Celtic Sea Floating Offshore Wind Leasing Round 5 (“Round 5")

The Crown Estate, as managers of the seabed around England, Wales and Northern Ireland, wishes to award seabed rights to prospective suppliers and developers, which will allow such suppliers and developers to develop, build and operate floating offshore wind farms in the Celtic Sea for the purposes of generating, transmitting and selling electricity (or other forms of energy, where permitted), as part of Round 5. The contracts which The Crown Estate expects to enter into as a result of Round 5 will grant new seabed rights to developers for the development of new floating wind farms within three project development areas, each of which has a maximum potential energy generation capacity of 1.5GW (meaning a combined maximum potential energy generation capacity of 4.5GW across all 3 project development areas). The turbine has a 14m blade diameter, a passive bidirectional pitch system, and uses a split winding permanent magnetic synchronous generator.QED’s next generation of Subhub ID will feature 3 of Tocardo’s turbine-generator pairs, which will be individually controlled and then combined into a single grid output within the Subhub ID’s dry compartments under water.QED Naval is looking for a supplier to provide the various power take-off circuitry to support this delivery of grid compliant power from the Subhub Platform Control Unit (SPCU) into the National Grid at distribution level.The solution will accommodate 3 independently controlled T-3 turbines, each with a power rating of 350 kW and generator output voltage of 690 V. Each generator’s PTO solution will be housed in a standard double electrical cabinet with dimensions 2000 x 1200 x 600 mm (excluding the shared transformer) if possible. CEFAS24-28 ITT for BEEMS Bathymetric & Bank Surveys, Sizewell, Suffolk

The BEEMS (British Energy Estuarine and Marine Studies) programme is funded by Sizewell C Limited. Through this programme, Cefas provide authoritative scientific information on the marine and transitional waters in the vicinity of potential new build nuclear power stations.<br/><br/>The purpose of this procurement is to provide bathymetric data for the Greater Sizewell Bay (GSB) to assess the geomorphological changes of the region, hence contributing to the ongoing monitoring of the Sizewell Coastline.<br/>Two longshore bars (important geomorphological features) exist in shallow waters within the Area of Interest (AOI), with the inner bar being subaerial during some low tide periods. The results gained from the below specified surveys will support the calibration of Cefas instruments located on shore, as well as the ongoing monitoring of the Sizewell coastline. There is a high priority for the furthest landward coverage possible to be achieved by the survey, so that bathymetric data can be meshed to aerial topographic surveys of the beach, typically undertaken at low tide.<br/><br/>In addition to the above, the survey also seeks to obtain Side Scan Sonar (SSS), alongside multibeam data, to detect the presence of potential Sabellaria reef in the offshore infrastructure area. This area has previously been surveyed and shown to comprise outcropping Coralline Crag, which supports Sabellaria formations, and as such the data should be of high enough quality to determine and detect potential reef areas.<br/><br/>Cefas require two shallow water Multibeam Echosounder (MBES) bathymetric surveys to IHO Special Order (at a minimum) within the Greater Sizewell Bay (GSB) as below:<br/><br/>1. Spring Survey - Full extent (offshore) bank survey (MBES) undertaken in the Spring/Summer months; with data collection in nearshore AOI (MBES) and an offshore infrastructure area (MBES and SSS) to be prioritised first.<br/><br/>2. Background Information: Scottish Water is committed to providing householders and communities across Scotland with help and advice on how they can be more water efficient and the benefits this entails. Scottish Water wishes to target water savings advice at householders who may have also shown an interest in energy saving advice. New Framework Requirements: Scottish Water wishes to enter into a framework agreement for the provision of Water Saving Advice Services to provide this service across Pan Scotland for an initial 3-year period with 5 x 1 year extension options. The details are below: The scope includes but is not limited to: •Developing and implementing a comprehensive engagement strategy with households. •Assisting households who are interested in energy savings advice and providing them with water savings advice as well. •Providing a call-centre for householder enquiries •Tailoring the provision of advice and devices according to the geographic location of the householder. [The free issue of water saving devices is dependent on the degree of water scarcity in the householder’s location] •Co-ordinating with SW’s appointed device supplier to initiate, manage and confirm delivery of customer orders (N.B. SW pays the device supplier directly). •Creating supplementary marketing materials, this may include brochures, device leaflets and promotional event collateral. •Manage customer feedback and complaints and measure the effectiveness of the campaign. The scope of this work will include design and delivery of the support planned under this ToR. Given the breadth of the support, FCDO encourages bids from consortia, or a lead Supplier with delivery partners / sub-contractors with substantial expertise on each thematic area. FCDO will sign the contract with a lead Supplier. The Supplier will be liable to ensure coordination amongst all four components. The Supplier will report to FCDO and will work in partnership with SREDA. The Supplier will need to work in close coordination with other relevant development partners (including Asian Development Bank, USAID, European Union and World Bank) on thematic areas to ensure the task remains relevant. Parallel to this, FCDO will have Memorandum of Understandings (MoUs) in place with the Economic Relations Department and SREDA for this TA. There will be a governance mechanism developed in line with GoB and FCDO requirements on technical projects which is likely to include quarterly working group meetings and project steering committee meetings on bi-annual basis. The Supplier will have full knowledge and experience of working through the GoB systems and the various approval and reporting procedures. UKRI-3443 Battery Energy Storage System for the ASPIRE-II Project

