Yorkshire Purchasing Organisation (YPO) is carrying out preliminary market engagement for a new Drones and Drone Services framework, with an estimated value of £600 million including VAT over four years. The opportunity is intended to replace and develop YPO's existing route to market for drones, UAV technology and associated specialist services.

The scope is broader than drone hardware, but suppliers should be careful not to read it as a general photography or media-services framework. The engagement is centred on public-sector UAV requirements, including operational drone services, surveying, inspection, surveillance, analysis, servicing and maintenance. If you are deciding whether this opportunity matches your offer, contact Thornton & Lowe for a practical bid/no-bid review.

Scope of the proposed framework

YPO's notice describes a renewal of its existing solution for drones, unmanned aerial vehicles and associated services. The service scope includes areas such as surveying, distribution, photography and video production, analysis and surveillance, alongside servicing and maintenance. The key point for suppliers is the context: these activities sit within specialist UAV delivery for public-sector buyers rather than conventional commercial photography or event filming.

The proposed structure covers two main routes: drones and drone services. YPO expects to use a competitive selection process for both lots, with an award-without-competition route also proposed for the drones lot. The final structure may still change following engagement, so suppliers should use the consultation period to test how their products, accreditations, operational capability and service model fit the proposed requirements.

Who should consider the opportunity?

This framework is likely to be most relevant to UAV manufacturers and distributors, specialist drone operators, survey and inspection providers, public-safety and surveillance specialists, data and imagery analysis businesses, and suppliers providing maintenance, servicing or supporting UAV technology. It may also suit SMEs with a focused technical capability, as the notice specifically identifies the opportunity as suitable for SMEs and VCSEs.

For suppliers that are newer to framework bidding, our guide to tenders, contracts and frameworks explains how a framework place differs from winning a single contract and why call-off routes matter commercially.

Key dates and commercial detail

  • Authority: Yorkshire Purchasing Organisation (YPO)
  • Estimated value: £500 million excluding VAT / £600 million including VAT
  • Proposed term: 1 March 2027 to 28 February 2031
  • Market engagement deadline: 21 August 2026
  • Estimated tender notice: 1 October 2026
  • Stage: Preliminary market engagement, not yet a live tender

Suppliers should review the Find a Tender notice for Drones and Drone Services before responding to the engagement or planning a future bid.

Preparing ahead of the tender

At this stage, preparation should focus on evidence rather than writing a speculative tender response. Map your offer to the likely lot, identify contracts that demonstrate safe and reliable UAV delivery, and gather evidence on operator competence, regulatory compliance, data handling, maintenance, service continuity and performance reporting.

It is also worth testing the commercial fit early. A framework value is an estimate of potential spend and does not guarantee work for an appointed supplier. Your decision should therefore consider likely call-off activity, your ability to compete across the relevant public-sector use cases and the cost of maintaining a compliant framework offer over the term.
