2025 has been a year of exciting growth for us. We’ve welcomed a wave of new colleagues, each bringing fresh energy, specialist skills, and sector knowledge. Together, this means more capacity, more expertise, and stronger support for every bid and project we deliver.

As demand for bid writing support continues to rise, our expanded team is already making a difference. With more hands on deck and greater sector coverage, we’re ready to help our clients take on complex opportunities with confidence.

Adapting to a New Environment

The procurement landscape is changing fast. Rules are shifting, compliance is under closer scrutiny, and buyers expect submissions that deliver real value. Meeting these expectations takes more than great writing. It calls for in-depth knowledge, time, and the right people.

That’s why we expanded our team in 2025. By strengthening every part of our service, we can keep pace with demand and raise the standard of our work. From adapting to new Dynamic Markets in procurement to supporting organisations with compliance and quality scoring, our growth ensures we can deliver consistently excellent results.

Meet Our New Starters

What This Means for Our Bid Writing

Expanding our team means we can take on more complex bids without losing the personal focus our clients value. With greater capacity, our consultants and writers can dedicate more time to strategy, compliance, and quality scoring, while still meeting tight deadlines.

Our added expertise also allows us to review submissions with fresh eyes, making sure nothing is overlooked. This means a higher standard of writing, clearer responses, and stronger evidence to back up every claim. Working with our professional tender writers gives you access to knowledge built across sectors, and a proven approach to delivering winning submissions.

When opportunities involve multiple partners, frameworks, or complex scoring systems, our bid management consultants provide the structure to keep everything on track. This coordination ensures bids are not only compliant but also competitive, with every section aligned to the buyer’s priorities.

Sector Expertise

Our new colleagues strengthen more than just our writing and management capacity. They bring practical knowledge of how buyers evaluate bids, giving us an inside view of what makes a submission stand out. This blend of perspectives means we can support organisations not only as suppliers but also as trusted advisers to procurement teams.

By expanding our consultancy capability, we can guide clients through the full procurement cycle. From designing compliant processes to evaluating submissions and ensuring value for money, our services make procurement smoother and more effective. Meanwhile, for public sector organisations looking for outsourced support, our buyer services provide the reassurance of independent expertise backed by years of market knowledge.

Housing Leadership

One of the most exciting additions to our team in 2025 has been the appointment of Elspeth Pooley as our new Head of Housing. Elspeth brings a wealth of sector knowledge and a strong track record in helping organisations secure vital housing contracts and funding.

Her leadership strengthens our ability to support clients tackling the challenges of social housing. Whether that’s preparing compelling bids for major contracts, advising on compliance, or guiding applications for affordable housing funding and grants, Elspeth’s expertise ensures we can provide practical and targeted support.

This builds on our established social housing consultancy services, giving housing providers and local authorities a partner they can rely on for specialist insight and hands-on support.

Strengthening Our Marketing Function

A crucial part of successfully pursuing public sector tenders is business development. Thornton & Lowe has been helping businesses to grow by providing outsourced marketing capacity for over a decade. In 2025, we committed to growing our marketing department with new positions.

Heading up the expanded digital team is Hannah Saunders, who brings six years of experience in content, SEO, and strategy. Under her direction, we’ve been able to drive consistent inbound leads, stronger visibility, and measurable results for our clients. We’ve boosted organic traffic, delivered impactful messaging across channels, and strengthened our brand as a trusted partner.

Whether it’s improving SEO, planning campaigns, writing blog posts that attract the right attention, or designing email sequences and landing pages that convert, our marketing function is now as strong as our bidding team. That means we're better placed to showcase your capabilities through both content and contract wins.

Industry-Leading Tech, High-Quality Output

Alongside new people, we’re investing in the tools that make bidding faster and more consistent. Our technology gives writers and consultants more time to focus on quality, while reducing duplication and admin.

With our Tender Library, teams can manage bid content in one place, ensuring answers are consistent and easy to update. This means less time spent searching for past responses and more time strengthening the detail that wins points.

Our Tender Pipeline helps identify opportunities early, giving us and our clients the best chance to prepare. Combined with our bid software, these tools streamline the process from opportunity tracking to submission, helping us deliver accurate, polished bids at pace.

Useful Resources

As well as welcoming new colleagues, we continue to share practical guidance to help organisations succeed. Recent articles provide advice on everything from writing stronger bids to navigating changing procurement rules.

These resources are designed to complement the expertise our team brings every day, giving organisations tools and insights they can use immediately.

How We’ll Work with You

Growth only matters if it improves the way we support our clients. With more expertise across bidding, consultancy, housing, tech, and marketing, we can shape our service around your needs.
