land agreement, it will sit outside of both of the Public Contracts Regulations 2015 and the Concession Contracts Regulations 2016 (“Procurement Regulations”).The sale will be conditional on the purchaser demonstrating that it will build what it represents it will build within its tender proposal, including having all financing and planning permissions in place by an agreed longstop date. The University will have suitable remedies should the purchaser fail to build what it represents by an ultimate longstop date which will be set out within the tender documentation. This PIN is therefore being published voluntarily in order to notify the widest possible market of the purchase opportunity and in order to be transparent regarding the University’s view that the Procurement Regulations do not apply. No further Contract Notice will be published on the FTS website and in responding to this PIN the potential purchaser acknowledges that the Procurement Regulations will not apply to the process. The process will involve an Invitation for Expressions of Interest being issued to those who register on our e-tendering portal (CVP Code 45000000-7, NUTS Code UKC2) together with a pre-qualification questionnaire If you are in

2.1.1 Bullhole berthing structure is located between Eilean nam Ban and Ross of Mull, North of Fionnphort (Isle of Mull). It provides good shelter but has restricted anchorage, depth of approx. 3m (chart Datum). The tide runs strong due to the narrow channel. Bullhole is a steel structure anchored to the rock with struts approximately 18m long and 5m apart connected to land via two walkways at either side, being the overall dimension of about 38m. The designer for the berthing structure was Crouch Hogg Waterman. Archive drawings are available from 1991 but these are not as built/construction drawings. There are four structural bents required to provide berthing/mooring for CMAL vessel. There is no available site investigation boreholes or laboratory testing but rockhead is observed close to the seabed. It is assumed therefore that the toe of the four main support structural steel elements are founded directly on sound rockhead.

Playground equipment
UK
Frome
Frome Town Council
The Play Area in the Old Showfield is Frome’s largest public play space, but due to a combination of unusually wet ground conditions, the materials used and the age of the play structures, nearly all the play installations have now been retired.Frome Town Council are looking for an experienced and reputable Play Company to support the redevelopment of the play offer on the site. See link for locationhttps://goo.gl/maps/thNuC8xXB5Y3mcRCAThe development will consider the recommendations from the Frome Play Strategy https://www.frometowncouncil.gov.uk/wp-content/uploads/2022/02/Play-Strategy-for-Frome-2021-2025.pdf.Our aim is to create a highly engaging play destination that surprises and inspires. We are encouraging play responses that are bold and innovative that focus on the play outcomes and experiences rather than delivering specific play equipment items.Key principles from this strategy include:Ensuring inclusivity - play options included that promote access for allEncourage a sense of safe and social space, promoting permission to play and belongingNurture incidental playProvoke innovation and adventureOffers variety and a range of risks and challengeAs additional context to inform the design process we have a summary of the views of users of the play area gained from a series of Community Engagement sessions in the summer of 2022 - see supporting document: https://www.frometowncouncil.gov.uk/wp-content/uploads/2023/03/Old-Showfield-engagement-findings.pdfThe references to individual play items are again a guide helping to inform thoughts about play experiences rather than literal suggestions for named play installations. In addition to the play installations the scope of the tender includes undertaking the necessary investigations, design and ground works to address the pooling of water, through site reprofiling (design of the surfacing and sub-base) to eliminate a bottom bowl and providing run-off through standard land drains. Additional information providing a topographical survey and information on underground utilities will be provided as part of the package of information for tendering. The full scope of the works will be explained at an on-site briefing meeting on 27 April to be held at 11am at the Play Area.Due to the high soil moisture content, play installations should consider the need for longevity, low maintenance and avoidance of rot (minimising/excluding use of wood structurally especially in ground, though wood cladding is an attractive and viable option)The successful tenderer shall ensure that all equipment and surface finishes meet the necessary safety and play equipment standards. They will provide details of warranty and maintenance offered as part of the proposals. The successful tenderer shall also obtain all necessary statutory approvals that may be required. The tender will include for the removal and disposal of all existing equipment, surfacing and other waste materials and installation of new equipment to include surfacing and making good as required. UKRI-2958 Radiation Modelling Services for Vulcan 20-20
UK
Swindon
UK Research & Innovation
UKRI has a need for radiation modelling of an electron beam dump extension for the new Vulcan 20PW facility which is currently under design development. The desired radiation modelling will consist of:1.Optimisation of an electron beam dump construction for a 4GeV electron beam (source terms to be provided by the CLF). The design would reduce radiation leakage on the facility to less than 2.5µSv/hr and minimise backscatter into the main facility.2.Balance the localised beam dump shielding against the constructed building shielding to minimise associated building costs.3.Impact of scattered radiation on the general facility building shielding (see detail A)4.Gap analysis of dose leak rates around a removable shield wall (see detail B)The expected delivery is in the form of a formal report to the CLF with recommendations, modelling and analysis results. Formal communications throughout the work are expected to keep the CLF updated on progress as the work will be taking place in parallel to the building design. The overall aim of the radiation modelling is to determine the minimal shielding needed to incorporate into the building construction against that installed around the beam dump when it is added at a later date.

