The North of England NHS Commercial Procurement Collaborative (NOE CPC) is developing a new national framework, currently using the working title Specialist Security Services and Nurse Call Systems Framework, with an estimated value of £145 million excluding VAT (£174 million including VAT).
The framework will replace NOE CPC's existing Security Services framework, NOE.0571, which expires in June 2027. Its scope is expected to extend beyond traditional guarding and security services to include areas such as CCTV, access control, alarm monitoring, surveillance technology, nurse call and patient-monitoring systems, installation and maintenance, crisis management and associated training.
NOE CPC published a preliminary market engagement notice on 24 August 2026. That engagement closed on 9 September and will help shape the final framework before the procurement goes to market. The tender notice is currently estimated for publication on 1 November 2026.

Why This Framework Matters
The framework is intended to replace the existing NOE.0571 Security Services agreement with a broader solution covering both specialist security and healthcare-related technology.
The preliminary scope includes manned guarding, patrol and surveillance services alongside CCTV, alarms, access control, sensors, system installation and maintenance. The final structure is still being developed. Suppliers should therefore avoid assuming that the scope or lotting arrangements are fixed until NOE CPC publishes the tender documents.
