Looking for (DfE) Department for Education tenders can be a great way to grow your business. These contracts offer chances to work with schools and educational groups across the UK.
To find and win these tenders, you need to know where to look and how to make your bid stand out. Start by signing up to Tender Pipeline, Thornton & Lowe's bid research and forecasting tool! It lists many public sector opportunities, including those from the Department for Education. You can also search for awarded tenders, enabling you to identify the key players in the market... and your likely competition. At the bottom of this page there is a feed from Tender Pipeline which has all live tenders advertised from the Department for Education.
Once you've found a tender that fits your skills, read it carefully. Make sure you understand what they want and can deliver it. Then, craft a strong proposal that shows why you’re the best choice. Be clear about your experience and how you’ll meet their needs. With the right approach, you can boost your chances of winning these valuable contracts.
Understanding the Tendering Process
The DfE tender process involves several key steps and important documents. Knowing how to navigate this process can boost your chances of winning contracts.
Steps in the Tender Process
- Find a suitable tender using Tender Pipeline
- Read the Invitation to Tender (ITT) carefully
- Prepare your bid (or contact us to produce the bid on your behalf!)
- Submit your proposal before the deadline
- Wait for the evaluation process
- Receive the award decision
The Department for Education will review all bids after the submission deadline. They’ll score each proposal based on set criteria.
If your bid is successful, you’ll receive an award notice. If not, you can ask for feedback to improve future bids.
Role of Bid Documentation in Winning Tenders
Proper documentation is vital for winning Department for Education tenders. Your bid must include all required documents, filled out correctly and completely.
Common documents include:
- Proof of qualifications
- Financial statements
- Risk assessments
- Project plans
- Pricing schedules
Make sure to tailor your documents to the specific tender. Highlight how your skills and experience match the department’s needs.
Clear, well-organised documents make it easier for evaluators to understand your bid. This can give you an edge over less prepared competitors.

- Provides tender documents and award notices
The site is updated daily with new opportunities. You can view tender details without registering, but an account lets you save searches and get notifications.
For DfE Tenders you are best seeing Find a Tender Service, as the place where opportunities are advertised but it is Jaggaer tender portal which it will point you to. You will also need to be registered on Jaggaer, which is an etendering system - where you will actually submit your bid.
Best Practice when Submitting Department for Education Tenders
When submitting tenders for Department for Education (DfE) contracts, it's important to remember it is a competitive process. The nature and format of the tendering process can make bidders focus on compliance, which is of course important, but you still need to ensure your answers, solution and tender response is better!
- Read all documentation carefully. Make sure you understand every requirement. Don't skip any details, no matter how small they seem.
- Create a checklist of all needed items. This helps you stay organised and ensures you don't miss anything important.
- Be clear and concise in your writing. Use simple language that's easy to understand. Avoid jargon or overly complex terms.
- Highlight your relevant experience. Show how your skills match the tender's needs. Use concrete examples to prove your abilities.
- Submit your tender early if possible. This gives you a buffer in case of technical issues. Ensure it isn't before the deadline for clarification questions, though as changes can still happen before this point.
- Tailor your bid to each specific opportunity. Don't use a one-size-fits-all approach. Show you've done your homework on the project.
- Proofread everything multiple times. Ask someone else to review it too. Fresh eyes can spot mistakes you might miss. Double-check all figures and calculations. Even small errors can hurt your bid's credibility.
- Be honest about your capabilities. Don't promise more than you can deliver. Realistic proposals are more likely to succeed. It will feel real and genuine!
- Using the scoring and evaluation criteria as a response framework.

Contact usThe Department for Education's (DfE) SME Action Plan
We have picked out three of the most practical and beneficial efforts that the DfE are doing to increasing their spending through tenders with smaller and medium businesses:
- The DfE aims to reduce barriers for SMEs by simplifying procurement policies and increasing access to contracts. This includes revising templates and processes to incorporate SME considerations throughout the contract lifecycle, allowing more SMEs to meet procurement requirements. The plan also encourages using the Social Value Model to diversify the supply chain and increase SME participation.
- They have also increased market engagement events, which are a great opportunity for suppliers to feedback and build relationships. This has led to changes such as reducing financial thresholds that often prevent SMEs from competing.
- The DfE established governance structures to monitor and promote SME participation actively. This includes setting expectations for SME engagement within large contracts and conducting reviews to explore opportunities for breaking down contracts into smaller lots suitable for SMEs.
