The aim of this contract is for a Financial Conduct Authority registered loan administrator to manage all aspects of a loan fund for a period of 25 years. This is on behalf of the London Borough of Merton, who are based in the Southwest of London (including the areas of Mitcham, Wimbledon and Morden).The loan is to assist domestic property owners with the costs of completing retrofit works relating to energy efficiency and decarbonising homes in the borough. The London Borough of Merton has 86,000 homes and they contribute 44% to the local carbon footprint. In order to meet the boroughs 2050 Net Zero target, underpinned by the 2019 Climate Emergency Declaration and approval of the Climate Strategy and Action Plan the following year, these homes will need to be retrofitted to an average EPC rating of B (currently D).The loan will be aimed at private homeowners (there are 71,000 privately owned homes, 15,000 are owned by Social Housing Providers). The loan broker is required to carry out all the processes related to administering the loan and keep in close contact with the Councils contract manager for monitoring and evaluation of this scheme.

The supply of Woodchip Biomass Fuel for Eden Campus Energy Centre in Guardbridge.Eden Estuary Energy Limited (EEEL) owns the Eden Campus Energy Centre and District Heat Network. This is operated on a day-to-day basis by the University of St Andrews. This heat network provides heating and hot water to 44 buildings within the University’s teaching and student residence buildings within St Andrews town. The heat source for this district heat network is provided by a 6.5MW Biomass Energy Centre which is located within the University’s Eden Campus at Guardbridge.The Energy Centre Biomass Furnace is fueled by virgin coniferous soft wood woodchip in the form of a P45s graded biomass woodchip. The woodchip delivery system requires deliveries to be deposited using a ‘walking floor’ HGV trailer. The normal delivery load is c.25 tonnes. The woodchip is deposited via the walking floor trailer into one of two woodchip storage silos which will have been pre-prepared to accept deliveries by the University’s Biomass Operations Team.In previous years, the Energy Centre biomass furnace has burnt approximately 10,000 tonnes of virgin softwood woodchip per annum to meet the University’s heat demand. Annual woodchip usage is however weather dependent, and weather extremes can affect this usage by approximately ±10%.The Biomass Plant’s operational heat output plan is dictated by the seasons, with a much higher heat output required during winter months.Full details are included in the Specification, Fuel Supply Agreement and other documents that form part of the tender.

