Celtic Sea Floating Offshore Wind Leasing Round 5 (“Round 5")
UK London The Crown Estate

The Crown Estate, as managers of the seabed around England, Wales and Northern Ireland, wishes to award seabed rights to prospective suppliers and developers, which will allow such suppliers and developers to develop, build and operate floating offshore wind farms in the Celtic Sea for the purposes of generating, transmitting and selling electricity (or other forms of energy, where permitted), as part of Round 5. The contracts which The Crown Estate expects to enter into as a result of Round 5 will grant new seabed rights to developers for the development of new floating wind farms within three project development areas, each of which has a maximum potential energy generation capacity of 1.5GW (meaning a combined maximum potential energy generation capacity of 4.5GW across all 3 project development areas). These rights will be governed by three separate ‘agreements for lease’, which The Crown Estate intends to award to three different successful suppliers through a competitive tender process – one for each of the three project development areas. Holders of the agreements for lease will acquire the rights necessary to develop floating offshore wind farms in the relevant project development areas and will have the option to enter into leases with The Crown Estate for the construction and operation of these wind farms for the purposes of the generation, transmission and sale of electricity (or other forms of energy, where permitted), subject to the satisfaction of certain conditions detailed in the agreements for lease. Further information is included in the information memorandum that was published by The Crown Estate in relation to Round 5 in December 2023, a copy of which can be found at: https://www.thecrownestate.co.uk/our-business/marine/round-5-document-library.The Crown Estate also published a prior Information Notice on 7 December 2023, (Notice reference 2023/S000-036033) and held a Bidders Day for Round 5 at the Swansea Arena, Wales on 31st January 2024. Invitation to Tender - QED-Morlais 76 Tidal Turbine Power Take-Off
UK Edinburgh QED Naval Ltd

QED Naval is an innovative company specialising in tidal energy technology. The company has developed disruptive technology that can be applied globally. This includes our self-deploying, submersible tidal platform, the Subhub Industrial Demonstrator (ID), that is proven to work efficiently and reliably with our subsidiary company Tocardo’s horizontal axis tidal turbines. The Torcardo T-3 is the next generation in Torcardo’s turbine series, with the previous iterations being used in the Oosterscheldekering storm surge barrier. The design prides itself on simplicity and reliability whilst maintaining effective tidal energy capture. The turbine has a 14m blade diameter, a passive bidirectional pitch system, and uses a split winding permanent magnetic synchronous generator.QED’s next generation of Subhub ID will feature 3 of Tocardo’s turbine-generator pairs, which will be individually controlled and then combined into a single grid output within the Subhub ID’s dry compartments under water.QED Naval is looking for a supplier to provide the various power take-off circuitry to support this delivery of grid compliant power from the Subhub Platform Control Unit (SPCU) into the National Grid at distribution level. The solution will accommodate 3 independently controlled T-3 turbines, each with a power rating of 350 kW and generator output voltage of 690 V. Each generator’s PTO solution will be housed in a standard double electrical cabinet with dimensions 2000 x 1200 x 600 mm (excluding the shared transformer) if possible. The cabinets will be held within the SPCU. The SPCU consists of two sealed pressure hulls that have an inner diameter of 3 m and a length of 10 m. The solution will be supplied fully assembled and complying with necessary electrical standards. A supporting single line drawing of the complete system should also be provided. This tender requires the delivery of a single turbine-generator PTO configuration in 2024 for testing before the remaining 2 PTO configurations are delivered to complete the Subhub ID arrangement for subsea deployment. The successful delivery of the tender described in this document could establish a relationship for future plans that include the initial extension from one Subhub ID to a mini-array of five (totalling 5 MW) followed by additional phases to a maximum array size of 30 MW.

