PfH Scotland Decarbonisation and Retrofit Framework: £300m ex VAT for Retrofit Consultants and Contractors

Procurement for Housing Ltd, trading as PfH Scotland, is seeking suppliers for a new Decarbonisation and Retrofit Framework. The framework has an estimated value of £300m excluding VAT and is intended to support public bodies with net zero, energy efficiency and retrofit programmes. The place of performance is Scotland, and the permitted users include PfH members and a wider set of eligible public sector and third sector organisations.

Scope of the framework

This framework is much broader than a simple insulation or heating opportunity. It covers asset management, surveys, retrofit consultancy, managing agent services, heat network consultancy, net zero consultancy, EV chargers, insulation, heating and renewables, multidisciplinary retrofit works, heat network installation and future technologies.

That breadth means the opportunity is relevant to retrofit coordinators, building surveyors, energy consultants, managing agents, M&E contractors, insulation installers, heating and renewable specialists, EV charging providers, heat network contractors and multidisciplinary retrofit delivery teams.

Lot structure

The professional services lots include asset management, surveys and testing, retrofit consultancy, managing agents, heat network consultancy and net zero consultancy. The works and delivery lots cover EV chargers, insulation, heating and renewable energy systems, multidisciplinary decarbonisation works, heat network installation and innovation.

Several works lots are split by value bands. This is important because bidders should choose lots that reflect their financial capacity, operational scale and delivery model. Minimum annual turnover requirements vary by lot, ranging from £200,000 for many consultancy lots through to £10m for the Heat Network Installation lot.

Compliance and accreditation

PfH Scotland's framework is likely to reward suppliers that can evidence the right technical standards, not just broad retrofit experience. Depending on the lot, relevant requirements may include PAS 2030:2023, TrustMark, MCS, Gas Safe, electrical competent person schemes, OZEV installer status, manufacturer training, insurance-backed guarantees and recognised heat network standards.

Bid preparation priorities

Bidders should focus on practical delivery evidence: resident or stakeholder communication, survey quality, design coordination, risk management, building fabric knowledge, programme control, subcontractor management, accreditation, health and safety, data capture and post-installation performance. PfH members will need confidence that appointed suppliers can deliver compliant works and useful advice across real building portfolios.
