Detailed Bid Preparation Steps

  1. Research and Buyer Insight:
    • Understand the specific goals and previous projects of the public sector buyer.
    • Align your proposal with their strategic objectives and brand identity.
  2. Highlighting Unique Value Proposition:
    • Emphasise innovative approaches and past success stories. The public sector like examples from the public sector, though this is not essential.
    • Demonstrate how your services provide superior value and impact. It's a competition and they can only judge you based on what you put in the bid.
  3. Focusing on Quality and Detail:
    • Ensure a high quality bid with professional presentation.
    • Provide comprehensive and detailed responses to all tender questions. If you don't fully answer the questions, there is zero chance that you will score full marks.
  4. Meeting Compliance Requirements:
    • Clearly document compliance with all mandatory requirements. If you don't have a key requirement in place, ask a clarification question to see when you need to have it in place, or if another accreditation or policy will suffice.
    • Include evidence such as case studies, client testimonials, and certifications.

In providing security it is important that the security provider understands the link between pastoral support and safety intervention. As such we need a commitment from a provider that has experience of working with young and vulnerable people with the ability to provide coaching and support as a method to engage learners in college life and learning.Staff will need to have experience of working with, and coaching, young and vulnerable people. It is important that security is visible around campus areas at all times during core hours and to be prepared to challenge and support behaviours by:• talking with young people• listening to corridor conversations• identifying and reporting to SLT potential issues• defusing behavioural situations• moving learners from campus spaces in to classrooms• vigilant approach to lanyards and on campus safety• supervision of campus entrances and exits at the start and end of the dayOur security provider will be expected to work closely with the executive, safeguarding and student support teams and provide information on emerging issues and trends such as knife crime, bullying, gang crime and social media crazes. The provider should maintain training and development of personnel deployed under the services to be able to respond to immediate security risks as required including physically removal of individuals, de-escalating aggressive conflict and responding quickly to lockdown PAP processes and implementing safety actions. We are keen to work with a provider who may find efficiencies by also training and developing RNN staff on security and safety management. The college operates its core learning activities hours from 8 am to 6 pm but also provides evening classes up to 9 pm and has a team of estates personnel that could provide complimentary cover for building security and critical incidents.Security should also cover physical building and services safety and as such should work closely with the Estates team on identifying and recording health and safety compliance issues such as fire escapes, electrical faults, water ingress and leaks, and property damage. The Group has Closed Circuit Television across its campuses and the security provider will be expected to work with the college on access and control of footage used in providing security services to the Group.

QUB/2485/23 Contract for for a Compact Multi-modal and Multi-scale Retinal Imaging System
UK Belfast Queens University Belfast

Multiple research groups within QUB are addressing the earliest changes of disease at the complex intersection between normal ageing and early pathology in AMD (Peto, Hogg, Lengyel), Diabetic Retinopathy (Peto, Stitt, Lois, Hogg, Curtis) and Glaucoma (Azuara-Blanco and Hogg), exploring interventions to delay or prevent onset. Cutting edge retinal imaging is crucial to these endeavours. Advanced retinal imaging has been at the forefront of research advances in ophthalmology; as resolution has increased, the capacity to understand disease mechanisms has advanced for all major blinding conditions. In the retina, this has advanced on two parallel fronts, firstly, improved imaging of individual retinal layers including the photoreceptor mosaic, and secondly, improved imaging of retinal vasculature and microvasculature and associated structures. At the forefront of this is the ultra-high resolution provided by adaptive optics techniques, enabling single cell resolution in vivo. To date, these various technologies are available at QUB to support clinical trials on separate instruments, necessitating long tiring visits for patients and challenges for researchers in co-registering the different imaging types to look at the same location simultaneously. In order to address some of the above issues, Queens University wishes to procure a compact, multi-modal and multi-scale retinal imaging system, with microscopic resolution capability that is able to overcome the above-mentioned issues, in combination with laser-based imaging to help with media opacities and provide confocality. The equipment will be installed at The Wellcome Trust-Wolfson Northern Ireland Clinical Research Facility (NICRF), a joint venture between Health and Social Care, Queens University, and the University of Ulster, located in Belfast City Hospital.

Implementation of the Water Safety & Drowning Prevention Recommendations
UK Caerdydd / Cardiff Llywodraeth Cymru / Welsh Government

This partner will play a pivotal role in assimilating knowledge and insights from diverse sources, bolstering Welsh Government and Water Safety Wales efforts towards achieving strategic objectives. The delivery partner will possess the experience to support organisations in executing water safety and drowning prevention strategies effectively. Welsh Government requires a delivery partner capable of leveraging their established connections to raise awareness among practitioners, policymakers, and the public while providing adaptable and comprehensive support. The successful partner should not only fulfil a secretariat role, but also demonstrate a nuanced understanding of the WDPS and its recommendations, employing their expertise in development, management, and adaptability to address emerging water safety issues.Maintaining consistent communication with Welsh Government officials, the partner will ensure alignment of future Water Safety Wales programmes with evolving concerns in water safety education, training, and outreach. The WDPS includes action on the report’s identified themes: Alcohol, Supervision, Safe Access, Learning to Swim, Risks and Plans, Safer Holidays, Data Issues, and Support. The WDPS can be downloaded here - https://www.nationalwatersafety.org.uk/media/1236/water-safety-strategy-2020-2026.pdf.The successful bidder will be awarded a 13-month contract with a 12 month extension option to deliver the workstreams. Creative Campaigns HES/C/4225
UK Edinburgh Historic Environment Scotland

The strands which our campaigns may focus on are:- Membership acquisition and retention- Visitor led campaigns driving footfall to sites – mainly through events or linked to new experiences or developments at our sites- Data capture across our audiences- Campaigns to promote non-visitor related product or services. This could include but not exclusive to; fundraising/legacy, third party venue hire for corporate events, promotion of weddings, retail including promotion of our online shop and promotion of our archives.KEY CONSIDERATIONSIt is essential that all resources adhere to our brand guidelines. We are currently looking at brand development, but the appropriate brand/sub brand guidelines will be supplied when available. It is also essential that the successful tenderer has a deep understanding of our target audiences, what they need, what they value, their abilities and limitations. We can provide information about our audiences if required.MEMBERSHIP – ACQUISITION & RETENTIONThe creative campaign should allow the ability to connect with audiences in a competitive market and appeal to the modern consumer by promoting value and affordability alongside social and outgoing/days out appeal. Campaigns should focus on the value of membership for visiting our sites, but messaging should focus on specific benefits and times of year to appeal to different segments of members. The events programme for 2024 has not been confirmed yet, however as an example Spectacular Jousting at Linlithgow Palace is one of the most attended events each year. All events are listed on the HES website:www.historicenvironment.scot/eventsMembership Retention – Depending on any emerging trends with the levels of member retention, HES may also consider promotional activity linked to retention. HES’s current UK member retention level is 76% which is below the national average for UK visitor attraction membership schemes which sits at 80%. At the end of July 2023 HES had 192,969 members.Visitor Marketing – HES’s approach to visitor marketing is to focus promotion on reasons to visit the sites (start of season, events and exhibitions) the scale of which dictates whether a paid campaign is required, admissions promotions and changes to the experience or new developments.HES may require focus on Stirling Castle, Edinburgh Castle or the Engine Shed (additional visitor facing brands of Historic Environment Scotland) at strategic times of the year and any other site should it be required.
