The Offshore Wind Directorate invites a tender from a suitable contractor to define the risk of entanglement with discarded fishing gear around mooring lines at floating offshore wind farm (FOW) sites.The Scottish Government has set a range of targets to cut greenhouse gas emissions and to generate more energy from renewable sources. The Climate Change (Scotland) Act 2019 commits the Scottish Government to reach net zero emissions of all greenhouse gases by 2045.Offshore wind will play a vital part in meeting these targets, and is set to expand substantially in Scotland over the next decade and beyond, as evident by the recent ScotWind seabed leasing round by the Crown Estate Scotland. In January 2021 and through its clearing process in August 2022, Crown Estate Scotland has offered Option Agreements for 20 offshore wind projects around Scotland totalling 27.6GW of potential new offshore wind developments. The related offshore wind Innovation and Targeted Oil and Gas (INTOG) decarbonisation planning and leasing process outlined a further 5.4GW of projects.This project will assess entanglement risk by using monitoring tools such as load cells, remote operated vehicles (ROV) and other tools to identify the snag rate of abandoned, lost or discarded fishing gear (ALDFG) on mooring lines of FOW developments. This will be coupled with modelling of density and distribution of ALDFG across Scottish shelf waters or estimation of snag rate at a given site based on data detailing potential sources, identified prevalence based on available data and oceanographic drift. Should substantial risk be identified, the project should also consider and suggest potential mitigation measures and any associated future research needs to deliver these.This project will contribute to the overall process of the sustainable expansion of floating offshore wind in Scottish waters by improving the evidence base for environmental assessments and build on previous work seeking to establish the risk of entanglement.

The contracts which The Crown Estate expects to enter into as a result of Round 5 will grant new seabed rights to developers for the development of new floating wind farms within three project development areas, each of which has a maximum potential energy generation capacity of 1.5GW (meaning a combined maximum potential energy generation capacity of 4.5GW across all 3 project development areas). The turbine has a 14m blade diameter, a passive bidirectional pitch system, and uses a split winding permanent magnetic synchronous generator.QED’s next generation of Subhub ID will feature 3 of Tocardo’s turbine-generator pairs, which will be individually controlled and then combined into a single grid output within the Subhub ID’s dry compartments under water.QED Naval is looking for a supplier to provide the various power take-off circuitry to support this delivery of grid compliant power from the Subhub Platform Control Unit (SPCU) into the National Grid at distribution level.The solution will accommodate 3 independently controlled T-3 turbines, each with a power rating of 350 kW and generator output voltage of 690 V. Each generator’s PTO solution will be housed in a standard double electrical cabinet with dimensions 2000 x 1200 x 600 mm (excluding the shared transformer) if possible. The cabinets will be held within the SPCU. The SPCU consists of two sealed pressure hulls that have an inner diameter of 3 m and a length of 10 m. The solution will be supplied fully assembled and complying with necessary electrical standards. A supporting single line drawing of the complete system should also be provided.This tender requires the delivery of a single turbine-generator PTO configuration in 2024 for testing before the remaining 2 PTO configurations are delivered to complete the Subhub ID arrangement for subsea deployment. The successful delivery of the tender described in this document could establish a relationship for future plans that include the initial extension from one Subhub ID to a mini-array of five (totalling 5 MW) followed by additional phases to a maximum array size of 30 MW.

