Regional Construction Framework: Early Engagement for Contractors

Procurement Hub, operated by Places for People Group, has started preliminary market engagement for a new Regional Construction Framework. This is an early engagement notice rather than a live tender, so contractors are not yet being asked to submit a full framework bid.

The proposed framework is intended for construction projects valued at up to £10 million and is expected to run for six years. Procurement Hub is using the engagement period to test the lot design, supplier density, thresholds, accreditations, contract mechanics and appetite from regional contractors. Who should pay attention?

The notice is explicitly focused on regional construction capability. It is likely to be most relevant to contractors that can deliver public-sector building works at a regional level, have established labour and supply-chain capacity, and can evidence delivery on projects in the proposed value band.

That is more useful than treating every company under a broad construction industry label as an equally strong target. Contractors should test whether their project size, geographic reach, financial capacity and track record align to the framework's intended position. A smaller supplier panel is proposed

Procurement Hub's notice describes an intention to limit the panel to three contractors per lot. That makes the eventual competition materially different from frameworks that appoint large numbers of suppliers. A smaller panel may create a more focused route to call-offs, but it also means the initial framework competition could be demanding.

The final lot structure has not yet been published. The engagement is specifically intended to stress-test the design, so suppliers should avoid making assumptions about regions, thresholds or award mechanics until the tender documents are issued.

Why engage now?

The market session gives contractors an opportunity to provide feedback on practical issues such as lot design, insurance and financial thresholds, social value, reporting, mobilisation and bid appetite. It also gives suppliers an early view of how Procurement Hub is thinking about the next framework before the formal tender starts.

For bid teams, this is a useful point to check framework readiness. Review comparable project evidence, health and safety performance, quality systems, carbon and social value data, subcontractor controls and regional supply-chain information. Doing that work now is more useful than trying to reconstruct evidence after a tender notice appears.