Department for Education Tenders: Commercial Pipeline 2024 - 2025
The Department for Education releases its commercial pipeline data for each year, which are the key tenders they will be advertising in the following year. This valuable information gives businesses a sneak peek at the potential commercial opportunities coming up within the department.
By sharing this pipeline, the DfE is helping companies plan ahead and prepare for future contracts. Firms can see what sorts of projects and services the department might need, giving them time to get ready to bid for the work.
This forward-looking approach is great for businesses of all sizes. It helps level the playing field by making sure everyone has access to the same information about upcoming opportunities. This is especially helpful for smaller firms those new to tendering, that might not have the resources to constantly track government contracts.

CR: Kinship Peer Support FTSUK London Department for EducationThe Department for Education are looking for a provider to facilitate peer to peer support groups for kinship carers in areas of most need across the country. The contract is due to commence on 1 July 2024 and will be for an initial period of 21 months, with a further optional extension of 2 years (+1, +1). The maximum budget for this contract is £1,399,992 (ExVAT).Kinship carers play a vital role in caring for children who may otherwise have entered care. Many struggle emotionally, physically and financially due to the caring responsibilities they take on. The service aligns with the recommendations in the Independent Review of Children’s Social Care Case for Change report, which was published in June 2021, calling for kinship care to be “prioritised and supported”. Establishing a better infrastructure for peer support groups is one way of responding to this.Peer groups are a high impact way of supporting thousands of kinship carers, and research shows that emotional support from kinship carers in similar positions is the most important form of support need after financial support. We are nearing the end of a 2 year contract aimed at creating and maintaining peer groups and peer support services. We want to maintain this high-quality peer support across the country, to ensure provision is sustained and continues to be available to those who need it. Therefore, we are seeking a supplier to maintain and deliver the peer support groups which have been created. You can access the Invitation to Tender and all relevant documents through the Jaggaer Portal (https://education.app.jaggaer.com). Adult Education Budget 2023/24 ProcurementUK London Department for EducationExisting ESFA-Funded AEB contracts for services will come to an end on 31 July 2023 and therefore the Department for Education (the “Authority”) is required to undertake a further procurement exercise to secure this provision. The Authority, on behalf of the ESFA, is conducting a competitive procurement exercise (carried out in accordance with the Light Touch Regime, applying the principles of the Open Procedure as set out in the Public Contract Regulations 2015) for new ESFA-funded AEB contracts for services. It is envisaged that these contracts will start on 1 August 2023 for an initial period of twelve months covering the 2023/24 academic year, with options to extend further by up to three 12-month periods (extension will depend on factors including individual supplier performance and government spending priorities). Providers will need to meet the criteria and quality standards that will be set out in the procurement documents. The contracts awarded through this procurement exercise will be for qualifications-based provision and/or their components described in the AEB funding rules and/or the Free Courses For Jobs (“FCFJ”) offer. Multiple providers are sought to deliver the service across the non-devolved regions of England only. This means individual suppliers will be limited to a maximum contract value, referred to as a ‘tender cap’ according to factors including their experience of providing similar services and the size of the bidding organisation. Note however that the Authority does not guarantee that providers who are successfully appointed will necessarily receive funding in an amount equivalent to their applicable tender cap.Separately to this, an overall maximum contract value of £2.5 million per year will apply (albeit subject to availability of funding/provider performance, the Authority may award funding beyond the afore-mentioned ‘caps’ to providers if/when further funding becomes available and therefore annual contract values may increase in due course).Following award, contract values may be increased or decreased according to factors including performance by the contractor and government funding priorities as further explained in the procurement documents.Given the duration of the contract, the Authority may (at its absolute discretion) agree to variations in respect of the subject-matter of the courses delivered to the extent that such courses continue to fall within the auspices of adult education and the relevant funding rules as described above. The procurement will be open to providers who are seeking to deliver adult education and training provision funded by the ESFA AEB and FCFJ (and/or any other relevant public sector funding which may become available to deliver adult education programmes from time to time). Providers must deliver such provision in accordance with the then current funding rules applicable to such funding (such that the provision is wholly fundable within the scope of those funding rules). The procurement process will be carried out electronically via Jaggaer, an online e-Procurement Solution portal. Potential bidders should therefore ensure they are registered on this portal, under the name of the legal organisation that intends to enter into a contract deliver the services. It can be accessed via your web browser