This is an Open Tender intended to result in the award of a Contract to produce a dataset of estimates that quantify the material arisings resulting from the commissioning and decommissioning of building energy and thermal efficiency improvements, and heating technologies and systems, in Scotland’s building stock. This includes all supporting information and the methodology used to generate the estimates. These requirements are with a view to understanding the material impact of activities supporting the decarbonisation of heating in Scotland’s building stock and achieving the Scottish Government’s clean heat-related targets.

DECC-Energy Performance of Housing Stock Research

The Scottish Government has legally committed to reach net zero by 2045 for the benefit of our environment, people, and prosperity and is committed to taking the required action. We have confirmed in the 2024 to 2025 Programme for Government that tackling the climate emergency is a priority. To meet net zero, transformation will be required across all sectors of our economy and society, including from our homes and places of work.Heating Scotland’s buildings accounts for 20% of emissions – the third largest cause of greenhouse gas emissions in Scotland – and therefore reducing emissions from this sector is vital to reaching the Government’s ambition. The Scottish Government published its Heat in Buildings Strategy in October 2021, which set out our vision for decarbonising Scotland’s buildings by 2045. We continue to lay the foundations to support the growth of clean heating and energy efficiency in Scotland.The objective of this work is to provide an analysis of the Scottish housing stock’s performance in each of the new EPC ratings set out above, using the Scottish EPC wrapper and HEM. This includes how homes would be rated in the new EPC ratings compared with how they are rated in the current EPC system, and then also how energy efficiency improvements might impact ratings across types of homes and in different sectors.

Scotland's Public Sector Heat Decarbonisation Framework Project Support Unit

International Selling Programme Framework

The purpose of this ITT is to appoint a single supplier to a Framework Agreement to deliver the International Selling Programme (ISP) Framework, which is a package of support targeted at helping Scottish based exporting companies navigate complex B2B sales cycles and close deals with confidence. Over 12 cohorts of companies have now been managed through the programme and SE wishes to deliver a further programme of 6 cohorts aimed primarily at the energy sector (wind generation and hydrogen). Companies sitting within science & technology sectors (mainly healthcare) may also form a cohort.It is anticipated that the Framework Agreement will start on May 2025 and conclude May 2027. After this period, Scottish Enterprise will have the option to extend the Framework Agreement for a further period of 12 months if required.The value of the Framework Agreement is expected to be in the region of between GBP150,000 and GBP200,000 excluding VAT.

Exploring How Communities Experience the Social and Economic Impacts of Offshore Wind Development in Scotland

Offshore wind deployment is central to tackling the climate crisis and decarbonising our economy. It will offer many economic and employment opportunities to communities throughout Scotland. Scottish Ministers are committed to an energy transition that is fair and just : the process should be beneficial to communities, and the opportunities it brings should be fairly distributed. Combined Heat and Power Unit (Falmer Sports Centre) Energy Performance Contract

The University of Brighton owns a Tedom small-scale gas engine combined heat and power (CHP) unit intended to serve the Heating Plant Room, Brighton Sport & Health Complex, Falmer Campus, Brighton, East Sussex, BN1 9PH. Specifically the CHP unit concerns a 1No. Tedom Cento T100 Natural Gas, Sound Enclosure. 50 Hz, (Manufactured in 2012). There is an intention to install this CHP unit at the Falmer facility and operate it to produce low-cost electricity, free heat, and play a role in the sustainability agenda of the University. The University is looking to assign an Energy Performance Contract to an Operator. This will specifically involve the Operator purchasing and operating the CHP unit for the sole purpose of selling the University heat and power throughout the system's 15-year operational life. This will also include the completion of EPCs in properties that are nearing their 10-year timeframes.Support Strategic Asset Management: To provide a robust evidence base for asset management decision-making. Investigation into the potential risk of entanglement of marine mammals with discarded fishing gear associated with floating offshore wind farms

The Offshore Wind Directorate invites a tender from a suitable contractor to define the risk of entanglement with discarded fishing gear around mooring lines at floating offshore wind farm (FOW) sites.The Scottish Government has set a range of targets to cut greenhouse gas emissions and to generate more energy from renewable sources. The Climate Change (Scotland) Act 2019 commits the Scottish Government to reach net zero emissions of all greenhouse gases by 2045.Offshore wind will play a vital part in meeting these targets, and is set to expand substantially in Scotland over the next decade and beyond, as evident by the recent ScotWind seabed leasing round by the Crown Estate Scotland. In January 2021 and through its clearing process in August 2022, Crown Estate Scotland has offered Option Agreements for 20 offshore wind projects around Scotland totalling 27.6GW of potential new offshore wind developments. The related offshore wind Innovation and Targeted Oil and Gas (INTOG) decarbonisation planning and leasing process outlined a further 5.4GW of projects.This project will assess entanglement risk by using monitoring tools such as load cells, remote operated vehicles (ROV) and other tools to identify the snag rate of abandoned, lost or discarded fishing gear (ALDFG) on mooring lines of FOW developments. This will be coupled with modelling of density and distribution of ALDFG across Scottish shelf waters or estimation of snag rate at a given site based on data detailing potential sources, identified prevalence based on available data and oceanographic drift. Should substantial risk be identified, the project should also consider and suggest potential mitigation measures and any associated future research needs to deliver these.This project will contribute to the overall process of the sustainable expansion of floating offshore wind in Scottish waters by improving the evidence base for environmental assessments and build on previous work seeking to establish the risk of entanglement.

