What Is the YPO DPS for Highway Electrical Installations?
This DPS was set up by YPO (Yorkshire Purchasing Organisation), a central purchasing body serving schools, councils and other public sector buyers. It allows public authorities to procure installation and maintenance services quickly and compliantly from pre-approved providers.
The DPS is national in scope and open to:
- Councils and combined authorities
- Educational institutions
- NHS trusts and blue light services
- YPO’s internal divisions and associated companies

Categories and Service Requirements
The DPS is split into three categories, each with defined scopes and certification expectations.
Category 1 – Independent Connection Providers (ICP)
Must be accredited under NERS (National Electricity Registration Scheme) or equivalent.
Services may include:
- Design and supply
- Project management
- Installation and/or maintenance
- Activities as defined by Lloyd’s Register NERS Scopes Guidance
Category 2 – Highway and Exterior Architectural Lighting
Must be HERS (Highway Electrical Registration Scheme) certified or equivalent.
Scope includes:
- EV charging terminals, street lighting and lit signs
- Traffic control systems, road tunnel equipment
- Bus shelters, comms and camera installations
- Trench works, cable laying and infrastructure upgrades
Category 3 – Festive Lighting and Illuminations
HERS accreditation or equivalent still required.
Services include:
- Design, installation and removal of festive decorations
- Storage, maintenance, and projection equipment
