Portsmouth City Council spends approximately £145,000 per annum for the provision of dry, chilled, and frozen foods where goods are delivered as and when required to Adult Social Care sites. Source of referrals will include but is not limited to, the supply and distribution to the following sites: • Residential or Nursing, including Harry Sotnick House, Russets and Shearwater • Day Services, including The Royal Albert Day Centre and SensePlus Portsmouth• Other Adult Services include Short Stay, Respite, Rehabilitation for the Elderly• The potential opportunity to deliver goods to other directorates across the Council including museums and other Council operated sites (currently these sites are covered by another contract).Orders and deliveries:The Service will be available between Monday to Sunday for ordering and deliveries throughout the year. Deliveries to Adult Social Care sites are required once a week for some units, and multiple times for others. Care Homes are in operation 24 hours per day, 365 days per year. The timing of deliveries must coincide with normal working hours unless otherwise agreed with the Council.Framework operation & mini-competition process:In order to satisfy the council's best value duties and recognising the need for Contractors to increase and decrease the price of goods in accordance with market fluctuations, the Contactor shall, by the 15th day of each month during the Framework Period, provide the Council with updated Framework Agreement Prices by using the Pricing Spreadsheet provided, which will include updated prices for their Services for the next Service Period (i.e., 1st - 31st). The Council shall, upon receipt of updated Framework Agreement Prices from the Contractors, use the updated Framework Agreement Prices when conducting mini-competitions for Call-Off Contracts for the next Service Period.When placing an Order the Council will conduct a mini competition which will be evaluated 100% based on the Call-Off Contract Price of the Order, based on the Framework Agreement for the relevant Service Period. The call-off contract for the Order being placed will be awarded to the supplier/ contractor with the lowest total price (Call-Off Contract Price) for the goods being ordered. Should the Call-Off Contract Price fail to meet an individual Contractor's minimum threshold for Orders then their Framework Agreement Prices will automatically be considered void for that Order.Following an evaluation by the Council for the Order, the Council will use the Contractor's online portal in order to submit the Order. Once the Order has been submitted this will constitute a Call-Off Contract for the purpose of this Framework Agreement.

Whilst it is anticipated that initial expenditure under any forthcoming procurement will be in the region of 9,750 ,000 GBP over an 18-month period, which combines the value of approximate purchase, rental and lease agreements of vending solutions across the full product range.
The contract will be between NHS Supply Chain: Food and the supplier, however:

The Royal Parks Limited are procuring for TRP Trading Company Limited a Framework Agreement for the works contractor to be selected by a two-stage Restricted Procedure to deliver landscaping ground and turfing reinstatement works, by use of call-off contracts between the works contractor and the wholly owned subsidiary TRP Trading Company Limited of The Royal Parks. TRP Trading Company Limited will require the contractor to undertake the works to continue to maintain the standards in the landscaping ground and turfing reinstatement works, to provide and maintain world class public parks. Quality is a priority, as we aim to invest in the betterment of these precious parks. A works contractor with significant capability is required to undertake the scale of works in the restricted timescales available, in as sustainable way as possible. The Framework Agreement and call off contracts will include for the annual reinstatement of the Hyde Park Parade Ground, although landscaping grounds and turfing reinstatement works in the other parks, including Regent’s Park will be required, at other times over the duration of the Framework Agreement. The works will range in size and nature and locations depending on the extent of impact on the park and location.The Framework Agreement may be suitable for economic operators that are financially secure, adequately resourced with plant and operatives, and are able to deliver within demanding time scales. Service users may also have increased vulnerability as a result of self-neglect, risk of harm to self and others and are at increased risk of social exclusion as a result of mental health stigma.Service users in this setting will likely progress to a mainstream high support mental health accommodation service if the risk associated with their challenging behaviour and levels of substance misuse decreases.Having a number of individuals with complex mental health needs and in crisis within the same environment can be challenging. The Service Provider shall develop innovative strategies and interventions for effectively supporting service users. UK Health Security Agency (UKHSA) is planning to award a contract via 2020/S 217-533940: UKHSA National Microbiology Framework Lot 1- Diagnostics to Don Whitley Scientific Ltd for the provision of a WASPLab processing module and WASPLab picking station for use at its Manchester site. The equipment will be used for the processing and culturing of urine, MRSA, ear, eye, nose, and throat, etc. swabs and samples. <br/>UKHSA believes that, following discussions with other distributors of Copan WASPLab processing modules and picking stations, Don Whitley Scientific Ltd is the only supplier capable of providing the equipment we require. <br/>The laboratory has several pieces of WASPLab equipment and software, provided by Don Whitley, currently installed and operational. Any new equipment would need to be compatible with the existing WASPLab instruments and software and be scalable for future projects. The equipment would also need to be able to be networked into the existing data centre which runs the other lines and be able to integrate into a full line with a double incubator and Copan imaging module in the future. <br/>During our discussions with other Copan WASPLab equipment distributors, we were informed that none of the distributors would be able to integrate their servers into our existing Don Whitley servers, due to risks surrounding liability if there was a problem with the server or the server needed to be maintained or upgraded. This would mean that an additional server tower would be required specifically for an alternative supplier’s equipment. Given the size constraints of the laboratory, we would not be able to accept a solution that requires installing an additional server tower. Given this, and the unacceptable liability risks preventing alternative suppliers from integrating their servers into our existing server tower, we believe that Don Whitley Scientific Ltd would be the only supplier capable of meeting our requirements. <br/>If you have a solution which you believe could meet our requirements, please send a copy of your quote and information about the equipment you can provide to science.tendering@ukhsa.gov.uk by no later than 5pm on 30th November 2023.