The Ammonia Synthesis Plant using Intermittent Renewable Energy 2 (ASPIRE II) project is a demonstration plant which will be built to generate green ammonia using only renewable energy sources. The goal of the project is to prove the system can operate reliably in off grid locations with varying climates. The plant includes four main subsystems, a nitrogen generator, a hydrogen generator, a flexible ammonia synthesis loop and a thermal store. A key requirement of the plant is that the ammonia production rate can be flexed in proportion to the available renewable power. The response rate of the largest load, the electrolyser, is of the order 2 seconds and consumes some 80% of the energy required for the plant. This response rate is key to facilitating tracking of the renewable power however we expect some imbalance between plant power consumption and available renewable power especially when the available renewable power fluctuates rapidly. We envisage the BESS will bridge these imbalances and that the charge status of the BESS will be used as a signal to control the plant generation rate. The demonstrator will be built at the Rutherford Appleton Laboratory in Oxfordshire.

The National Physical Laboratory requirement is for the supply of a laser source continuously tunable over the 350-1000 nm wavelength range. The source is to be used to calibrate single-photon detectors (SPDs) in NPL’s new traceable calibration facility. The source is required to be pulsed at a variable repetition rate. The pulse jitter must be short enough to allow timing jitter measurements of SPDs. The pulse width must be short enough to enable measurement of the detection profiles of gated detectors.The pulse-to-pulse energy variability must be low enough so that the intensity of individual pulses do not need to be measured, and the mean value represents a very good approximation to the energy of any individual pulse. The technologies likely to fulfil these requirements are Optical Parametric Oscillators (OPOs) with a Second Harmonic Generator (SHG) module and a stable pump laser to allow a low pulse-to-pulse amplitude uncertainty, or an Optical Parametric Amplifier (OPA) with similar SHG and stable pump laser requirement. Renewable Energy & Solar Deployment Survey, Scoping & Options Appraisal - Phase 2

The University of St Andrews wishes to increase renewable energy available to buildings to decarbonise site energy supply, through the installation of roof-mounted solar panels. The overarching aim being to provide improvements to future energy costs and security, through making use of largely underutilised roof spaces.The purpose of this scope of works is to expand on the viability of respective solar installations options against University technical requirements, and development of Employers Requirements and procurement options for deployment of the options selected.The University instructed an initial desktop study for Solar installations across the 3 core areas identified. Initial findings from the study undertaken indicated potential for installation of solar arrays totalling 1.39 MWp. This would have an indicative capital cost of around GBP1,650,000 and could save the University GBP307,000 per annum, equivalent to almost 220 tonnes of carbon.The University aims to progress to Phase 2, developing a clear strategy for delivering Solar installations across its estate.

Immingham Green Energy Terminal (IGET) will be a multi-user bulk liquid green energy terminal to support the import of green ammonia (NH3) from Neom in Saudi Arabia to be converted to green hydrogen. This will assist with decarbonizing the UK’s transport sector and the import of Carbon Dioxide (CO2) to facilitate carbon capture storage, both of which will assist ABP’s transition towards Net Zero. The proposed terminal is to be operated by ABP as a common user facility, providing port capacity for multiple customers. ABP is responsible for the development and operation of the marine facilities to meet the infrastructure needs. The Evaluation of Market Ready agricultural Technology Options (TEMaRTO)

The Delivering Clean Growth through Sustainable Intensification (CGSI) project has been critical in developing a rigorous, evidence-based decarbonisation pathway for agriculture that demonstrates compliance with the 5th and 6th carbon budget (CB) periods. This work directly informed development of the Carbon Budget Delivery Plan (Department for Energy Security and Net Zero, 2023) and planning for Sustainable Farming Incentive (SFI) standards.<br/><br/>In preparation for the legal establishment of CB7 (2038 to 2042) it is time to refresh and update the evidence of the CGSI. We propose that this refresh looks to build on the successes of CGSI by filling evidence gaps around currently unquantified or exploratory measures in the CBDP, identify new mitigation technologies and innovations, refresh the trajectory in preparation for CB7, and explore potential for a long-term service agreement to test and implement evidence-based policy decisions. In advance, the successful contractor will receive a list of the unquantified/exploratory measures (also found in the published Net Zero growth plan), but also encouraged to explore other alternative emerging solutions. The refresh should adopt and enforce Maximum Technical Potential (MTP), ensuring the MTPs given for each measure are robust and credible. (MTP represents the maximum carbon savings that would be possible if we ignore limitations of cost, logistics and other non-market barriers). In reality the effective potential will be significantly lower or take longer than 30 years to deliver (i.e., not necessarily contributing to the 2050 target).
