RADIOACTIVE WASTE MANAGEMENT – PUBLIC ATTITUDES SURVEY FOR SCOTLAND

The Scottish Government (SG) wishes to commission a survey on public attitudes to radioactive waste management in Scotland. This research is being commissioned to directly address a public commitment in the Scottish Government Higher Activity Waste (HAW) Implementation Strategy (2016). This work will help improve Scotland’s environment by informing radioactive waste policy makers about the views of Scottish citizens, as storage and disposal options are considered as part of Scottish Ministers obligations to manage the nuclear legacy clean-up programme.The primary aim of this work is to design and deliver research that will help develop a deeper understanding of the views of the Scottish public on a range of radioactive waste management issues, including safety and trust in government and industry. Public attitudes are an important part of radioactive waste management and are a key element of work in our Higher Activity Waste (HAW) Implementation Strategy. The data gathered will help policy makers develop and implement radioactive waste management policies in Scotland that not only protect the environment but also help address knowledge gaps and concerns of the people in Scotland

Procurement for the Design, Build, Operation and Maintenance of a Solar PV Plant

The Aberdeen Hydrogen Hub Solar PV Plant will be a ground mounted PV system at the site of the former Ness landfill, which is located 2 km south of Aberdeen city centre, on Coast Road adjacent to Nigg Bay, to the south of Aberdeen Harbour and approximately 4km northeast of Cove Bay. The Contractor should design the solar plant taking into consideration that this is located on a capped landfill site, which still requires safe management by the incumbent waste management contractor via a venting and drainage system. The site will be linked by an underground connection to the hydrogen production plant and vehicle re-fuelling facility.The Works to be undertaken by the Contractor relate to the civil and mechanical construction works of the solar PV plant and all electrical works to (but not including) a metering circuit breaker on site (the Connection Point).The Contractor shall provide:1. Design, procurement, installation, construction, commissioning and testing for the solar installation Works for the project.2. Project management of the Works including progress reporting to the Employer.3. All mechanical infrastructure within the site.4. Surveys, design, power system, and provide information to support grid compliance studies as required to offload, install, commission, and test.5. All electrical infrastructure up to (but not including) the onsite metering circuit breaker (Connection Point). This includes PV modules, DC string cabling, AC cabling, transformer and inverters, earthing, lighting, small power and UPS systems.6. Civil, structural, and building works for the site including transformer stations, ground works, drainage, foundations, access roads, fencing, CCTV, and landscaping.7. Control infrastructure for the power plant control system including, inter alia, the overarching energy management system, monitoring system, and any other necessary hardware.8. Provision for the connection of a leased line fibre optic or other communications system to allow for remote access and operation of the site, including communication with the solar farm. Latency and connection speeds to be confirmed by the Employer.9. Temporary power to all equipment within the site until the grid connection has been made.10. Commissioning of all equipment supplied and installed to all relevant regulations and standards.11. Landscaping of the site in accordance with the planning permission.12. O&M services for the first two years between Provisional Acceptance Certificate (PAC) and Final Acceptance Certificate (FAC). There will be an option to extend the contract for O&M services for an additional 3 years (maximum of 5 years in total).The scope above is not intended to be exhaustive but the Contractor will be required to deliver all plant and systems necessary to safely operate the solar PV plant in the market described above.

The Ocean Country Partnership Programme (OCPP) was announced this year as a key bilateral aid programme under the £500m Blue Planet Fund. Through £5.7m of secured funding for 2021-22, the UK will work in partnership with at least six countries to deliver marine science technical assistance across the 3 core themes of marine pollution, biodiversity loss and supporting sustainable seafood. UKRI-2245 BAS Portside Collection and Disposal of Royal Scientific Ship the Sir David Attenborough and Research Station Waste