Energy Advice
UK Bristol West of England Combined Authority

Nationally, central Government provides advice for those interested in retrofitting their homes with insulation and energy saving and generating measures1. Locally, the West of England Mayoral Combined Authority (MCA) have launched the RetrofitWest Home Energy Advice to support households in this endeavour. However, there is little independent and offline accessible energy advice for households on low-cost non disruptive measures to save energy, or what to do if they are struggling to pay.In South Gloucestershire residents are advised and referred to Warm and Well (www.warmandwell.co.uk) and its associated freephone energy advice service, managed by Severn Wye Energy Agency on behalf of South Gloucestershire Council and other Gloucestershire Local Authorities. In Bristol the Centre for Sustainable Energy (CSE) have operated a similar advice service for over 20 years. In Bath and North East Somerset (BaNES), there is ‘Energy at Home’ – a freephone advice line and website (www.energyathome.org.uk) run by the council. To raise awareness and bolster the capacity of local energy advice, the MCA approved up to £150,000 of funding for a Local Energy Advice Pilot2 in the West of England during a peak in the cost of energy bills during the winter of 2022/23. A Committee Approval in March 2023 approved extending funding by £165k.The details of this extension were approved as a delegated decision to the MCA’s Environment Director in consultation with their equivalent Environment Directors in the Unitary Authorities. This tender seeks to procure an energy advice service for the Local Authority areas of Bristol and BaNES.Specification of Energy Advice Services being tenderedThis service is to provide households in Bristol and Bath and NE Somerset (BaNES) energy advice and referrals for handling their energy bills and suppliers. The service is to be focused on those struggling with their bills, including advice on low and no-cost measures and behaviours to save energy; and advice and referrals on financial and other support. This energy advice is to be provided in the form of:Freephone advice line with human operatives answering calls Monday – Friday, 9am-5pm providing tailored support to people’s circumstances (heating use, house condition, income, health, vulnerabilities, occupancy and behaviours, etc)B&NES have an existing freephone number through their Energy @ Home scheme – this would be transferred to this serviceOnline website advice materials with advice pages or downloadable literatureResidents to be provided by energy advisors trained in City & Guilds Energy Awareness NVQ (or similar energy advice accreditation agreed w/ the MCA prior to this ITT closing) to provide this tailored advice (either in answering phone calls or in call-backs from the service operator by suitably trained advisors). As well as energy advisors having suitable training (detailed in paragraph above), the must have understanding and ability to refer to residents to:Local and national support services (including those from local authorities, Household Support Grants, Priority Services Register, etc)Energy grants (including ECO-flex, Home Upgrade Grant, Boiler Upgrade Schemes, pre-payment vouchers, etc)

CEFAS24-28 ITT for BEEMS Bathymetric & Bank Surveys, Sizewell, Suffolk
UK Lowestoft Centre for Environment, Fisheries and Aquaculture Science

The BEEMS (British Energy Estuarine and Marine Studies) programme is funded by Sizewell C Limited. Through this programme, Cefas provide authoritative scientific information on the marine and transitional waters in the vicinity of potential new build nuclear power stations.

The purpose of this procurement is to provide bathymetric data for the Greater Sizewell Bay (GSB) to assess the geomorphological changes of the region, hence contributing to the ongoing monitoring of the Sizewell Coastline.
Two longshore bars (important geomorphological features) exist in shallow waters within the Area of Interest (AOI), with the inner bar being subaerial during some low tide periods. The results gained from the below specified surveys will support the calibration of Cefas instruments located on shore, as well as the ongoing monitoring of the Sizewell coastline. There is a high priority for the furthest landward coverage possible to be achieved by the survey, so that bathymetric data can be meshed to aerial topographic surveys of the beach, typically undertaken at low tide.

In addition to the above, the survey also seeks to obtain Side Scan Sonar (SSS), alongside multibeam data, to detect the presence of potential Sabellaria reef in the offshore infrastructure area. This area has previously been surveyed and shown to comprise outcropping Coralline Crag, which supports Sabellaria formations, and as such the data should be of high enough quality to determine and detect potential reef areas.

Cefas require two shallow water Multibeam Echosounder (MBES) bathymetric surveys to IHO Special Order (at a minimum) within the Greater Sizewell Bay (GSB) as below:

1. Spring Survey - Full extent (offshore) bank survey (MBES) undertaken in the Spring/Summer months; with data collection in nearshore AOI (MBES) and an offshore infrastructure area (MBES and SSS) to be prioritised first.

2. Nearshore Autumn survey (MBES only).

Download the Bidder Pack at https://defra-family.force.com/s/Welcome and search for CEFAS24-28 under opportunities.

The contract value (of up to £23m) therefore allows all remaining corporate sites and schools in the Wider Estate, in West Sussex, to be approached to register their interest in being surveyed and if found suitable to be brought into the SPVBS Programme over the Contract Period.

Following a market engagement exercise and technical and structural feasibility surveys completed by WSCC’s multi-disciplinary contractor (MDC), AtkinsRealis (AR), 23 corporate and 56 school sites including Pipeline Sites (see Document No. 09 Asset List) have been identified to date as suitable for having Solar PV and, where suitable, BESS technology installations.

