CCS Gigabit Capable Connectivity: Framework Overview

The Dynamic Purchasing System (DPS) via CCS RM6095 can open significant opportunities for suppliers of gigabit-capable connectivity services. Here’s a straightforward guide to help you bid effectively and secure contracts under this framework.

Understand the RM6095 Framework

The CCS RM6095 framework supports public sector procurement of gigabit-capable connectivity services. It includes:

 • Broadband Connectivity Services
 • Infrastructure Build Services
 • Managed Infrastructure Services

This framework aims to enhance the UK’s digital infrastructure, ensuring high-speed connectivity for public sector organisations. It is open to new suppliers and runs till the 24/09/2025.

Gigabit CCS Framework

Get Your Documentation in Order

Start by gathering all necessary documents to demonstrate your capability and compliance:

 • Ensure your financial health meets CCS requirements.
 • Include in your bid library, certifications such as ISO 27001 for information security and relevant health and safety policies.
 • Prepare case studies and references that highlight your successful delivery of similar projects. To do this for each lot.

Build a Strong Bid Library

Follow the ITT structure and ensure your initial focus is on compliance (Pass/Fails), followed by wider evaluation criteria:

 • Technical Merit: Detail your capabilities and innovative approaches. Explain how your broadband solutions can improve public sector infrastructure.
 • Economic Value: Provide a transparent and competitive pricing strategy.
 • Social Value: Highlight contributions to sustainability, local employment, and community benefits.
 • Provide Comprehensive Evidence: Include quantifiable data, such as “Delivered 99.9% uptime for broadband services in previous contracts.” Use case studies to illustrate your reliability and expertise.

Gigabit Infrastructure Subsidy Programme - Cross-Regional Supplier Framework and Call-Off Contracts
UK London Department of Science, Innovation & Technology

BDUK intends to establish a Cross-Regional Single Supplier Framework, known colloquially as Type C, to award call-off contracts over the life of the Framework.

The Cross-Regional Framework is intended to appoint a single supplier to build gigabit-capable broadband infrastructure and whose role would be to target premises in respect of which (1) no or no appropriate market interest has been received through GIS market engagement steps for proposed Type A or Type B procurement areas; (2) BDUK has not awarded a contract following a procurement for Type A or Type B areas; (3) Type A or Type B contracts that cover these premises fail to be delivered by the supplier and are descoped or terminated; (4) Type C provides demonstrably better value for money or pace of build or coverage.

The Framework scope is expected to comprise up to c.500,000 premises, with a total estimated value of up to £800m. The average Call-Off Contract scope is anticipated to be between 50,000 and 150,000 premises. BDUK reserves the right to amend these figures to ensure that the framework can be used in accordance with criteria 1-4 above.
Call-Off contracts awarded under the Cross-Regional Framework will subsidise the design, build and operation of gigabit-capable supplier networks providing long-term, sustainable availability of wholesale gigabit broadband services in the hardest to reach parts of the UK.

BDUK issued a PIN on 18 August 2022 - ref 2022/S 000-023019 and on 5 January 2023 - ref 2023/S 000-000266 to discuss the Cross-Regional Framework.

Suppliers should consider the pre-qualification financial thresholds are reflective of the potential anticipated annual spend against the framework. They will also need to be able to demonstrate they can deliver gigabit-capable connectivity at pace and volume to support BDUK's 2025 and 2030 objectives.

Full Fibre Northern Ireland — Gigabit Capable Fibre Tranche 2
UK Downpatrick Newry Mourne and Down District Council

Newry, Mourne and Down District Council (The Council) hosts the Full Fibre Northern Ireland (FFNI) Consortium and is procuring services on behalf of the consortium members and other public sector customers.FFNI is a consortium of the ten Northern Ireland Councils outside Belfast. This procurement is one of several that will be operated by the Council on behalf of the customers, dividing the total requirement into smaller collections of sites. The Council wishes to procure a supplier of gigabit-capable fibre connectivity services that will underpin wide area network connectivity to customer sites.FFNI’s gigabit-capable connectivity project is part-funded by the Department for Digital, Media, Culture and Sport (DCMS) through Wave three of its local full fibre network programme (LFFN). It may also be part-funded by the DCMS Rural Gigabit Connectivity (RGC) Programme and by other sources of funding. The Council requires the supplier to design, build and operate the services over the duration of the contract. The Council wishes to procure replacement access circuits in the form of Point-to-Point (P2P) dark fibre or virtual equivalent circuits (Tail Circuit Services) to customer locations across the consortium members’ administrative areas. These infrastructure services will be procured over the long term, from 20 to 30 years or more. It is anticipated that through the potentially large number of connected sites, economies of scale may be realised through aggregation, leading to innovative and cost-effective solutions from the market. The customers intend to separate the provision of these infrastructure services from the provision of their wide area network (WAN) services. Their WAN managed services will be delivered through the arrangements with existing WAN suppliers or will be separately procured. The supplier may provide all elements of the solution itself or may combine commodity services and products from telecoms providers, services from subcontractors and its own tools, services and expertise, to provide the solution. The supplier will provide a service management function to manage proactively the availability of the solution to agreed service levels, and to provide prompt remedial action in the event of failure. All aspects of the service should be compliant with the relevant security, information management and regulatory requirements. All bids must provide dark fibre (or equivalent) gigabit-capable fibre circuits that meet the requirements described in requirement 1 of the Volume 2 requirements document. The B end connection must be to a point of presence that is directly or indirectly accessible to typical WAN suppliers, so that the circuits may be quickly, cost effectively and practically integrated into the Customers’ WANs.The circuit must be maintained in usable condition, available to the customer for a period of at least 20 years. The supplier will hold a separate contract with each customer, so that this procurement is expected to result in ten separate contracts. However, the contracts will be almost identical, other than in respect of the sites that they cover.