The British Antarctic Survey (BAS) is a component of the Natural Environment Research Council (NERC). Based in Cambridge it has, for over 60 years, undertaken the majority of Britain's scientific research on and around the Antarctic continent. BAS operates three bases in the Antarctic, at Rothera, Halley and Signy, and two stations on South Georgia, at King Edward Point and Bird Island. BAS liaises with the Environment Agency in the UK, regarding trans-frontier shipment authorisations. Waste from BAS bases is generally exempt from these requirements.Approximately 300m3 (between 100-200 tonnes) of hazardous and non-hazardous waste from all BAS stations is segregated on site and sent to the UK on the two ships RRS Ernest Shackleton and RRS James Clark Ross. The amount of waste varies annually dependent on the science undertaken and any construction projects carried out during the season. The ships return to the UK typically between May and July each year and the waste is off-loaded and sent for reuse, recycling or other disposal in accordance with the waste hierarchy.The work will require the contractor to provide bespoke waste management services involving the collection, transportation and disposal of waste generated at BAS stations and offloaded at ports in the UK.A key element of the contract is to be able to provide a flexible service for which the collection location, waste types and quantities may change at short notice.

E.1 Scope of ServiceThe Council is seeking contractor/s to deliver a 4-year service for the haulage of waste and recyclates in specified containers from Porthmellon Waste Management Site on St Marys to a waste collection vehicle at Penzance Port, and the return of empty containers to ensure a continuous service.It is estimated that there will be approximately 1900 tonnes of total waste and recycling (separated into 6 fractions) over an 18-month period;1. 14 yd closed skips (blended black bag and residual waste)2. 14 yd compactor skips (tyres)3. 8 yd open skips (scrap metal)4. 8 yd enclosed skips (flat glass, plasterboard & asbestos)5. Caged IBC (cooking/vegetable oil for recycling)6. Baled, wrapped and palletised (dry mixed / dry segregated recycling)7. Food waste (containers TBC)There is scope for the waste and recycling container specifications to change over time in line with changes to requirements of the mainland waste contractor. Any changes will be addressed in regular contract management meetings and solutions agreed.

Managed Pathology / Equipment Service

CW is seeking to purchase a managed equipment service (MES) that will provide, as a minimum, the necessary equipment, materials, servicing and maintenance as well as software to allow CW to process approximately 455,000 CT/NG PCR tests per annum, across four sites. The Trust is seeking a solution that will provide the best balance of performance (in terms of turnaround time), quality, reliability, ease of use, space utilisation and cost efficiency. Consequently, suppliers can propose single or multi-site solutions but must take account of the following and the full requirements when submitting their proposals:The target Turnaround Time (TAT) is for tests to be predictable, measured as 80% within target time, turnaround time. It can be assumed that this time excludes receipt and registration but must include all sample tracking, preparation, batching, equipment run-time, validation and result transmission via the agreed interface to the clinic management system. The TAT target should allow for any breakdowns as well as planned and unplanned service costs. There must be sufficient redundancy in the system to accommodate this.Suppliers must specify the workforce that will be required to safely operate the proposed system. This will factor into the financial evaluation and, will also be a consideration when setting the KPIs. Staff activities that should be allowed for must include all throughput and non-throughput related activities directly related to testing, including sample processing, materials management, equipment operation and maintenance, quality control activities and waste management. For costing purposes, supplier should specify FTEs to staff any proposed testing site, as per the operating hours outlined in the tender documentation. The requirement is for testing to be available at any of the four sites across Central London. If the proposal is for some of these sites to be serviced through a centralised testing model, with samples being transported between sites, this will be reflected in the financial proposal. However, CW will be responsible for providing inter-site transport and this will not form part of the scope of the MES. The time to transport samples between sites will not count towards the target TAT as stated above. Suppliers should, however, allow for peak hourly demand, including the transport delay, when determining capacity requirements.Suppliers should clearly state the total installed capacity that is available and the percentage of this capacity that will be available in case of critical failures of at least one instrument.The Trust has a strong preference for work to be performed within the confines of the clinic and no space has been allocated for laboratory testing operations outside of the current clinic footprint. The available space per site is set in the tender documentation and should there be a need to expand beyond this space, this will be accounted for in the financial evaluation. The Installation of a New Sewage Treatment Plant at Portley Hill Depot, Littleport