The UK Government has set its ambition to deliver 50Gw of green energy by 2030 delivered by numerous offshore windfarms that shall be built and commissioned during a rolling programme of works from 2025 and beyond. The fleet of UK Air Defence (AD) Radars are installed strategically around the UK and provide the Recognised Air Picture (RAP) enabling UK air defence system to identify non-cooperative targets within the UK area of interest, enabling the Quick Reaction Alert (QRA) in support to National Security Objective 1 (NSO1). Each of the future offshore windfarms will have a unique, detrimental impact upon the RAP as they will reduce the volume of air space that the AD radars can effectively survey, reducing the MOD’s ability to deliver its tasks under NSO1.Programme NJORD (herein referred to as NJORD) has been established in response to a need for capabilities that will mitigate the negative impact introduced by offshore windfarms and maintain, the RAP at its full capability as established prior to the introduction of offshore windfarms. NJORD is an RAF programme with the procurement activity and contract management, through life for the capability / capabilities, being managed by the Air Defence and Electronic Warfare Systems (ADEWS) Delivery Team (DT) within Defence Equipment & Support as the RAF’s delivery agent. To achieve this, NJORD shall focus on ensuring the continued Primary Surveillance capability currently provided by the RAF’s air defence remote radar heads which would otherwise be degraded by offshore windfarms. Delivery of the support scheme design for Northern Ireland cannot occur without a solid evidence base to support policy decisions. There is therefore a need for timely and relevant expert advice in order to shape an incentive scheme to meet current and anticipated levels of demand in Northern Ireland in this new decade and beyond. Under continuous MRI monitoring, laser energy is applied to the target area to destroy the part of the brain causing seizure activity. It is safer than open neurosurgery as there is less risk of collateral damage to other structures in the brain. Northern Ireland’s requirement for Entry Point Switching Services is being tendered by PTL for the period from 1st November 2023 until 30th September 2024 on behalf of GNI (UK), PTL, BGTL, & WTL (together the "Individual Transporters"). PTL is the owner and operator of the Scotland to Northern Ireland natural gas transmission pipeline ("SNIP"). This gas pipeline runs from Twynholm in Scotland across the Irish Sea, terminating at Ballylumford Power Station.BGTL is the owner and operator of the Belfast Gas Transmission Pipeline ("BGTP"). The BGTP runs from Ballylumford to offtakes at the Greater Belfast Distribution Zone. There is also an offtake at Middle Division near Carrickfergus feeding the North-West Pipeline. WTL is the owner of the Gas to the West pipeline ("WTP") which takes gas from the GNI (UK) Northwest Pipeline and delivers it to SGN’s distribution network which serves the towns of Strabane, Coalisland, Cookstown, Derrylin, Dungannon, Enniskillen, Magherafelt, Omagh and Strabane. The SNIP, BGTP and the WTP jointly form the Premier Transmission Pipeline System ("PTPS"). PTL, BGTL and WTL are owned by Mutual Energy Limited ("MEL"). GNI (UK) owns and operates two natural gas transmission pipelines in Northern Ireland. The North-West gas pipeline, from Carrickfergus to Londonderry, serves Coolkeeragh power station in Derry and enabled the development of gas networks along the route. The South-North gas pipeline runs from Gormanston, in County Meath, to Ballyclare, Co. Antrim, where it links into the North-West pipeline. There may be occasions when network conditions mean that it is difficult to flow the nominated quantity at the Moffat IP Entry Point into NI. To avoid declaring a System Constraint and/or in response to once occurring a Shipper may be instructed to renominate part or all of their entry requirements via the South North IP Entry Point instead of the Moffat IP Entry Point. The switching of flows to the alternative entry point will reduce the level of nominations at the Moffat IP Entry Point and reduce the risk of curtailing all Shippers.The requirement for any such action is determined by network conditions in accordance with the System Operator Agreement (SOA) and as agreed between PTL and GNI (UK) from time to time. As PTL operates the PTL, BGTL and WTL assets, it is party to these procedures on behalf of those operators.

Acorn Farm is a walled brownfield site located on a vacant plot of land within St Columb’s Park off St. Columb’s Road opposite the former Ebrington Barracks site in Derry/ Londonderry. Acorn Farm is approximately 0.874 hectares in area. The site is in a predominately residential and commercial area and access to the site can be gained from St Columb’s Road (South). The site is bounded by St. Columb’s Road to south and by St. Columb’s Park on all other sides. The site was formerly used as accommodation for the RUC and a helicopter pad serving the barracks. Ebrington Barracks was closed in 2003. Site clearance and ground levelling work was completed in 2022 as part of site enabling works. The Council has completed works to remove vegetation, hardstandings, concrete bases, steps, retaining walls and redundant underground services across the site and the ground flattened to an even gradient. Although, the council cannot rule out the possibility that some buried infrastructure might have been missed during this pre-commencement site clearance contract. Trees remain along the southern boundary along with the boundary walls, manholes along with northern edge and piles of crushed hardcore and compost. The overall aim of the Acorn Farm project is to transform a former MOD derelict site into a growing space as a centre of Permaculture excellence in the Northwest City Region. The Acorn Project will facilitate the development of new food growing technologies and to deliver a capital project which is an exemplar as a climate smart net zero/nearly zero carbon project, incorporating the use of circular economy principles, sustainable energy and energy/resource efficient technologies. Derry City and Strabane District Council (DCSDC) has developed a Climate Change Adaptation Plan (2020) and a Climate Change Emergency Pledge (2020) outlining the Council's climate action commitments, including a shift to net zero greenhouse gas emissions and climate resilience across the city and district by 2045. The ambition for the Acorn Farm site including the buildings, external works and landscape is to achieve climate resilience and whole life net zero emissions or nearly net zero emissions. Each of the future offshore windfarms will have a unique, detrimental impact upon the RAP as they will reduce the volume of air space that the AD radars can effectively survey, reducing the MOD’s ability to deliver its tasks under NSO1.Programme NJORD (herein referred to as NJORD) has been established in response to a need for capabilities that will mitigate the negative impact introduced by offshore windfarms and maintain, the RAP at its full capability as established prior to the introduction of offshore windfarms. Marubeni Europower Ltd is developing a green hydrogen production facility (called HyBont) drawing on new local solar PV and wind generation via private wire and sleeving. It is proposed this will supply multiple offtakers including a heat network serving Bridgend County Borough Council (BCBC) owned buildings, specifically a primary school, college, and leisure centre complex approximately 1.2km away. Buro Happold produced a feasibility study in 2022 which identified the preferred solution to be that the heat network will draw green hydrogen and waste heat directly from the electrolyser to serve the heat network. Waste heat recovered from the electrolyser will be used to meet the baseload heat demand on the heat network with hydrogen boilers providing top-up heat during peak times and when waste heat is not available, due to the intermittency of renewable energy supply to electrolyser. This innovative project will fully decarbonise the heating of these buildings and make use of a heat source that would otherwise be considered waste and lost. BCBC has been awarded funding from the Heat Network Development Unit (HNDU) to undertake the Detailed Project Development (DPD) phase study to determine whether the heat network opportunity is sufficiently viable to take through to commercialisation and delivery.