Celtic Sea Floating Offshore Wind Leasing Round 5 (“Round 5")

The Crown Estate, as managers of the seabed around England, Wales and Northern Ireland, wishes to award seabed rights to prospective suppliers and developers, which will allow such suppliers and developers to develop, build and operate floating offshore wind farms in the Celtic Sea for the purposes of generating, transmitting and selling electricity (or other forms of energy, where permitted), as part of Round 5. The contracts which The Crown Estate expects to enter into as a result of Round 5 will grant new seabed rights to developers for the development of new floating wind farms within three project development areas, each of which has a maximum potential energy generation capacity of 1.5GW (meaning a combined maximum potential energy generation capacity of 4.5GW across all 3 project development areas). These rights will be governed by three separate ‘agreements for lease’, which The Crown Estate intends to award to three different successful suppliers through a competitive tender process – one for each of the three project development areas. QED Naval is an innovative company specialising in tidal energy technology. The company has developed disruptive technology that can be applied globally. This includes our self-deploying, submersible tidal platform, the Subhub Industrial Demonstrator (ID), that is proven to work efficiently and reliably with our subsidiary company Tocardo’s horizontal axis tidal turbines.The Torcardo T-3 is the next generation in Torcardo’s turbine series, with the previous iterations being used in the Oosterscheldekering storm surge barrier. The design prides itself on simplicity and reliability whilst maintaining effective tidal energy capture. The turbine has a 14m blade diameter, a passive bidirectional pitch system, and uses a split winding permanent magnetic synchronous generator.QED’s next generation of Subhub ID will feature 3 of Tocardo’s turbine-generator pairs, which will be individually controlled and then combined into a single grid output within the Subhub ID’s dry compartments under water.QED Naval is looking for a supplier to provide the various power take-off circuitry to support this delivery of grid compliant power from the Subhub Platform Control Unit (SPCU) into the National Grid at distribution level.The solution will accommodate 3 independently controlled T-3 turbines, each with a power rating of 350 kW and generator output voltage of 690 V. Each generator’s PTO solution will be housed in a standard double electrical cabinet with dimensions 2000 x 1200 x 600 mm (excluding the shared transformer) if possible. The cabinets will be held within the SPCU. The SPCU consists of two sealed pressure hulls that have an inner diameter of 3 m and a length of 10 m. The solution will be supplied fully assembled and complying with necessary electrical standards. A supporting single line drawing of the complete system should also be provided.This tender requires the delivery of a single turbine-generator PTO configuration in 2024 for testing before the remaining 2 PTO configurations are delivered to complete the Subhub ID arrangement for subsea deployment. The successful delivery of the tender described in this document could establish a relationship for future plans that include the initial extension from one Subhub ID to a mini-array of five (totalling 5 MW) followed by additional phases to a maximum array size of 30 MW.

Nationally, central Government provides advice for those interested in retrofitting their homes with insulation and energy saving and generating measures1. Locally, the West of England Mayoral Combined Authority (MCA) have launched the RetrofitWest Home Energy Advice to support households in this endeavour.However, there is little independent and offline accessible energy advice for households on low-cost non disruptive measures to save energy, or what to do if they are struggling to pay.In South Gloucestershire residents are advised and referred to Warm and Well (www.warmandwell.co.uk) and its associated freephone energy advice service, managed by Severn Wye Energy Agency on behalf of South Gloucestershire Council and other Gloucestershire Local Authorities.In Bristol the Centre for Sustainable Energy (CSE) have operated a similar advice service for over 20 years. In Bath and North East Somerset (BaNES), there is ‘Energy at Home’ – a freephone advice line and website (www.energyathome.org.uk) run by the council.To raise awareness and bolster the capacity of local energy advice, the MCA approved up to £150,000 of funding for a Local Energy Advice Pilot2 in the West of England during a peak in the cost of energy bills during the winter of 2022/23. A Committee Approval in March 2023 approved extending funding by £165k.The details of this extension were approved as a delegated decision to the MCA’s Environment Director in consultation with their equivalent Environment Directors in the Unitary Authorities.
