The Aberdeen Hydrogen Hub Solar PV Plant will be a ground mounted PV system at the site of the former Ness landfill, which is located 2 km south of Aberdeen city centre, on Coast Road adjacent to Nigg Bay, to the south of Aberdeen Harbour and approximately 4km northeast of Cove Bay. The Contractor should design the solar plant taking into consideration that this is located on a capped landfill site, which still requires safe management by the incumbent waste management contractor via a venting and drainage system. The site will be linked by an underground connection to the hydrogen production plant and vehicle re-fuelling facility.The Works to be undertaken by the Contractor relate to the civil and mechanical construction works of the solar PV plant and all electrical works to (but not including) a metering circuit breaker on site (the Connection Point).The Contractor shall provide:1. Design, procurement, installation, construction, commissioning and testing for the solar installation Works for the project.2. Project management of the Works including progress reporting to the Employer.3. All mechanical infrastructure within the site.4. Surveys, design, power system, and provide information to support grid compliance studies as required to offload, install, commission, and test.5. All electrical infrastructure up to (but not including) the onsite metering circuit breaker (Connection Point). This includes PV modules, DC string cabling, AC cabling, transformer and inverters, earthing, lighting, small power and UPS systems.6. Control infrastructure for the power plant control system including, inter alia, the overarching energy management system, monitoring system, and any other necessary hardware.8. Provision for the connection of a leased line fibre optic or other communications system to allow for remote access and operation of the site, including communication with the solar farm. Latency and connection speeds to be confirmed by the Employer.9. Temporary power to all equipment within the site until the grid connection has been made.10. Commissioning of all equipment supplied and installed to all relevant regulations and standards.11. Landscaping of the site in accordance with the planning permission.12. O&M services for the first two years between Provisional Acceptance Certificate (PAC) and Final Acceptance Certificate (FAC). The Trust is seeking a solution that will provide the best balance of performance (in terms of turnaround time), quality, reliability, ease of use, space utilisation and cost efficiency. Consequently, suppliers can propose single or multi-site solutions but must take account of the following and the full requirements when submitting their proposals:The target Turnaround Time (TAT) is for tests to be predictable, measured as 80% within target time, turnaround time. It can be assumed that this time excludes receipt and registration but must include all sample tracking, preparation, batching, equipment run-time, validation and result transmission via the agreed interface to the clinic management system. The TAT target should allow for any breakdowns as well as planned and unplanned service costs. There must be sufficient redundancy in the system to accommodate this.Suppliers must specify the workforce that will be required to safely operate the proposed system. This will factor into the financial evaluation and, will also be a consideration when setting the KPIs. Staff activities that should be allowed for must include all throughput and non-throughput related activities directly related to testing, including sample processing, materials management, equipment operation and maintenance, quality control activities and waste management. For costing purposes, supplier should specify FTEs to staff any proposed testing site, as per the operating hours outlined in the tender documentation. The requirement is for testing to be available at any of the four sites across Central London. If the proposal is for some of these sites to be serviced through a centralised testing model, with samples being transported between sites, this will be reflected in the financial proposal. However, CW will be responsible for providing inter-site transport and this will not form part of the scope of the MES. The time to transport samples between sites will not count towards the target TAT as stated above. Suppliers should, however, allow for peak hourly demand, including the transport delay, when determining capacity requirements.Suppliers should clearly state the total installed capacity that is available and the percentage of this capacity that will be available in case of critical failures of at least one instrument.The Trust has a strong preference for work to be performed within the confines of the clinic and no space has been allocated for laboratory testing operations outside of the current clinic footprint. This should be in the form of printed weigh tickets, or another acceptable form of auditable records.The Supplier shall include for uplift, unloading and transportation of wastewater sludge from the named WWTW’s, conforming to all relevant legislation and Codes of Practice relevant to road transportation and haulage.The Supplier must comply, where applicable, with the WWTW’s - Waste Management Licence, Odour Management Plan, and other site-specific associated processes and procedures as directed by Scottish Water and Saur Services Glasgow Limited for Dalmuir WwTW.All prices include supply of documentation and data with respect to operation performance and relevant legislation codes of practice and other relevant standards.

Hertfordshire County Council (HCC) has the requirement for the provision of a comprehensive and innovative waste management service in accordance with legislation, best practice and the waste hierarchy for various sites managed by the Council.The contractor shall develop and implement the services to accept, handle, treat, transport and dispose of waste material covered by this contract.The estimated total value of the Contract is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extensions. For the avoidance of doubt, the estimated annual value of the Contract will be approximately £205,000.00. The Contract will be awarded for an initial term of four years, with the option to extend the Contract up to two further years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands.Organisations should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed.
