Procurement for Housing (PfH) has issued a preliminary market engagement notice for a national framework covering Vehicle Leasing and Associated Services, including areas such as conversion or racking and telematics.
PfH is actively requesting supplier feedback on the current framework, including lot structure and scope, before publishing the tender later this spring.
Key dates at a glance
- Engagement deadline: 12 February 2026
- Follow up sessions: up to 20 February 2026 (as stated in the notice)
- Estimated tender publication date: 27 March 2026
- Estimated framework term: 1 November 2026 to 31 October 2030
- Estimated total value: £30,000,000 (ex VAT)
What PfH is buying
PfH intends to establish a framework for vehicle leasing plus associated services such as vehicle conversion and telematics, operating nationally for four years.
One practical detail worth noting: PfH states that if a large number of triggering responses are received, it may limit follow up sessions to the first 8 responses received by the deadline.
A good “market engagement” response for this kind of framework
This is a classic “shape the framework” moment. If you are responding, consider providing:
-
recommended lotting (if any), and what would or would not work operationally
-
realistic mobilisation expectations and lead times
-
service scope boundaries (maintenance, replacements, conversions, telematics, de fleet)
-
reporting expectations public sector buyers actually use
-
how you would evidence compliance, data handling and service performance
Keep it concrete. PfH is explicitly seeking feedback on scope and structure, and this is where suppliers can add the most value.
Preparation tips
Before the ITT drops, it’s worth aligning internally on:
-
your delivery model for a national customer base (including supply chain)
-
pricing assumptions and inflation handling
-
contract management approach and KPI reporting examples
-
proof points in housing and wider public sector
