YPO has established a Dynamic Purchasing System (DPS) for the supply of vehicle telematics and journey recording solutions, covering commercial vehicles, specialist vehicles, light vans and cars. With an estimated value of between £30m and £50m, and new entrants welcomed at any point until February 2029, this DPS represents a flexible, ongoing route to market for telematics providers targeting the public sector.

If you are assessing whether to join, contact Thornton & Lowe for a quick review to help you make the right call.

What Makes a DPS Different?

Unlike a traditional closed framework, a DPS remains open throughout its life. Suppliers can apply to join at any point, and buyers issue call-offs to registered suppliers as and when requirements arise. This means there's no single "bid window". It also means, however, that the sooner you're registered, the more call-off opportunities you can access. Being on the DPS doesn't guarantee work; it qualifies you to compete for it.

Who Is This For?

The DPS is specifically focused on vehicle telematics hardware, software and journey recording technology for public sector fleets. This is relevant to:

  • Telematics hardware and device manufacturers
  • Fleet tracking and GPS software providers
  • Journey recording and dashcam solution providers
  • Vehicle data analytics platforms
  • Managed telematics service providers

YPO's public sector customer base includes local authorities and other fleet operators, meaning the end-user base for call-offs is broad.

How to Approach Your Application

  • Review the full DPS documentation: The joining criteria, technical specifications and onboarding requirements are all set out in the procurement documents. Make sure your products and services align with the scope before investing time in an application.
  • Fleet breadth: Show flexibility across vehicle types: commercial vehicles, specialist vehicles, light vans and cars. Public sector buyers often have diverse fleets.
  • Keep your documentation current: Because you can apply at any time, it's worth keeping your compliance documentation and certifications up to date so you can move quickly when you're ready to apply.