The BEEMS (British Energy Estuarine and Marine Studies) programme is funded by Sizewell C Limited. Through this programme, Cefas provide authoritative scientific information on the marine and transitional waters in the vicinity of potential new build nuclear power stations.<br/><br/>The purpose of this procurement is to provide bathymetric data for the Greater Sizewell Bay (GSB) to assess the geomorphological changes of the region, hence contributing to the ongoing monitoring of the Sizewell Coastline.<br/>Two longshore bars (important geomorphological features) exist in shallow waters within the Area of Interest (AOI), with the inner bar being subaerial during some low tide periods. The results gained from the below specified surveys will support the calibration of Cefas instruments located on shore, as well as the ongoing monitoring of the Sizewell coastline. There is a high priority for the furthest landward coverage possible to be achieved by the survey, so that bathymetric data can be meshed to aerial topographic surveys of the beach, typically undertaken at low tide.<br/><br/>In addition to the above, the survey also seeks to obtain Side Scan Sonar (SSS), alongside multibeam data, to detect the presence of potential Sabellaria reef in the offshore infrastructure area. This area has previously been surveyed and shown to comprise outcropping Coralline Crag, which supports Sabellaria formations, and as such the data should be of high enough quality to determine and detect potential reef areas.<br/><br/>Cefas require two shallow water Multibeam Echosounder (MBES) bathymetric surveys to IHO Special Order (at a minimum) within the Greater Sizewell Bay (GSB) as below:<br/><br/>1. Spring Survey - Full extent (offshore) bank survey (MBES) undertaken in the Spring/Summer months; with data collection in nearshore AOI (MBES) and an offshore infrastructure area (MBES and SSS) to be prioritised first.<br/><br/>2. This Invitation to Tender (ITT) is issued by WSCC to seek and identify suitably qualified and interested organisations from the private, public and third (voluntary, community and charitable) sector to carry out surveys and to prepare a design and costing of the installation and maintenance of Solar PV and BESS, to install the equipment and to maintain the equipment at Designated Sites identified in Document No. 9 (Asset List). There is also the opportunity to add Pipeline Sites and Wider Estate to the Programme as detailed under 5- Scope of the ITT.<br/><br/> <br/>The Solar PV and Battery Storage Programme (“SPVBS Programme”) is set up in three phases: Phase 1 NEC4 Term Services Contract (“NEC4 TSC for Phase 1”) for the survey, design and costing works, Phase 2 NEC4 Engineering and Construction Contract (“NEC4 ECC for Phase 2”) for the installation works and Phase 3 NEC4 Term Services Contract (“NEC4 TSC for Phase 3”) for the ongoing maintenance services. <br/><br/> <br/>Following approval of the design and costing carried out in Phase 1 in relation to each Designated Site and/or Pipeline Site and/or Wider Estate, WSCC may then proceed to appoint the Contractor to carry out the installation of the equipment at that Site under Phase 2 and maintenance of the Equipment at that Site under Phase 3, in accordance with the relevant Contract Terms and Conditions as set out in Document 03 (Contract Terms and Conditions). <br/><br/> <br/>WSCC is under no obligation to award a contract under Phase 2 and/or Phase 3 in respect of any Designated Site and/or Pipeline Site and/or Wider Estate that is subsequently incorporated into the Programme. <br/><br/> <br/>The Works, as further described in Document No. 2 (The Specification) are being tendered by WSCC in accordance with WSCC’s Standing Orders on Procurement and Contracts and the Public Contracts Regulations 2015 (PCR 2015). <br/><br/>This is the only programme in place for delivering retrofit roof-top solar PV and ‘Behind the Meter’ Battery Energy Storage Systems (BESS) across WSCC’s estate. The contract value (of up to £23m) therefore allows all remaining corporate sites and schools in the Wider Estate, in West Sussex, to be approached to register their interest in being surveyed and if found suitable to be brought into the SPVBS Programme over the Contract Period. <br/><br/> <br/>Following a market engagement exercise and technical and structural feasibility surveys completed by WSCC’s multi-disciplinary contractor (MDC), AtkinsRealis (AR), 23 corporate and 56 school sites including Pipeline Sites (see Document No. 09 Asset List) have been identified to date as suitable for having Solar PV and, where suitable, BESS technology installations. <br/><br/> <br/>All 56 schools registered their interest in having Solar PV, and where suitable, BESS installed. Of the 56 schools, 38 have formally committed to participating in the Programme (subject to the outcome of the Phase 1 detailed surveys) via a formal Letter of Intent (“LOI”). These are referred to as the “Designated Sites”. <br/><br/> <br/>WSCC is currently working with the Department for Education (DfE) to gain formal commitment from the 14 academy schools (which form part of the 56 schools) to sign up to the Programme. The academy schools and the 4 other non-WSCC owned schools, require a lease agreement to be signed (“the Lease”) and the terms of the Lease agreements shall be agreed with the DfE and academy trusts. Once the approved draft Lease agreement has been shared with the academies, and other non-WSCC owned sites, these schools will also be asked to commit to participating in the Programme via an LOI. Further to this, the design minimises, as far as practicable, embodied carbon.