Bid Writing to Win Frameworks

A framework agreement is a type of contract that is commonly used as a multi supplier agreement, establishing a long term relationship to deliver works as an approved supplier for the buyer.

Similar to a tender for a contract, the framework tender is usually a mix of quality and price. The buyer will then review all framework bids and approve a specific number of bidders to be awarded a place on the framework.

Then, when the buyer has a requirement or specific project, they will usually run a mini competition or call off, which reduces the timescales and complexity of awarding specific works.

Alternatively, some frameworks allow a direct award, so no mini competition or call offs. Work could be awarded to a bidder based on a geographical lot which has already been agreed as part of the framework agreement. Some frameworks also award based on performance, which will be measured throughout the partnership.

How do I get on public sector frameworks?

Get in contact

You should approach a framework as any other tender or contract opportunity. You should invest time and resources to fully understand it, including what the buyer wants and expects, appreciate your competitors’ strengths and weaknesses, and how you can seek competitive advantage.

The buyer will likely want to see that you have the experience and ability to meet the requirements of the framework. They may ask for references from previous completed works, financial information and information about your company and any accreditations you may hold.

We also advise to consider what compliance elements may be required so that you can plan for them. For example; what training will your staff need? Does the business need additional certifications? What experience and evidence is relevant and can you start planning for it, prior to the tender being advertised. Planning is key!

Framework Bodies

Government frameworks in the UK are usually released every 3-5 years, with many public sector organisations creating purchasing groups to combine requirements and ensure competitive prices and procurement security for buyers. Several of these purchasing consortiums are listed below:

The services advertised across the various contracts and frameworks hosted by NHS SBS utilise both SMEs and national providers.

Currently, two thirds of all NHS Trusts and commissioners use NHS SBS to procure goods and services, with a £3billion spend and over £726million worth of savings successfully delivered to the NHS. 54 active framework agreements give NHS sector buyers access to over 2300 suppliers and are organised across four main categories: Business Services, Construction and Estates, Digital and IT and Health.

Scope:

The largest public procurement organisation in the UK, CCS uses its commercial expertise to help buyers in central government and across the public and third sectors to purchase a huge range of goods and services, from locum doctors to laptops. Service users presently residing in Huddleston Close will be supported to move on to a mainstream or independent in order to facilitate the creation an intensive needs service.This Service will offer higher levels of support in comparison to the wider supported living pathway. Service users may have treatment resistant mental health needs that may be complicated by substance misuse, challenging behaviours including low level offending and long-term physical health conditions. Service users may lack routine and have increased risk of disengagement from services. Service users may also have increased vulnerability as a result of self-neglect, risk of harm to self and others and are at increased risk of social exclusion as a result of mental health stigma.Service users in this setting will likely progress to a mainstream high support mental health accommodation service if the risk associated with their challenging behaviour and levels of substance misuse decreases.Having a number of individuals with complex mental health needs and in crisis within the same environment can be challenging. The Service Provider shall develop innovative strategies and interventions for effectively supporting service users. UK Health Security Agency (UKHSA) is planning to award a contract via 2020/S 217-533940: UKHSA National Microbiology Framework Lot 1- Diagnostics to Don Whitley Scientific Ltd for the provision of a WASPLab processing module and WASPLab picking station for use at its Manchester site. The equipment will be used for the processing and culturing of urine, MRSA, ear, eye, nose, and throat, etc. swabs and samples. <br/>UKHSA believes that, following discussions with other distributors of Copan WASPLab processing modules and picking stations, Don Whitley Scientific Ltd is the only supplier capable of providing the equipment we require. <br/>The laboratory has several pieces of WASPLab equipment and software, provided by Don Whitley, currently installed and operational. Any new equipment would need to be compatible with the existing WASPLab instruments and software and be scalable for future projects. The equipment would also need to be able to be networked into the existing data centre which runs the other lines and be able to integrate into a full line with a double incubator and Copan imaging module in the future. <br/>During our discussions with other Copan WASPLab equipment distributors, we were informed that none of the distributors would be able to integrate their servers into our existing Don Whitley servers, due to risks surrounding liability if there was a problem with the server or the server needed to be maintained or upgraded. This would mean that an additional server tower would be required specifically for an alternative supplier’s equipment. Given the size constraints of the laboratory, we would not be able to accept a solution that requires installing an additional server tower. Given this, and the unacceptable liability risks preventing alternative suppliers from integrating their servers into our existing server tower, we believe that Don Whitley Scientific Ltd would be the only supplier capable of meeting our requirements. <br/>If you have a solution which you believe could meet our requirements, please send a copy of your quote and information about the equipment you can provide to science.tendering@ukhsa.gov.uk by no later than 5pm on 30th November 2023.