Portley Hill Depot is situated on Ely Road south of Littleport. The property is occupied by East Cambs Trading Company Ltd and East Cambs Street Scene the Councils Parks and Maintenance service and Waste Management Company.The Council are seeking a Lead Design & Build Contractor for the supply and installation of a new sewage treatment plant to compliment the modification of the existing buried septic tank. The occupied site is in use and required to remain operational throughout the duration of the works. The Contractor should ensure works can be undertaken in a safe and appropriate manner with no impact to the site’s operation. Returns should include a methodology of proposed timings and separation of workspace to facilitate the installation works.The new plant should be designed to be suitable for use of up to 100 persons occupation and be installed above-ground due to the site being on a waste transfer site by Summer 2023. Consideration to be given to the fact that the rainwater from the roof of the building at present also flows into the existing septic tank. Where a below-ground installation is proposed it is the duty of the Contractor to satisfy themselves any associated excavated material disposal and contamination prevention measures are quantified and included within the bid.The installation and discharge arrangements must comply with the Environmental Agency’s General Binding Rules for small sewage discharge or obtain a bespoke Environmental Permit for discharge. It is the responsibility of the Contractor to ensure all compliance obligations are being met with appropriate certification obtained.The sewage treatment plant should comply with all relevant applicable regulations and be BS EN 12566 compliant with the installation in accordance with the manufacturer’s recommendations.The Contractor must satisfy themselves of the suitability for conversion of the existing septic tank for re-use with pumps installed. It is the responsibility of the Contractor to undertake and provide electrical connections as necessary to the works.

Scottish Water requires the transport of wastewater sludge cake from 9 Wastewater Treatment Works (WWTW) and 1 PFI (Private Finance Initiative) WWTW in the South of Scotland to various other nominated outlets throughout Scotland. All sludge cake requires to be transported in suitable containers. The supplier will be required to supply suitable containers to meet individual site requirements and remove on request within 24 hours conforming to all relevant legislation and codes of practice. Containers deemed suitable for transporting sludge cake should be closely covered on and off the vehicle to protect from weather ingress, improve odour control, and be constructed in such a way to prevent leaks.All Waste Transfer Note documentation must be fully completed whilst carrying out transport activities so as to satisfy “Duty of Care” compliance. Auditable weigh cell information should be provided for 100% of loads uplifted from sites with no onsite weigh cells. This should be in the form of printed weigh tickets, or another acceptable form of auditable records.The Supplier shall include for uplift, unloading and transportation of wastewater sludge from the named WWTW’s, conforming to all relevant legislation and Codes of Practice relevant to road transportation and haulage.The Supplier must comply, where applicable, with the WWTW’s - Waste Management Licence, Odour Management Plan, and other site-specific associated processes and procedures as directed by Scottish Water and Saur Services Glasgow Limited for Dalmuir WwTW.All prices include supply of documentation and data with respect to operation performance and relevant legislation codes of practice and other relevant standards.

HCC March 2022 - The Provision of Operational HCC Sites Waste Collection

Hertfordshire County Council (HCC) has the requirement for the provision of a comprehensive and innovative waste management service in accordance with legislation, best practice and the waste hierarchy for various sites managed by the Council.The contractor shall develop and implement the services to accept, handle, treat, transport and dispose of waste material covered by this contract.The estimated total value of the Contract is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extensions. For the avoidance of doubt, the estimated annual value of the Contract will be approximately £205,000.00. The Contract will be awarded for an initial term of four years, with the option to extend the Contract up to two further years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands.Organisations should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed. The works to be undertaken will include the supply, fit, maintain laundry equipment. This includes installing, servicing, maintaining and repair of washing machines, dryers, presses, and any other equipment used for laundering clothes or other materials, such as table cloths etc. Contractors must provide evidence in Section 4C of the SPD of any legal accreditations and qualifications required to carry out the scopes of work and services in order to pass qualification criteria. Failure to do so will result in exclusion from the tender.Contractors will be required to provide details on how their organisation in terms of skill, qualifications and competence that fit and meet with the specification the skills.
