This tender is for the solarisation and major refurbishment of Hyskeir Lighthouse. Hyskeir lighthouse is situated on a flat low-lying island approximately five miles southwest of Canna and eight miles west of the Island of Rum in the Inner Hebrides at Latitude 56° 58.139'N, Longitude 006° 40.835'W. The painted white stone tower stands 39 metres high at an elevation of 41 metres above sea level. Works shall be carried out in two phases, the first phase works will commence in April 2024 with completion required by October 2024. Second phase works will commence April 2025 with completion required by October 2025. Due to the remote location of the site, all materials, equipment, tools, water, and fuel required to complete the works shall be transported to Hyskeir by ship and helicopter for commencement of the first phase of the works, in April 2024. On completion of the first phase of the works the during October 2024, the ship and helicopter shall return to remove all redundant equipment and waste. At the start of the second phase of the works, in April 2025, the ship and helicopter will return to land the camp and any additional materials, equipment, and tools required to complete the works. On completion of the work, during October 2025, the ship and helicopter shall return for a final visit to clear the site and return equipment, materials, tools, and waste to NLB Oban base for uplift by the contractor. The contractor must ensure all required materials, equipment and tools are delivered to NLB Oban Base in adequate time with detailed loading lists provided in advance of ship and helicopter operations in accordance with specific instructions. The contractor must provide boat transport for their own personnel for the duration of the works. Any boat used must be certified compliant with the MCA Code of Practice for the Safety of Small Boats and Pilot Boats, preferred category four as a minimum. Copies of certifications shall be sought prior to work commencement. Capability to carry out a full Asbestos Refurbishment / Demolition Survey on all buildings prior to the commencement of any work shall be required as part of the tender submission. It is a mandatory requirement for the submission of a tender to attend a site visit. An initial site visit date has been arranged for Wednesday 27-September-2023. An additional site visit date will be arranged on request should this date be unsuitable. Interested parties should confirm attendance of the site visit on registering interest for this requirement.
Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

Northern Trains Limited (NTL), the "Utility", a Train Operating Company (TOC) that operates passenger rail services across the North of England, is undertaking this procurement process on behalf of a number of "Contracting Utilities" including Train Operating Companies in Great Britain, Network Rail, and a number of Local Transport Authorities. The requirement comprises a framework agreement for the supply and maintenance of Gateline Infrastructure that will enable members of the travelling public to access rail services at stations and other designated locations. The services include: a)Supply of New Gateline infrastructure, including the mechanical components required to control passenger access to designated areas; bank-card readers that possess the necessary certification for compliant use; ITSO card and bar-code readers; b)Installation and Commissioning Services - of Gateline Infrastructure including any required sourcing and supply arrangements, planning, permissions, civils works, connection to all systems and networks, testing and commissioning compliant with all rail industry and other required compliance requirements and standards. An option to decommission Gateline Infrastructure is included within these services; c)The option for Upgrades to existing Gateline components - as may be required so that existing infrastructure or components may be updated and improved to reflect latest functionality and standards; d)Maintenance and Operation - including Device Management to enable the operation of both new and updated Gateline Infrastructure to effective operational levels, providing an acceptable level of service to the public; and e)Demonstrable delivery of Social Value The key objective of the procurement is to establish a framework agreement with a single economic operator that will enable NTL "the Utility" (and the other Contracting Utilities listed on this notice) to enter into their own respective Agreements under the framework following conclusion of the procurement exercise. The nature of the Gateline Supply and Maintenance Agreement is that both supply, works and services will be 'called-off' by the Utility and Contracting Utilities in accordance with their specific requirements following contract award and in accordance with a 'call-off' procedure that will be subject to negotiation during the procurement process. The value of the Gateline Supply and Maintenance Agreement will therefore depend upon the level of subscription to the framework, however the estimated value is based upon supply and commissioning of 500 Gateline