The Department for Education is running preliminary market engagement to understand how suppliers can offer technology hardware and software deals, discounts and value-added propositions that can be made easily accessible to schools.

This is not a procurement or contracting exercise at this stage. It is a market engagement process that may inform future arrangements. Suppliers can review the Find a Tender notice and decide how best to contribute. Thornton & Lowe supports technology suppliers through IT tender support where they need to turn technical capability into buyer-focused evidence.

What DfE wants to understand

The Department is looking for offers that could be promoted or signposted to schools through DfE platforms, including the Find a Buying Solution service. The aim is to help schools access competitive, trusted deals while reducing cost and purchasing complexity.

The scope includes hardware and software, with CPV codes covering portable computers, desktop computers, computer accessories and educational software. However, suppliers should not simply submit a product list. DfE is asking how deals are structured, how they create value and how they can be presented in a simple, transparent and beneficial way for schools.

What a strong submission should show

DfE is asking suppliers to demonstrate measurable cost savings compared with existing routes, added value beyond price and improved access to reliable, high-quality technology and software for pupils and staff.

Examples of added value could include training, support, sustainability initiatives, device recycling, digital inclusion, licensing support or implementation help. The Department is also interested in offers that unlock efficiencies at scale, rather than short-term or one-off discounts.

Important clarification

This is not a free advertising opportunity and participation does not guarantee that any offer will be promoted. DfE says it will not promote offers that do not meet its criteria for value, relevance and benefit to schools. Any decision to feature or signpost a deal will be made using a proportionate and consistent approach.

Suppliers should therefore prepare a concise, evidence-led proposition that explains the problem for schools, the deal structure, the measurable saving, the implementation model and the support available after purchase. Our bid writing service can help turn that proposition into a clear submission.

Key dates

  • Engagement deadline: 17 July 2026
  • Estimated tender notice publication date: 31 July 2026
  • Current status: Preliminary market engagement
  • Future contracting model: Not yet determined

Bid preparation priorities

Suppliers should prepare pricing comparisons, evidence of school-sector experience, support models, sustainability commitments, implementation timescales, data and security considerations, and examples of how their offer reduces workload or improves outcomes for schools. The most persuasive submissions will be clear about value for money and easy for non-technical school buyers to understand.

If you're interested in this opportunity, Thornton & Lowe can help you shape a clear, evidence-led market engagement response for DfE's school technology work.