at https://education.app.jaggaer.com. Early Years Foundation Stage (EYFS) Engagement PartnerUK London Department for EducationThe Early Years Foundation Stage Reform Implementation team from the Strategy, Quality and COVID-19 Response division, are seeking to continue their system of support to the Early Years (EY) sector. As EY policy continues to develop and the Early Years Education recovery programme is rolled out, there is a clear need from the sector for support from the department as we deliver our key objectives and support with implementing the reforms into their second year.Continuing to maintain consistent engagement is essential to ensure the reforms are implemented confidently and successfully. We know from sector feedback that for some the reforms have presented challenges, and it is vital that we still have a mechanism to engage with them, ensuring the aims of the reforms are realised. The Foundation Years website also enables us to share guidance, information, and effective practice on potential forthcoming changes under consultation, such as those on staff to child ratios, supervision requirements while children are eating and potential changes to provide increased support for childminders. We want to make sure that those helping to deliver the Department for Education policies are fully supported to do so with a long term, sustained commitment through an engagement contract. The EYFS engagement partner we are seeking, will provide continued essential support to the sector following the COVID-19 pandemic, and deliver relevant messaging and crucial information about the Early Years Education Recovery programme. As we now look to the future and recovery from COVID-19, it is more important than ever that we are able to continue to work with an engagement partner to support the sector by providing key information and timely communication regarding both EYFS policy / implementation and the COVID-19 recovery programme. We anticipate the contract will be for an initial period of 12-month with an option to extend for up to 6 months.

Norfolk and Suffolk Skills BootcampsUK NORWICH NEW ANGLIA LOCAL ENTERPRISE PARTNERSHIP LIMITEDWe are inviting suppliers to submit proposals to join a Framework Agreement to deliver skills bootcamps that meet local employer needs. We have identified the following initial subject areas for delivery - with the first cohorts expected to commence before the end of August 2022.• Digital Core• Digital Bespoke• Technical Core• Technical Bespoke• Construction• Green Skills• Logistics• Pathways to Accelerated Apprenticeships120 learners need to have commenced training by the end of September 2022. We will expect successful providers to show how they can partially/fully support this requirement. The Department for Education has suggested that there may be an extension of contract in time and value if delivery of this contract is successful. We have also been given approval to use up to 10% of the value of our grant in FY 2022-23 to test Skills Bootcamps in the additional sectors set out below at Levels 3-5 or equivalent.• Health and Social Care (inc Life Sciences)• Creative Industries• Hospitality• Leadership and Management• Professional Services (inc Finance)We know there is a demand for enhanced Leadership and Management training in Norfolk and Suffolk but we would seek interest in any of these areas at this stage.Bootcamps should be a minimum of 60 Guided Learning Hours (GLH) and a maximum of 16 weeks. Bootcamps can be accredited or non-accredited and it is expected that learners will be provided with a Certificate of Completion as a minimum. We expect all successful suppliers to provide a clear indication of how they intend to recruit learners across Norfolk and Suffolk to ensure equal and fair opportunities for all residents.A training needs assessment is required for all learners to ensure they meet the learner eligibility requirements and are 'employment ready'. Any pre-requisites on learners should be fully evidenced by providers. Any learner who does not meet the required entry criteria should be actively directed to other positive opportunities to support their education and/or employment journey. The LEP Skills Bootcamp team can work with providers to identify the current suite of funded skills and employment programmes.Providers should ensure that risk management procedures are in place. In terms of geography, the focus of this Framework Agreement is to support businesses in Norfolk and Suffolk. However, support for other areas may be considered, particularly if learners live outside of the area, but work within Norfolk or Suffolk or vice versa. Any proposals to provide support to wider areas would need to be discussed with New Anglia LEP. Successful suppliers will be expected to work constructively and collaboratively with local and regional partners and other providers to support learner engagement, progression into work and referral arrangements. The intention through collaboration is to provide strong, place-based relationships delivering more skills and support for local residentsAll suppliers must demonstrate how they propose to work with employers, business intermediaries, sector groups and relevant catapults to validate the content of the bootcamps and secure positive outcomes for learners upon successful completion of their programmes. We anticipate this support to come in the form of guaranteed interviews, shared content creation and ringfenced roles. A skills broker will be appointed by New Anglia LEP to support providers and engagement with businesses. It is the joint responsibility of the skills broker and provider(s) to ensure successful delivery of cohorts from an employer engagement perspective. Actual delivery of the skills bootcamps remains solely the responsibility of the provider(s).In addition to the development of employment and progression opportunities from employers, we anticipate Norfolk and Suffolk businesses supp