Infrastructure components and their operation and maintenance over the initial contract term and two extension periods. Northern Trains (NTL) has chosen to run the procurement under the negotiated procedure with a prior call for competition under Regulation 47 of the Utilities Contract Regulations 2016. Given the subject matter of the framework agreement and the exceptional circumstances that apply in respect of award of a contract to single economic operator and proprietary nature of maintenance and operation obligations, the term of the agreement will exceed 8 years as set out in Clause 51(3) of the Utilities Contracts Regulations 2016. Last winter (2022) SCDC worked in partnership with the voluntary sector to develop a series of Warm Hubs across the district, operated from community buildings and led by volunteers to provide spaces for residents to spend time, keep warm and connect with people in their communities. Following the success of this initiative, SCDC wish to continue to develop these popular spaces into Community Hubs; places in the community where anyone can go, to meet and connect with local people, and gain access to a wide range of support and services which help to keep people healthy and well, year-round.The vision is to build on the Community Hub success in connecting people living in rural communities with each other and with support services where needed, to offer outreach to debt advice, food aid, housing and health services. To further extend the model, SCDC is looking for the volunteers to be supported by 3 Village Agents (p/t employees) to act as a facilitator, connector, and community development worker for the Community Hubs. Their role will be to support and develop the team of local volunteers, ensure the Hub continues to be community-led, connect with local teams to enable outreach services in a way that suits the community it serves e.g cost of living support, vaccinations, health clinics, group consults employment support, food networks. It is envisaged that each Village Agent would support the Community Hubs within a particular integrated neighbourhood (IN), of which there are 3 covering the District of South Cambridgeshire (some flexibility maybe required in contracted hours dependent on the number of hubs within each IN area).By bringing health prevention into the community, the aim is to address the health inequalities imposed on residents living in rural areas with very limited and expensive public transport, without the use of a personal car, Wi-Fi or home computer.It is anticipated that the Hubs will deliver opportunities to host events such as vaccine outreach, and health talks on specific subjects, and look at opportunities to create regular events such as carers cafes or menopause cafes in consultation with the community.Opportunities could also be made to link with the Mobile Libraries, Job Centres, and Housing advice to provide support on a whole range of prevention aligned to the Determinants of Health.Therefore, SCDC is looking for a suitably qualified and experienced contractor to provide these services.The Hubs will offer a warm, friendly and inclusive environment with access to hot food, tea and coffee; somewhere to socialise, take part in activities and receive information on how to reduce bills, access financial or housing support, and stay healthy and well.https://procontract.due-north.com/Advert?advertId=9cb2bf43-4a2a-ee11-8123-005056b64545

The provider will:• Coordinate, monitor and support the existing open access falls prevention exercise community groups.• Implement, monitor, and evaluate a targeted, falls risk-reduction exercise programme for Derbyshire incorporating the evidenced based Falls Management Exercise (FaME) programme model 'Real world' effectiveness of the Falls Management Exercise (FaME) programme: an implementation study - PubMed (nih.gov)• Offer the FaME programme free of charge to all participants out of the current budget envelope.• The community exercise classes will be an open access service for people with an increased risk of falls. The community exercise classes will be chargeable to all participants.• Promote both the falls prevention exercise service and the FaME programme with partners and across target population groups in Derbyshire, ensuring appropriate engagement and service development to meet the needs of people accessing falls prevention support.• Increase capacity of the falls prevention exercise service by recruiting and training instructors in areas of greatest need and where inequality of access remains most prevalent• Coordinate and manage an effective transport management system to ensure people with a defined need are provided with appropriate transport options subsidised by the available budget.• Clearly demonstrate the impact of the service through rigorous monitoring and reporting of individual uptake, attendance and outcomes obtained from instructors data in accordance with the tender specification.• Work with the commissioner to support and develop new branding and promotional materials.There will be a three-month mobilisation period prior to the service contract start date of 01 April 2024.
