Nottinghamshire Rough Sleeping Prevention & Resettlement Framework: A £900m Opportunity for Housing and Support Providers

Nottinghamshire County Council has launched an open framework for the provision of rough sleeping prevention and resettlement services: a landmark procurement with an estimated value of £900,000,000 (including VAT) over eight years. Organisations delivering supported accommodation, outreach, or specialist support services to people experiencing or at risk of rough sleeping should assess this opportunity as a matter of priority.

Scope and Coverage

This framework is open to any local authority within Derbyshire and Nottinghamshire (and any successor authorities following local government reorganisation). That gives the framework meaningful geographic breadth and the potential for significant call-off volumes over its eight-year term.

It is structured across three lots:

  • Lot 1: Supported Accommodation – Support Only: Community-based support packages helping people experiencing severe multiple disadvantage to access and stabilise in existing supported housing (support costs only, not property costs).
  • Lot 2: Outreach & Coordination: Assertive street outreach, named worker support through transitions, and strategic coordination of services around the individual.
  • Lot 3: Integrated Specialist Support: Community-based specialist provision covering housing, mental health, physical health, employment and financial inclusion for people experiencing severe multiple disadvantage.

Who Should Be Bidding?

This housing and social care framework is strongly focused on homelessness, severe multiple disadvantage and resettlement pathways. The most relevant organisations are likely to include:

  • Homelessness charities and housing support organisations
  • Supported living and housing providers
  • Outreach and community support services
  • Voluntary, community and social enterprise (VCSE) organisations with a track record in rough sleeping, substance misuse or complex needs
  • Integrated support providers working across housing, mental health and employment

Bidding Considerations

  • Lot focus: Each lot serves a distinct service model. Choose the lot(s) that genuinely reflect your delivery experience; don't overstretch.
  • Quality is heavily weighted: The evaluation is 80% quality and 20% price. This is a strong signal that the council is prioritising capability and evidenced approach over cost alone. Invest time in your quality responses.
  • Eight-year framework: This is an unusually long framework term. Show how your organisation can deliver continuous improvement, maintain quality and adapt to evolving commissioning priorities over time.
  • VCSE-friendly: The framework is explicitly open to SMEs and VCSEs, which is encouraging for smaller specialist organisations.
