Success in TePAS: Bidding for Crown Commercial Services

Are you a technology supplier looking to secure new business through the upcoming TePAS framework?

Businesses apply for the TS3 or planned TS4 framework to win contracts for providing a wide range of technology services to the UK government. This framework offers substantial opportunities for suppliers to engage in large-scale projects, ensuring compliance with government standards and policies. Unlike G-Cloud, which focuses on cloud-based services and solutions, the Technology Services framework encompasses a broader spectrum of IT services, including on-site support and infrastructure management.

Important TePAS Dates

  • 7th November 2024: The TS3 framework has been extended due to a delay in the Procurement Act 2023 go-live date, minimising market impact.
  • 20th November 2023: Development of the TS4 framework has begun. Further updates and events will be available on the RM6190 webpage.

Depending on the Procurement Act, TS4 will likely run for 4 years but could potentially be aggregated and put in place for 8! We are monitoring things and will report. To be updated contact us - hello@thorntonandlowe.com

We can help you plan, reduce the risk of the proposed changes and access other key frameworks which will continue on the current rules into 2028.

All lots expire on TS3 will expire 14th March 2026.

Overview of TS3 and Planned TS4 Framework

TS4 will offer a comprehensive range of technology services, including:

  • Technology strategy and service design
  • Support for transitioning to operational IT estate management
  • Large project support (up to top secret classification)
  • IT service desk management
  • End user device support
  • Network support
  • Asset disposal and application maintenance
  • IT infrastructure support (e.g., server and storage hardware)

TePAS Top Tips

  1. TePAS 4 is expected to offer a wide range of technology products and services across multiple lots, similar to its predecessors. Familiarise yourself with the lot structure and identify where your capabilities align most strongly. Pay particular attention to any sector-specific lots that may be relevant to your target customers.
  2. Use your bid to show your expertise and track record in delivering technology solutions. Include case studies highlighting your success in projects of similar scope and complexity, and emphasise any relevant certifications, accreditations, or industry memberships that attest to your capabilities.
  3. TePAS 4 will likely to place a strong emphasis on social value and sustainability. Highlight how your products and services can contribute to key themes such as reducing environmental impact, promoting social inclusion, and supporting economic recovery post-pandemic.
  4. To stand out in a competitive field, consider your offer and solutions or service delivery models? What can be done now which can create evidence and proven experience of delivering innovation?
  5. While winning a place on the TePAS framework is a crucial first step for many businesses, much of the work will be awarded through further competition. Ensure you have the resources and processes in place to respond quickly and effectively to customer-specific requirements as they arise.
  6. Writing a good, compliant, and competitive bid can be a complex and time-consuming process. Consider partnering with a professional bid writing service to ensure your submission is of the highest quality and maximises your chances of success.