All 56 schools registered their interest in having Solar PV, and where suitable, BESS installed. Of the 56 schools, 38 have formally committed to participating in the Programme (subject to the outcome of the Phase 1 detailed surveys) via a formal Letter of Intent (“LOI”). These are referred to as the “Designated Sites”.

WSCC is currently working with the Department for Education (DfE) to gain formal commitment from the 14 academy schools (which form part of the 56 schools) to sign up to the Programme. The academy schools and the 4 other non-WSCC owned schools, require a lease agreement to be signed (“the Lease”) and the terms of the Lease agreements shall be agreed with the DfE and academy trusts. Once the approved draft Lease agreement has been shared with the academies, and other non-WSCC owned sites, these schools will also be asked to commit to participating in the Programme via an LOI. The schools and corporate sites not yet committed to the Programme are the “Pipeline Sites”. A further 44 potentially suitable sites have already been identified by WSCC or have expr

Bedelands Academy: Construction of a new secondary school near Burgess Hill
UK Chichester West Sussex County Council

A contract for the provision of a new school development at Burgess Hill, West Sussex is being tendered by West Sussex County Council (WSCC) / the Employer in accordance with the PCR 2015 Restricted Procedure.

This project is being procured as a single stage design and build contract, WSCC are seeking a fixed price lump sum for the entirety of the works. The Contract will be the JCT Design and Build Form of Contract as amended by the Employer’s Schedule of Amendments (Document 3).

Construction of a new Secondary School, accommodating 900 pupils, to provide high quality education for new and existing residents in the Burgess Hill Brookleigh Development.

Practical completion must be achieved by 30 March 2027 for occupation in September 2027.

As a demonstration of this Council’s Climate Change Pledge, the building aims to achieve Passivhaus certification, reflecting ultra-low carbon emissions in operation, with an acute focus on energy efficiency, insulation, on-site energy generation and no use of fossil fuels in the running of the building. Further to this, the design minimises, as far as practicable, embodied carbon.

One of the main design principles has also been to develop a building that sits sympathetically within the rich natural landscape of the site, which already includes hedgerows, mature oak trees and habitat areas for dormice and bats, which are all being retained and enhanced. The landscape design balances the need for compliant sports pitches, parking and accessible access throughout the school site with sustainable, natural drainage solutions, further tree-planting and inspiring outdoor learning areas.

Inclusion sits at the heart of this design, operating at different scales, from the school’s transport and access strategy, through to the Special Support Centre and wider facilities for special educational needs and disabilities being fully incorporated into the core of the school.
For full details, please see Document set 2: The Specification.

The full tender pack is available via our e-tendering portal: https://atamis

UK London Foreign Commonwealth and Development Office

The scope of this work will include design and delivery of the support planned under this ToR. Given the breadth of the support, FCDO encourages bids from consortia, or a lead Supplier with delivery partners / sub-contractors with substantial expertise on each thematic area. FCDO will sign the contract with a lead Supplier. The Supplier will be liable to ensure coordination amongst all four components. The Supplier will report to FCDO and will work in partnership with SREDA. The Supplier will need to work in close coordination with other relevant development partners (including Asian Development Bank, USAID, European Union and World Bank) on thematic areas to ensure the task remains relevant. Parallel to this, FCDO will have Memorandum of Understandings (MoUs) in place with the Economic Relations Department and SREDA for this TA. There will be a governance mechanism developed in line with GoB and FCDO requirements on technical projects which is likely to include quarterly working group meetings and project steering committee meetings on bi-annual basis. The Supplier will have full knowledge and experience of working through the GoB systems and the various approval and reporting procedures. The Supplier will be responsible for ensuring approval requests are supported and processed by working closely with SREDA, the Economics Relations Division (ERD) and other relevant stakeholders. The Supplier will be expected to have a physical presence in Bangladesh and have associated partnerships with relevant organisations for the field-based pilot work under component 4 (solar irrigation pump) i) Component 1: The Data Assessment and Storage Facility will include, but not be limited to, technical needs assessment, facility design and set up and maintenance. Advice on equipment, procurement, installation, training and support on operations, training workshops, development of guideline templates for review, review of learning, supervision of operation and monitoring will be critical parts of this component. This facility is expected to work as a knowledge hub for investors, researchers, project planners and decision makers and so understanding the needs of these different audiences will be important. SREDA will provide the space and staffing for the wind lab and FCDO will provide funding for hardware, software and training for the officials. The Supplier, in consultation with SREDA will agree on appropriate equipment required to function the lab. The service provider may need to lead on running the service for 12 to 18 months before capacity is fully developed with SREDA to independently operate.ii) Component 2: The proposed offshore wind energy guideline will help project developers to design and implement projects according to the best practice of safety and risk management and Environmental Impact Assessment (EIA). iii) Component 3: Capacity Development on Carbon Pricing and trading. FCDO expect that this component will consist of a combination of in-person and online trainings, sharing learning, exchange visits etc. The service provider will be expected develop a detailed plan in keeping with the need and UK’s expertise in this area.iv) Component 4: Reviewing the existing solar irrigation pump models, including the draft unified model developed by SREDA, to recommend a commercially viable approach with unified features covering both on-grid and off-grid mechanisms. The recommended model will be subsequently piloted in different geographical locations in Bangladesh. This component will be divided in two phases. Phase 1 will involve a review of the existing solar irrigation models. Currently, there are 6 different models in the market. As the regulatory authority, SREDA is interested in having a unified model of solar irrigation pumps to enable the same service to be offered to the end user. SREDA have already developed a model focusing on un-interrupted service to the end user. Part of this in