The Contractor should design the solar plant taking into consideration that this is located on a capped landfill site, which still requires safe management by the incumbent waste management contractor via a venting and drainage system. The site will be linked by an underground connection to the hydrogen production plant and vehicle re-fuelling facility.The Works to be undertaken by the Contractor relate to the civil and mechanical construction works of the solar PV plant and all electrical works to (but not including) a metering circuit breaker on site (the Connection Point).The Contractor shall provide:1. Design, procurement, installation, construction, commissioning and testing for the solar installation Works for the project.2. Project management of the Works including progress reporting to the Employer.3. All mechanical infrastructure within the site.4. Surveys, design, power system, and provide information to support grid compliance studies as required to offload, install, commission, and test.5. All electrical infrastructure up to (but not including) the onsite metering circuit breaker (Connection Point). Control infrastructure for the power plant control system including, inter alia, the overarching energy management system, monitoring system, and any other necessary hardware.8. Provision for the connection of a leased line fibre optic or other communications system to allow for remote access and operation of the site, including communication with the solar farm. Latency and connection speeds to be confirmed by the Employer.9. Temporary power to all equipment within the site until the grid connection has been made.10. Commissioning of all equipment supplied and installed to all relevant regulations and standards.11. Landscaping of the site in accordance with the planning permission.12. O&M services for the first two years between Provisional Acceptance Certificate (PAC) and Final Acceptance Certificate (FAC). There will be an option to extend the contract for O&M services for an additional 3 years (maximum of 5 years in total).The scope above is not intended to be exhaustive but the Contractor will be required to deliver all plant and systems necessary to safely operate the solar PV plant in the market described above.

This Dynamic Purchase System (DPS) provides a route, compliant with UK public procurement regulations, for public bodies to procure Power Purchase Agreements. It is intended to help public bodies and renewable energy generators contract together through a relatively simplified and standardised way. With the aim of driving greater and faster expansion of renewable generation assets.The DPS is structured such that Generators who can meet a set of mandatory requirements, set in the Specifications document, will be accepted as approved Suppliers to the DPS. Individual or groups of public bodies will run mini competitions to which approved Suppliers will be invited to bid. The mini competitions will include more detailed specifications relating to the requirements of that/those public bodies. What further specifications could be covered under mini competition is expanded further in the Specification document.To note that Services, Goods and/or Works may be procured through the future mini competitions run through this DPS and would be subject to appropriate terms, for example; Works would be carried out utilising appropriate JCT terms, as agreed between the Supplier and Participating Authority.
