We are seeking a supplier who can help students to understand how to improve their academic writing skills and to help our students' develop their academic voice. In responding to the requirements in sections A through I suppliers are required to focus their responses upon this approach. The successful supplier will need to fulfil this role by providing 24 hour day / 365 days a year with a fully scalable service which may see up to several hundred units worth of submissions in one day at peak times. In addition the University is looking to adopt standard diagnostic assessments for new students, these will augment our existing support services and support our understanding of our students' skills. The system may be expanded to all the University's 16,000 UK-based students, though the initial priority groups will be foundation and first year students (typically around 6-7,000 students). There are five high-level requirements for a potential system: firstly, that the system is externally hosted; secondly, that feedback is provided by a human assessor (rather than AI) - because we anticipate students will have questions which require a human evaluation; thirdly, that the system provides reporting mechanisms enabling the University to review progress of student engagement; fourthly, that the system and feedback provided to students will be via an online environment accessible via a range of devices; finally, that the feedback provided to students complements our existing assessment practices and does not seek to provide feedback relating to subject knowledge - which is firmly within the remit of our academic colleagues.This tender will be awarded against the University of Bedfordshire's Terms and Conditions.

The innovation component of the Edinburgh and South East Scotland City Region Deal is focussed on the development of a Data Driven Innovation (DDI) programme to establish the City Region as the Data Capital of Europe, attracting inward investment, fuelling entrepreneurship and supporting inclusive economic growth.To achieve this, the DDI programme requires a powerful, high capacity, innovative and flexible data infrastructure capable of agile delivery of an expanding array of complex and bespoke data and analytical services. At the heart of this requirement, is the world class data infrastructure (WCDI), a critical enabler for the programme.The WCDI will leverage 30 years of investments in the internationally recognised research infrastructure provided by Edinburgh Parallel Computing Centre (EPCC), the supercomputing centre at the University, and specifically the advanced computing facility (ACF), EPCC’s data centre on the outskirts of Edinburgh. WCDI represents a practical, flexible and cost-effective approach to the delivery of the diverse technological requirements of the DDI programme.WCDI will extend the ACF, which today hosts and operates many of the UK’s national high-performance computing (HPC) and research data services. Developed since 2003, in excess of 50 000 000 GBP has been invested to date in the ACF buildings and its data centre infrastructure. It currently houses around 100 000 000 GBP of equipment including the Archer National HPC service and is a state-of-the-art facility. A key recent development is the addition of computer Room 4, a 270 rack, 6MW room which will host the WCDI equipment.This WCDI IT equipment procurement will put in place a master contract (Schedule 5 of ITT) to allow the University of Edinburgh, acting through EPCC, to purchase the IT equipment required to create, extend and refresh, the WCDI’s data storage and compute capability. There will be an initial order placed for storage that will be written into the contract. After this initial purchase the university will continue to raise orders under the master contract, all of which shall be incorporated to become part of the master contract. The scope of what can be bought under this contract is listed below under ‘Equipment Requirements’.Equipment requirementsAs part of the Edinburgh and SE Scotland City Region Deal a significant Capital Equipment budget has been secured to implement the World Class Data Infrastructure (WCDI). Rather than spend all of this money on the first year of the 10-year DDI Programme, the spend has been profiled across the lifetime of the programme. The rationale for this approach being EPCC’s desire to build the infrastructure according to need, using a ‘building block’ approach. As part of the European Union’s Copernicus programme, the European Centre for Medium-Range Weather Forecasts (ECMWF), together with the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT) and Mercator Ocean, have joined forces to implement a Data and Information Access Services (DIAS) platform called WEkEO.The WEkEO (DIAS) platform will consist of a cloud-based infrastructure that will make all Copernicus data and information available to its users as well as the tools needed to process the data.Within WEkEO (DIAS) there are four distinct procurement areas:— Services and Operations,— Processing, Data Access, and Tools Software,— System Engineering and Validation,— User uptake, Marketing, and User Support.And there will be several iterations of the platform: V0, V1, V2 and V3, each adding additional functionality to create a fully working cloud infrastructure.This ITT refers to the design, development, implementation, and support of the Processing, Data Access, and Tools software aspects of V1 and shall become operational in Q1 2019.The successful bidder is expected to deliver the following:— The development of a common data access API to all data and information available in the WEkEO (DIAS) platform, hiding from the users the details of the access methods of each dataset,— The design and implementation of virtual machine images that are preloaded with a set of software and tools to allow users to access and process the Copernicus data and information,— The design and implementation of a “big data” platform that will allow users to efficiently perform analytics and machine learning (AI) on very large volume of data and information available in the WEkEO (DIAS),— The maintenance and support of the software delivered during the V1 operations period which is expected to last until the end of Q4 2019.

Provision of Staff Services to Joint Services Parachute Wing (Netheravon) (JSPW(N)).

BackgroundAdventurous Training (AT) is one of the cornerstones of personal and professional development within the Armed Forces with parachuting being one of the recognised AT activities. With RAF aircraft currently unable to support AT parachuting activities at the Joint Services Parachute Wing — Netheravon (JSPW N) and the following services will be required, civilian aircraft, pilot (chief pilot), ground support and aviation SME. These services will have to be conducted in accordance with the relevant regulations from BPA and CAA and the parachute training season will cover the period between February and mid-December.RequirementThe requirement is for an enabling contract to include three core years commencing 13.10.2017 to 30.9.2020 with 2 x 1 year options periods — 1.10.2020 to 30.9.2021 and 1.10.2021 to 30.9.2022.. The contract services required will comprise:(JSPW (N))Provision of 3 x full-time BPA fully qualified Advanced Parachute Instructors will be required on an average 37 hours per week per year. Must be a BPA member who currently holds an AI, CSI and BPA AFFI rating, and UK CAA parachute radio operator's certificate of competence. Must hold a clean license holding cat D1.Provision of 1 x full-time BPA Advanced Rigger will be required on an average 37 hours per week per year and have at least CSI but preferably AFFI.Several services are already contractorised and it is anticipated that (TUPE) Transfer of Undertaking (Protection of Employment) may apply and therefore full Government Actuary Department (GAD) certification will be required. All relevant TUPE Data shall be issued with the ITT.

Capital Accelerate and Scale Tech Superstars (CASTS) is a part-funded European Regional Development Fund (ERDF) project, managed by Capital Enterprise (non contracting authority) alongside delivery partners City University, University College London and Greater London Enterprise. The CASTS programme will expand the provision of London's high quality accelerator programmes in order to generate more innovative tech and tech focused fast growth companies.The objectives of the project are:— Increase the number of high quality accelerator programmes for tech companies.— Provide 660 potential companies with both the expertise and support in raising further private investment and create 450 jobs.— Invest in new sectors including AI, ICT or Ed Tech where demand is high.— Provide a platform for SME's to share and learn best practise, as well as seek out new opportunities and expand their network.Capital Enterprise is seeking to put in place a single framework that will govern the programme that supports Tech start-ups. The aim of the programmes is to help selected start-ups based in London to scale up their operations and increase their chances of receiving investment from business angels and VCs.Capital Enterprise is seeking to co fund 3 to 5 new accelerators. It is anticipated that 3-5 programmes will be run over a 2 year period, with an estimated 1 125 000 GBP to be spent over this period.
