There is a need for Defra to better understand the impact of food price changes on consumers health and welfare, which has become more pressing in light of increasing pressures from modern society. The global impact of the COVID-19 pandemic, the UKs exist from the European Union (EU) and the war in the Ukraine has contributed to increase food price volatility in the UK, and November 2022 saw year-on-year food price inflation rise to the highest levels since the 1970s.<br/><br/>There is a need for Defra to better understand the impact of food price changes on consumers health and welfare, which has become more pressing in light of increasing pressures from modern society. <br/><br/>We are seeking an external consultant to deliver the development of a single model combining the current food price and elasticities frameworks and expand the research even further to gain an in-depth understanding of what drives food affordability, accounting for the heterogeneity across household types and groups. The model should allow Defra to test different types of scenarios (the ‘what if’ questions) and measure the impacts of food price inflation (the ‘so what’ questions) on different household groups.<br/><br/>This research has 6 main objectives:<br/><br/>1. To make an incremental improvement to the accuracy and usefulness of the current food price modelling systems by using the most updated data sets provided by the Authority (unless tenderers are a market research, market data and marketing consulting agency, then you will need to provide your own data set at your own cost – see Data Requirements and Sharing in the Specification).<br/><br/>2. To identify the impacts of food price movements on household affordability, welfare, and dietary habits through the creation of an analytical model.<br/><br/>3. To analyse the effects of food price movements on consumer behaviour amongst economically and socially disadvantaged groups in England.<br/><br/>4. Upon provision of a list of options by Defra, to prioritise possible options for policy interventions targeted at food affordability and accessibility.<br/><br/>5. To produce a variant of the current food price modelling system to analyse the impact of food price drivers in a period of heightened food price volatility.<br/><br/>6. To improve functionality of the modelling system to produce results on sector-led basis, thus improving granularity of data.

Devon has developed a brand called ‘One Small Step’ (OSS), however with the launch of a new service model, the provider is required to review the branding and decide whether to keep or change it. If the branding is changed, the provider must develop branding guidelines and a comprehensive marketing and communications plan to launch a new name in consultation with the commissioner. If the provider decides to continue to use the OSS branding, the provider will need to clearly demonstrate how they will articulate the change of provider and service offer to referrers, stakeholders and potential clients. The service offer has changed from a range of health interventions to a focus on tobacco control and smoking cessation (with ongoing referral); this needs to be clear to all, if the existing OSS branding is used.The Specialist Stop Smoking contract will be awarded to one lead provider. The commissioner is open to the provider utilising sub-contracting / partnership arrangements to deliver elements of the service.The provider must apportion some service capacity to face-to-face provision in Devon, to ensure that individuals from targeted groups can receive support in person if that is their preference. Face-to-face clinics should be in a range of community locations where smoking prevalence is higher, in order to support those people who find it difficult to access the service digitally or by phone.The service will embed within the local health and care system and work with other providers to enable Devon residents to access the most appropriate support to meet their needs and preferences, including the Specialist Substance Misuse Service and stop smoking support within primary care and community pharmacies. The provider will work with the VCSE sector, recognised as an important part of the wider system of support to individuals and communities, including groups with specific expertise for vulnerable populations.The maximum available budget for the contract is fixed at £685 000 per annum excl VAT for the duration of the contract. This excludes Additional Funding which is specified separately.OPTIONDuring the life of this Contract starting from Year 2, in the event DCC is able to secure additional funding sources to support the contract. It is anticipated that this funding can be up to 50K per annum (Additional Funding). We need to develop the right content and approach to appeal to the residents and visitors of Cornwall to reach new markets and drive modal shift to buses as part of our ambitious plans for bus across the Duchy. In addition to this a 4 year, £23.5m low fares pilot was introduced aiming to reduce bus fares in Cornwall. The pilot commenced in April 2022 and ends on 31st March 2026. We are the only authority in the country to introduce this scheme which aims to understand the impact of low fares on patronage.The resource required for Transport for Cornwall needs to bring all parties together, drive change and deliver key outcomes to raise awareness of bus as a choice for some journeys and encourage more people to use buses so that patronage/revenue can be increased year on year. Together with the winning bidder, we are hoping to create a Marketing, Engagement and Communication (MEC) to provide leadership and direction to the Council and bus operators as well as co-ordinate and work alongside the partners, recognising and constantly promoting the value of working together, (rather than silo working at individual company level), with the customer at the heart of everything that is done.A strong understating of “Transport for Cornwall” is essential. This includes understanding the challenges that the Bus industry is facing that are preventing growth, and also, that Cornwall bus network is quite unique; we have a mix of commercial routes and routes that require subsidy from the Council to be financially viable and continue to support connectivity in a rural / coastal landscape.
