Haringey Construction Related Consultancy Framework: £144m Opportunity for Built Environment Consultants

London Borough of Haringey is procuring a new Construction Related Consultancy Services framework, with an estimated value of £120m excluding VAT, or £144m including VAT. The framework will run from 1 March 2027 to 1 March 2031 and will sit alongside Haringey's existing Construction, Estates and Property Professional Services DPS until that DPS expires in March 2028.

Who should be interested

The spreadsheet category may suggest architects and surveyors, but the opportunity is wider than that. It is relevant to multidisciplinary built environment consultants, building surveyors, architects, project managers, quantity surveyors, BREEAM assessors, clerks of works, client design advisers and employer's agents.

The framework is designed to provide consultancy services across housing, education and general works, with different value bands to reflect the scale and complexity of future projects.

Lot structure

There are 18 lots. Lots 1 to 6 cover multidisciplinary building surveying-led services across housing, education and general works, split between projects up to £999,999 and projects from £1m to £25m. Lots 7 to 12 cover architect-led multidisciplinary services, again split by sector and value band, with the upper band extending from £1m to £100m.

The remaining specialist lots cover project management, quantity surveying, BREEAM assessors, clerk of works, client design adviser and employer's agent services, each for housing, education and general works in the £250,000 to £100m range.

Access and call-offs

The framework will be available to Haringey and to contracting authorities based in Greater London and the Home Counties. Call-offs will be made with competition. The framework levy is stated as between 2% and 3%.

This means bidders need to think beyond framework entry. They should explain how they will compete effectively at call-off stage, manage multidisciplinary teams, provide sector-specific expertise and deliver consistent value across different public sector clients.   • Award criteria: 60% quality, including social value, and 40% price

Bid preparation priorities

Strong submissions should show evidence of technical competence, public sector project delivery, quality management, cost control, stakeholder communication, design assurance, social value and the ability to work collaboratively under an alliance-style framework. Consultants should also be careful to choose lots where their experience, professional qualifications and delivery capacity are credible.