<br/><br/>One of the main design principles has also been to develop a building that sits sympathetically within the rich natural landscape of the site, which already includes hedgerows, mature oak trees and habitat areas for dormice and bats, which are all being retained and enhanced. The scope of this work will include design and delivery of the support planned under this ToR. Given the breadth of the support, FCDO encourages bids from consortia, or a lead Supplier with delivery partners / sub-contractors with substantial expertise on each thematic area. FCDO will sign the contract with a lead Supplier. The Supplier will be liable to ensure coordination amongst all four components. The Supplier will report to FCDO and will work in partnership with SREDA. The Supplier will need to work in close coordination with other relevant development partners (including Asian Development Bank, USAID, European Union and World Bank) on thematic areas to ensure the task remains relevant. Parallel to this, FCDO will have Memorandum of Understandings (MoUs) in place with the Economic Relations Department and SREDA for this TA. There will be a governance mechanism developed in line with GoB and FCDO requirements on technical projects which is likely to include quarterly working group meetings and project steering committee meetings on bi-annual basis. The Supplier will have full knowledge and experience of working through the GoB systems and the various approval and reporting procedures. The Supplier will be responsible for ensuring approval requests are supported and processed by working closely with SREDA, the Economics Relations Division (ERD) and other relevant stakeholders. The Supplier will be expected to have a physical presence in Bangladesh and have associated partnerships with relevant organisations for the field-based pilot work under component 4 (solar irrigation pump) i) Component 1: The Data Assessment and Storage Facility will include, but not be limited to, technical needs assessment, facility design and set up and maintenance. Advice on equipment, procurement, installation, training and support on operations, training workshops, development of guideline templates for review, review of learning, supervision of operation and monitoring will be critical parts of this component. This facility is expected to work as a knowledge hub for investors, researchers, project planners and decision makers and so understanding the needs of these different audiences will be important. SREDA will provide the space and staffing for the wind lab and FCDO will provide funding for hardware, software and training for the officials. The Supplier, in consultation with SREDA will agree on appropriate equipment required to function the lab. The service provider may need to lead on running the service for 12 to 18 months before capacity is fully developed with SREDA to independently operate.ii) Component 2: The proposed offshore wind energy guideline will help project developers to design and implement projects according to the best practice of safety and risk management and Environmental Impact Assessment (EIA). iii) Component 3: Capacity Development on Carbon Pricing and trading. FCDO expect that this component will consist of a combination of in-person and online trainings, sharing learning, exchange visits etc. The service provider will be expected develop a detailed plan in keeping with the need and UK’s expertise in this area.iv) Component 4: Reviewing the existing solar irrigation pump models, including the draft unified model developed by SREDA, to recommend a commercially viable approach with unified features covering both on-grid and off-grid mechanisms. The recommended model will be subsequently piloted in different geographical locations in Bangladesh. This component will be divided in two phases. Phase 1 will involve a review of the existing solar irrigation models. Currently, there are 6 different models in the market. This includes a range of services that fall under RIBA Stages 0-7. The Ammonia Synthesis Plant using Intermittent Renewable Energy 2 (ASPIRE II) project is a demonstration plant which will be built to generate green ammonia using only renewable energy sources. The goal of the project is to prove the system can operate reliably in off grid locations with varying climates. The plant includes four main subsystems, a nitrogen generator, a hydrogen generator, a flexible ammonia synthesis loop and a thermal store. A key requirement of the plant is that the ammonia production rate can be flexed in proportion to the available renewable power. The response rate of the largest load, the electrolyser, is of the order 2 seconds and consumes some 80% of the energy required for the plant. This response rate is key to facilitating tracking of the renewable power however we expect some imbalance between plant power consumption and available renewable power especially when the available renewable power fluctuates rapidly. We envisage the BESS will bridge these imbalances and that the charge status of the BESS will be used as a signal to control the plant generation rate. The demonstrator will be built at the Rutherford Appleton Laboratory in Oxfordshire.
