Comparing G-Cloud 13 and G-Cloud 14

The G-Cloud is a UK government initiative aimed at easing the procurement of cloud-based services by public-sector bodies. Since its inception, we have seen a series of iterations, each one better than the last. The transition from G-Cloud 13 to G-Cloud 14 was marked by several improvements that enhanced the functionality and efficiency of the platform.

The Transition from G-Cloud 13 to G-Cloud 14

The G-Cloud framework, designed to ease procurement by public-sector bodies in departments across the UK, had its roots in G-Cloud 13. However, G-Cloud 14 brought improvements in flexibility, scalability, and efficiency.

Key Features of G-Cloud 14

The launch of G-Cloud 14 incorporates several enhancements over its predecessor, including a more accessible framework, a broader range of services, and an improved supplier declaration process.

One of the most notable features of G-Cloud 14 is its expanded range of services. It offers a more comprehensive list of cloud hosting, software, and support services, opening up a wider choice for buyers. The revamped supplier declaration process is another significant update, making it easy for suppliers to provide necessary details about their services.

G-Cloud 14 also introduces an improved buying process through its intuitive interface, making it easier for buyers to compare services and make informed decisions. It also offers more detailed guidance to help buyers navigate the procurement process effectively.

Differences between G-Cloud 13 and G-Cloud 14


Now that we have discussed the key features of G-Cloud, let's delve into the specifics. What exactly are the differences between G-Cloud 13 and G-Cloud 14

  1. Enhanced search functionality: While G-Cloud 13 offered a basic search feature, G-Cloud 14 takes it a step further by providing more advanced search options. This includes the ability to filter results by specific criteria, making it easier for buyers to find the services they need.

  2. The supplier application process: In G-Cloud 14, suppliers are required to provide more detailed information about their services, including how they meet specific security standards. This not only ensures a higher level of transparency but also helps buyers make more informed decisions.

  3. A new feedback mechanism: Unlike G-Cloud 13, where feedback was limited, G-Cloud 14 allows users to rate and review services, providing valuable insights for both buyers and suppliers.

  4. Scope of services covered: G-Cloud 13 focused primarily on SaaS (Software as a Service), PaaS (Platform as a Service), and IaaS (Infrastructure as a Service). However, G-Cloud 14 introduced specialist cloud services, expanding its reach beyond the previous confines. This allowed for more specialist companies to provide their services, giving public-sector bodies a wider range of options.

  5. Increased contract length: G-Cloud 13 limited contracts to 24 months, but G-Cloud 14 extended this to 36 months for some services. This extension allows for more extended projects, providing greater continuity and stability.

The G-Cloud 15 framework is set to launch in October 2025

Expected to launch on October 23rd 2025 - G-Cloud 15 prep begins! This annual G-Cloud framework renewal, represents the next iteration of the UK government's cloud procurement framework. As ever, it will build upon previous versions to streamline public sector access to cloud services and solutions. However, we are expecting some big changes this time around.

The key points discussed throughout this article:

  • Cloud Compute will not be renewed. This will be included within G-Cloud 15.
  • Some changes to the lot structure.
  • While the number of suppliers will not be capped - the criteria will be tougher for suppliers.
  • Increased compliance checks and gold FVRA as an example.
  • G-Cloud 15 is expected to operate on an 18-month to 24-month cycle!

Major changes were announced on June 19th 2025:

G-Cloud 15 will, like it's predecessor, learn from from previous versions to better serve both suppliers and buyers.

New Lot structure:

  • Lot 1a – IaaS/PaaS: Cloud Service Suppliers and Resellers
  • Lot 1b – IaaS/PaaS: Defence and Security Suppliers Only
  • Lot 2a – SaaS: Infrastructure/Service Management SaaS Only
  • Lot 2b – All Other SaaS
  • Lot 3 – Cloud Support: Including MSPs

Key Changes from G-Cloud 14 to G-Cloud 15:

  • Evaluation Criteria now includes: Price, Quality, and Social Value will now be part of the evaluation criteria which was not previously the case in G-Cloud 14.
  • Carbon Reduction Plans will be required for Lots 1a and 1b
  • Modern Slavery Statements will be requested
  • Technical Ability Certificates are optional but offer extra assurance to buyers
  • FRVA Gold required for Lots 1a and 1b
  • Cyber Essentials Certification is optional but recommended for added credibility
  • Call-off process can now be with or without competition as apposed to without competition only
  • It has also been communicated that each listing will also need a service definition document the same as last time
  • CDP will obviously be needed
  • ITT release date has been delayed until 23rd October 2025.
  • It will no longer be a transfer a listing as theres a lot of changes we will have to do each listing from scratch so this works in our favour as more businesses may need assistance. Call-off terms are 36 months (awaiting double confirmation on this point).