UK Glasgow University of Strathclyde

The Brief is for the Consultant to provide architectural services for the construction of the Charles Huang Advanced Technology & Innovation Centre (CH-ATIC). This includes a range of services that fall under RIBA Stages 0-7. Please note, the Consultant will be required to perform the roles of Lead Designer, Architect & Principal Designer, and will be responsible for delivering the Scope in full either inhouse, or via subconsultants.CH-ATIC will deliver a state-of-the-art Innovation & Entrepreneurship Hub that enhances the University’s delivery of one of the UK’s most dynamic and successful ecosystems for the creation of high potential innovation driven enterprises. CH-ATIC will also connect to the wider innovation district to support start-ups and SMEs to ensure inclusive growth and broaden the reach of our industry-led clusters through our collaborative R&D programmes and engagement activities.CH-ATIC will create a dedicated Social Innovation Hub that connects the business, policy and legal expertise within our award-winning Business School and Humanities & Social Sciences Faculty, with our local communities and public bodies, to enable the translation of disruptive technologies and innovative solutions into viable and socially responsible, businesses, products and services.Aligning with the UK and Scottish Governments’ commitment to net zero, CH-ATIC will aim to create an exemplar climate neutral building that responds to the climate emergency, and reflects innovative design and construction methods so that, as far as possible, the building is carbon neutral for energy and adapted to climate change. They will also escalate learning and deployment of innovative technologies, and construction solutions as we transition to net zero. The project objectives, include, however, are not limited to:- Working to a maximum construction contract value of c. GBP 18million, maximise the working space within the 8 floors, c. 60,000 square feet (5,535 sqm), and create a welcoming entrance to the building, with a new front façade and internal reception area:- Refurbish the existing building to the design standard(s) / framework(s) specified by the University, it is envisaged that this will be as close to EnerPHit standard as possible, however, may include targets from other standards / frameworks (such as RIBA Sustainable Outcomes (2030) / Net Zero Public Sector Buildings Standard). This is in keeping with the University’s KPI16 commitment to achieve net zero by 2040 by targeting a saving of around two thirds of embodied carbon as compared with a new building, whilst targeting net zero in operation; and- Create open, inclusive working spaces for multiple groups notionally (and flexibly) split by cluster (5G, Industrial Informatics, Fintech, HealthTech and Space), and organisation (University and non-University / partner spaces), that respond to the need for collaborative, quiet, private and group working spaces, promote collaboration and chance-encounters and encourage people to come into, stay and interact within the building. Please note, the anticipated construction strategy is to adopt a two-stage design & build, whereby the University is intending to tender / appoint a Contractor under a PCSA during RIBA Stage 3 – Developed Design. At the end of RIBA Stage 4 – Technical Design, the University will either enter a works / construction contract with the same Contractor appointed under a PCSA, and tender the work packages via that same Contractor, or will conduct a new tender exercise to appoint a Contractor. Please note, the University intends to novate only the Architect, M&E Engineer, and Civil / Structural Engineer to the appointed Contractor for the works / construction, prior to commencement of RIBA Stage 5 – Construction. Subconsultants will also novate as required, with reports to be assigned accordingly.

