The Government Commercial Agency (GCA) has published a preliminary market engagement notice for RM6404 Postal Services and Solutions 2, the successor framework to the current RM6280 Postal Goods and Services agreement. With an estimated value of £3,240,000,000 (including VAT) and a four-year term, this will be the recommended procurement vehicle for postal services and solutions across UK central government.

If you're evaluating whether this framework is worth pursuing, Thornton & Lowe can support you with an expert assessment of your position and what you'd need to do to compete.

Who Should Be Paying Attention?

The scope here is broader than traditional letter and parcel delivery. RM6404 is explicitly designed to capture new technologies and innovations, helping public sector buyers move towards more digital mailroom environments. That means the opportunity is relevant to providers working across:

  • Physical postal and mail delivery services
  • Digital mail and hybrid mail solutions
  • Mailroom equipment (postage franking, sorting, scanning, document management)
  • Electronic mail platforms and software
  • Document management and storage services
  • Mailroom consultancy and transformation

This is not an office stationery or general equipment framework. It is specifically focused on postal goods, services and the digital transformation of public sector mailrooms. Suppliers should review the CPV codes in the official notice carefully to confirm their fit.

Where Are We in the Process?

This is currently at preliminary market engagement stage; no formal tender has been published yet. The GCA is running engagement activities from May to November 2026, including webinars, surveys, one-to-one sessions and workshops. The tender notice itself is not expected to be published until February 2027, with the framework commencing in September 2027.

Bidding Considerations

  • Engage now: Market engagement isn't just a courtesy. It gives you visibility of the buyer's priorities, the likely lot structure and evaluation criteria before they're set in stone. This is one of the most valuable stages of the procurement cycle.
  • Know your lot: The final lot structure hasn't been published yet, but the breadth of CPV codes signals multiple lots covering physical delivery, digital solutions and equipment. Start thinking about which parts of your offering are most competitive.
  • Evidence your public sector track record: Central government buyers expect suppliers to demonstrate familiarity with public sector processes, procurement standards and data security requirements. This is particularly relevant for digital mail and document management.
  • Innovation matters: The GCA has been explicit that this framework should drive digital transformation. Suppliers who can articulate a credible approach to helping buyers modernise their mailroom operations will have an advantage.
