The Crown Estate has launched a competitive procurement for its Capital Projects Multidisciplinary Consultancy Framework: a four-year agreement worth £69,480,000 (including VAT) covering a wide range of professional consultancy services across its London and regional capital projects portfolio.

An Important Note on Process: This Is a PSQ Stage

It's worth being clear from the outset: the 1 June 2026 deadline is for requests to participate (a Pre-Qualification Questionnaire stage), not a full tender submission. The Crown Estate is running a competitive flexible procedure with four stages: PSQ, ITT, supplier presentations and a Best and Final Offer stage. Suppliers should plan accordingly and not underestimate the commitment involved.

What the Framework Covers

The framework is divided into four lots, each with sub-lots covering different portfolio areas and locations:

  • Lot 1: Project Management: sub-lots covering London Commercial, London Regional and Regional portfolios (estimated value: £16.44m inc. VAT)
  • Lot 2: Architecture: sub-lots for London Commercial Large, London Commercial Small, London Residential and Regional portfolios (estimated value: £23.76m inc. VAT)
  • Lot 3: Multidisciplinary Design & Engineering: covering Civil & Structural, MEP, Fire Engineering, Sustainability, Acoustics and Specialist Lighting (estimated value: £25.56m inc. VAT)
  • Lot 4: Other Consultancy Services: Cost Consulting, Building Control, Measured Surveys and Asbestos Surveys (estimated value: £11.4m inc. VAT)

This is a genuinely multidisciplinary opportunity. While many bidders will target their core discipline, the sub-lot structure means that firms with strong niche specialisms (MEP engineers, fire consultants, acoustic specialists, cost managers, building controllers) should all take a close look at Lot 3 and Lot 4 in particular.

Bidding Considerations

Prestige comes with high standards: The Crown Estate is a discerning buyer with exacting quality expectations. Case studies, technical capability and sustainability credentials will all be scrutinised. Ensure your submission reflects the scale and complexity of the estate's portfolio.

Social value carries weight: The evaluation criteria give 10% to Social Value alongside 50% Quality, 25% Commercial and 15% Supplier Presentations. This is not a token gesture; prepare a substantive response.

Sub-lots give you options: Don't feel you need to bid across the board. A focused, well-evidenced submission for one or two sub-lots will almost always outperform a scattered approach.

Consortium or partnership bids: Given the multidisciplinary nature of the framework, partnering with complementary firms may strengthen proposals, particularly for Lot 3.