The Wolverhampton Energy from Waste (EFW) plant is owned by the council, and came back into council operation in February 2023 following a 25 year Operate & Maintain (O&M) contract operation by a third party contractor. The plant was refurbished in the 1990’s prior to the commencement of the 25 year O&M contract which ceased in February 2023.Availability of the plant is largely good, although there are on occasion unplanned outages. As operation and maintenance of EfW plants is highly technical, the council is seeking to develop a call off framework with suppliers who can assist it with specialist technical engineering support and advice as and when required. The suppliers included on the framework shall have demonstrable experience of providing specialist engineering advice and support on Energy from Waste plants in all areas including :Mechanical Engineering;Electrical Engineering;Civil Engineering andEnvironmental Engineering. The Framework will be essentially a select list of service providers, which will allow for either Direct Awards or Further Competition. The intention is to appoint a maximum of 3 organisations onto the Framework. If more than 3 competent and experienced organisations submit a bid, then the 3 highest scoring bidders will be placed on the framework. The Framework Agreement will be in place for 4 Years. While there is no guarantee of any work coming from being on this framework. The Council have set an overall value of call offs from this Framework which will be up to £5 million.

UKRI-3443 Battery Energy Storage System for the ASPIRE-II Project
UK Swindon UK Research & Innovation

The Ammonia Synthesis Plant using Intermittent Renewable Energy 2 (ASPIRE II) project is a demonstration plant which will be built to generate green ammonia using only renewable energy sources. The goal of the project is to prove the system can operate reliably in off grid locations with varying climates. The plant includes four main subsystems, a nitrogen generator, a hydrogen generator, a flexible ammonia synthesis loop and a thermal store. A key requirement of the plant is that the ammonia production rate can be flexed in proportion to the available renewable power. The response rate of the largest load, the electrolyser, is of the order 2 seconds and consumes some 80% of the energy required for the plant. This response rate is key to facilitating tracking of the renewable power however we expect some imbalance between plant power consumption and available renewable power especially when the available renewable power fluctuates rapidly. We envisage the BESS will bridge these imbalances and that the charge status of the BESS will be used as a signal to control the plant generation rate. The demonstrator will be built at the Rutherford Appleton Laboratory in Oxfordshire.

Procurement of a 350-1000 nm Tunable Pulsed Laser Source
UK Teddington National Physical Laboratory

The National Physical Laboratory requirement is for the supply of a laser source continuously tunable over the 350-1000 nm wavelength range. The source is to be used to calibrate single-photon detectors (SPDs) in NPL’s new traceable calibration facility. The source is required to be pulsed at a variable repetition rate. The pulse jitter must be short enough to allow timing jitter measurements of SPDs. The pulse width must be short enough to enable measurement of the detection profiles of gated detectors. The pulse-to-pulse energy variability must be low enough so that the intensity of individual pulses do not need to be measured, and the mean value represents a very good approximation to the energy of any individual pulse. The technologies likely to fulfil these requirements are Optical Parametric Oscillators (OPOs) with a Second Harmonic Generator (SHG) module and a stable pump laser to allow a low pulse-to-pulse amplitude uncertainty, or an Optical Parametric Amplifier (OPA) with similar SHG and stable pump laser requirement. The 350-1000 nm wavelength tuning range is required to be achieved without change of optics or re-alignment. The Evaluation of Market Ready agricultural Technology Options (TEMaRTO)
UK London Defra Network eTendering Portal

The Delivering Clean Growth through Sustainable Intensification (CGSI) project has been critical in developing a rigorous, evidence-based decarbonisation pathway for agriculture that demonstrates compliance with the 5th and 6th carbon budget (CB) periods. This work directly informed development of the Carbon Budget Delivery Plan (Department for Energy Security and Net Zero, 2023) and planning for Sustainable Farming Incentive (SFI) standards.

In preparation for the legal establishment of CB7 (2038 to 2042) it is time to refresh and update the evidence of the CGSI. We propose that this refresh looks to build on the successes of CGSI by filling evidence gaps around currently unquantified or exploratory measures in the CBDP, identify new mitigation technologies and innovations, refresh the trajectory in preparation for CB7, and explore potential for a long-term service agreement to test and implement evidence-based policy decisions. In advance, the successful contractor will receive a list of the unquantified/exploratory measures (also found in the published Net Zero growth plan), but also encouraged to explore other alternative emerging solutions. The refresh should adopt and enforce Maximum Technical Potential (MTP), ensuring the MTPs given for each measure are robust and credible. (MTP represents the maximum carbon savings that would be possible if we ignore limitations of cost, logistics and other non-market barriers). In reality the effective potential will be significantly lower or take longer than 30 years to deliver (i.e., not necessarily contributing to the 2050 target).