HE0914 A350 Chippenham Duelling Scheme April 2023
UK
Trowbridge
Wiltshire Council
The A350 is one of the most important routes in Wiltshire. It is a primary north-south route with regional significance connecting the south coast with the M4 and onwards to Bristol and the Midlands. In Wiltshire it passes around the principal settlements of Chippenham and Trowbridge via the town of Melksham and on to Westbury and Warminster. It has been a longstanding priority to improve north-south connectivity along the A350, and Wiltshire Council has been progressively bringing forward the dualling of the A350 Chippenham bypass.Over recent years three major capital schemes (Phases 1, 2 and 3) have been brought forward to improve capacity and safety on the route, largely funded through successful Department for Transport (DfT) and/or Local Enterprise Partnerships (LEP) funding bids. Most recently, an Outline Business Case (OBC) bid was made to DfT for funding to bring forward a scheme to complete the dualling of the A350 bypass at Chippenham. In the spending review in October 2021 the government announced that it would allocate funds for a scheme to dual the remaining single carriageway sections of the A350 route round Chippenham. The project was also included within the list of forthcoming infrastructure projects as part of The Growth Plan 2022 published in September 2022.Wiltshire Council and its consultants Atkins are now pressing forward to complete the design of the remaining Phases 4 and 5 of the scheme, and preparing the Full Business Case (FBC). Subject to the FBC being approved by the DfT, it is anticipated that construction works will be undertaken during 2024 and 2025.The scheme is likely to include for the following key elements:-• Phase 4 dualling: widening the A350 over a total distance of some 1.5km to dual 2-lane between Chequers roundabout and Lackham roundabout. The dualling would take place within the existing wide highway verge to the west of the current carriageway.• Phase 5 dualling: widening the A350 over a total distance of some 1.75km to dual 2-lane between Cepen Park South roundabout and Bumpers Farm roundabout. Again, the dualling would take place within the existing wide highway verge to the west of the current carriageway. When implemented with Phase 4, this would extend the dualling to cover the full stretch of the A350 Chippenham Bypass.• Bumpers Farm Roundabout capacity enhancements: increasing the circulatory from 2 lanes to 3; signalising 4 approach arms; increasing approach arms from A350 (S), A420 (W), A350 (N) and A420 (E) to 3 lanes; and dualling the exits onto the A420 (E) and A420 (W); and• Lackham roundabout capacity enhancements: dualling the exit to the A350 north as part of the phase 4 works. The works will be designed and built-in accordance with current standards and guidelines and will include for all key aspects of highway construction – earthworks, carriageway, footways, drainage, street lighting, signage, statutory authority (gas, water electric etc) service diversions and provision, and hard and soft landscaping works. The works will be contained within the existing highway boundary extents and there should be no requirement for additional land. The existing bridges along this route were constructed to accommodate the additional carriageways without needing further major works, and as such there are no major structural works anticipated. The A350 route will need to remain in operation throughout the works, and as such careful traffic management considerations and phasing, particularly in connection with the Bumpers Farm Roundabout enhancements, will be required. There will be a desire to minimise impacts on traffic flows during the works and ensure that the scheme is undertaken with suitable and appropriate levels of public engagement and liaison.Further general information regarding the background to the project and its current status can be found at the following web link:- A350

Contractor for WSAC Broadwater Lake
UK
Hillingdon
London Borough of Hillingdon
The London Borough of Hillingdon is looking for contractor to deliver a proposed “Hillingdon Water Sports & Activity Centre” under a Single Stage tender - D&B.The project was progressed to RIBA Stage 2 in 2021, was paused pending cabinet approval to proceed, an instruction for RIBA Stage 3 was subsequently received in October 2022.“HWSAC” will host sailing, rowing, kayaking, and other water-based activities, as well as land-based activities such as camping, high ropes and educational pursuits. The existing Hillingdon Outdoor Activity Centre (HOAC) located at Dews Lane was a highly popular facility, which for over 50 years provided the local community and visitors access to a broad range of exiting, active, challenging, and healthy land and water-based activities for the residents of Hillingdon, and organised students groups from across West London. Approximately 200 students a day made use of the site in the summer months. Due to the construction of the HS2, HOAC was required to close in October 2020.Following a review of potential sites, Broadwater Lake, UB9, has been selected because of its suitability in terms of access and size. It should be noted that the site sits within a SSSI, and the necessary consents are being sought from Natural England (NE) prior to submission of a planning application. The activity centre will also be the home of the existing Broadwater Sailing Club, which is currently located to the North of Broadwater Lake. The existing Broadwater Lake sailing club buildings and pontoons will be removed, and the site made available for ecological enhancement. The site will be fully disabled person accessible; this includes people in wheelchairs, those with impaired vision and people with autism or behavioural issues. The Council intends to award a DB2016 contract for these Works with Schedule of Council Amendments.A maximum of seven (7) Applicants will be shortlisted who will then be asked to submit a response at the ITT stage. The evaluation process will be carried out internally within London Borough of Hillingdon’s Procurement & Capital Works Team. Factors to be considered by those contractors shortlisted and invited to tender for this service are that their bids will be based on the following weightings:Commercial (Price) - 50%Quality - 50%Those Contractors who are successful at the SQ stage will be invited to submit competitive tenders.
