Opportunities for SMES as Government overhauls procurement

The government has recently stated that two new frameworks could provide "a new and improved way for the public sector to access a wide range of the best creative agencies". As part of its shake up of procurement arrangements for comms and campaigns, the government aims to open up procurement to smaller agencies and those that have never before worked in the public sector. Contract notices for these new “campaign solutions” and “communications services” frameworks are due to be released in August, with both frameworks aiming to be in use by the end of 2016. The frameworks are designed to allow a more open dialogue between the government and smaller creative agencies. Formed with consultation of the comms industry and trade bodies, these frameworks will also allow companies who have yet to secure public frameworks to benefit, alongside other agencies from across the UK. Rob Brown, president of the Chartered Institute for Public Relations, said: "Tendering for public sector business has historically been a major cost for large agencies and a barrier to smaller and newer suppliers.