National Poetry Recitation CompetitionUK London Department for EducationPoetry forms part of the national curriculum for English at all key stages, and is an integral part of specifications for English Literature GCSEs. The Department for Education (Department) wants to encourage schools to improve pupils’ knowledge and enjoyment of poetry and engagement in poetry recitation and recall, in particular learning and memorising poetry by heart. The Department is looking to commission an organisation to support the undertaking of a national poetry recitation competition and develop associated resources. This will be an initial 9-month contract for the delivery of the 2019/20 competition, with provision to extend for a future 2 delivery years at the Department's discretion. The primary aims of a 2019 competition are:— to encourage and boost student engagement and participation in poetry, which is an important part of the national curriculum. We are extending participation in the competition so that it covers pupils in key stage 2 as well as key Stages 3 and 4, to widen pupil participation further,— to support students’ preparation for taking the English literature GCSE and potentially the A level. The Department has not funded a poetry recitation competition since the reformed GCSEs were implemented,— to provide an opportunity to draw together existing high quality poetry resources from different sources to support schools; and possibly develop appropriate new resources if gaps in the market are identified to support the teaching of poetry, especially at key Stage 3. For teachers already focusing on the teaching of poetry, these resources could also potentially have the added benefit of supporting their teaching by reducing their need to acquire and/or produce their own resources, and— to help build character, resilience and cultural capital, and improve pupils’ mental health and wellbeing. For more information, please see the ITT pack on the Department's e-procurement system, Bravo.

Accountancy services and automated data collection developmentUK London Department for EducationThe Department for Education (DfE) secured agreement from Parliament to remove the academy sector from its consolidation boundary from the financial year 2016-2017 and to prepare a separate standalone Annual Report and Accounts (ARA) for the academy sector for the academic year 2015/16 onwards – the academies Sector Annual Report and Accounts (SARA).The Department for Education has secured, through open competition, an organisation to assist in the production of the SARA. The existing contract expires on 8.12.2018, and the Department is seeking to secure an organisation to assist with the future production of the SARA.The services covered by this invitation to tender form a critical part of the Department’s strategy for continuing to improve its financial reporting relating to academy trusts. At its core, our vision is for a financial reporting system where:— the data supplied by academy trusts is used to provide a range of products and services that add value to both the individual institution and the academy sector as a whole,— the cost to academy trusts of providing information is minimised, thereby releasing resources to invest in the provision of education,— the Department is highly efficient and effective in delivering its reporting responsibilities to a range of stakeholders, at a time of growing numbers of academies, offering value for money for the public purse. We are looking for proposals from individual bidders about opportunities for increasing value and reducing costs for the academies sector and the Department. However, we believe there is scope to deliver improvements in many of the following areas:— removing process inefficiencies,— improving systems,— removing unnecessary requirements,— reducing existing demands on people’s time,— increasing insight around financial management,— supporting better use of resources,— increasing timeliness,— supporting the Department to perform its financial reporting functions more effectively. To deliver these outcomes the Department requires a supplier that is highly professional, innovative and experienced in effective implementation. The supplier will be confident in engaging with a wide range of stakeholders — sometimes with competing priorities — and able to persuade and influence in a manner consistent with the programme’s priorities. In addition, the supplier will have extensive experience in managing change – crucial to the Department’s intention to bring in-house aspects of the service over the life of this contract. These requirements will combine into a set of services and products that represent excellent value to the taxpayer, bring genuine benefit to the academy sector, whilst also allowing the Department to continue to meet its financial reporting responsibilities. Our approach with this ITT is to be explicit about the outcomes we are seeking to achieve and the parameters within which we – and the successful supplier – will need to operate. Beyond this context, we have attempted to provide bidders with the space to develop an innovative solution that meets the Department’s objectives. We have actively avoided mandating requirements unless it is critical to the delivery of the service. We are hoping bidders use this opportunity to look strategically at what the Department is seeking to achieve and the best approach to delivering this whilst offering confidence about delivery of the stated outcomes.A new contract will commence in June 2018, leading to services commencing in October 2018. The contract is likely to require the delivery of services to the end of June 2021, with a one (1) year extension option included. It is anticipated that the value of the contract will be approximately 7 500 000 GBP for an initial 3-year term, increasing in line with extension options. Please note these figures do not include VAT that may be applicable.
