Scape Procure Limited has published a preliminary market engagement notice for SCP015, a new Regional Construction Framework expected to be worth £1,440,000,000 (including VAT) over four years. Covering a wide swathe of England across four regional lots, this framework will give appointed contractors access to a broad pipeline of public sector building projects through one of the sector's most widely used central purchasing bodies.

Lot Structure and Regional Coverage

A Critical Detail: Only Three Suppliers Per Lot

SCAPE currently anticipates appointing three suppliers per lot for a total of 12 suppliers across the framework. This is a very concentrated panel for a framework of this value, and it fundamentally shapes the competitive dynamic. Only contractors with a strong geographic presence, robust financial standing (an anticipated annual turnover requirement of £20m per supplier) and compelling public sector experience are likely to progress.

SCAPE is also open to bids from consortia or JVs, which may be a route for organisations that can offer complementary strength across a region but wouldn't individually meet the standalone requirements.

Bidding Considerations

  • Geographic focus: Target the lots where you have established delivery capacity and relationships. Trying to bid across all four lots without a credible regional presence in each will be a red flag.
  • Public sector end users: SCAPE frameworks are used by local authorities, schools, NHS trusts and other public bodies. Evidence of working collaboratively with a range of public sector clients, and understanding their procurement and delivery expectations, will strengthen your bid.
  • SME engagement via supply chain: SCAPE has stated an intention to design the framework to facilitate SME engagement through the supply chain. Larger contractors bidding should demonstrate a clear, credible approach to SME inclusion.
