St Helens Complex Care FPS: Opportunity for Supported Living and Care Providers

St Helens Council has launched a Flexible Purchasing System (FPS) for the provision of complex care services for individuals who are resident in, or funded by, the council. The FPS is now open for applications, with providers able to apply for inclusion on one or both lots at any time before the 5 June 2026 deadline.

What the FPS Covers

The framework is designed to give St Helens Council a flexible, diverse supply base for complex care, both for adults and children, across two distinct lots:

  • Lot 1A: Complex care and support services without accommodation (community-based packages)
  • Lot 1B: Complex care and support services with accommodation (supported living)

The open FPS structure means providers can join at any point and commissioners can access a broad market. Call-off placements will be made throughout the five-year agreement as individual packages are commissioned.
