PROSPER Building Safety Framework: £600m Across Four Lots

PROSPER has launched a £600 million building safety framework for its members and other eligible public-sector bodies across the UK. The procurement covers consultancy, passive fire protection, active fire systems and end-to-end principal contractor services.

The tender closes at 10am on 4 September 2026. With four service lots and six regional sub-lots, bidders need to make an early decision about the scope and regions they can support.

Four building safety lots

  • Lot 1: Consultants. Fire risk assessments, including destructive and non-destructive work, compartmentation surveys and fire door assessments.
  • Lot 2: Passive fire protection works. Fire door replacement and repair, compartmentation works and fire and smoke dampers.
  • Lot 3: Active fire protection works. Emergency lighting, alarms and detection, sprinklers, suppression systems, smoke control and rising fire mains.
  • Lot 4: Principal contractor, end to end. Delivery of the complete scope covered by Lots 1 to 3.

The four-year framework is estimated to run from 13 October 2026 to 12 October 2030.

Six regional sub-lots

Each service lot is divided into:

  • North East;
  • Yorkshire and North West;
  • Central;
  • South East;
  • South West; and
  • Wales.

PROSPER intends to appoint up to six qualified providers per regional sub-lot. Bidders should select regions where they can demonstrate dependable technical coverage, supervision, supply chain and response capability.

A critical lot restriction

Suppliers can bid for one or more of Lots 1, 2 and 3, up to a maximum of three lots, or bid for Lot 4 only. A bidder seeking Lot 4 will not be considered for an award on the individual specialist lots.

This decision should be treated as a strategic bid/no-bid choice. Lot 4 may offer broader scope, but it requires credible coordination of consultancy, passive and active fire services. Specialist suppliers may achieve a stronger score by focusing on one or more of Lots 1 to 3.

Call-offs and supplier fee

Contracts may be awarded through direct call-off or a competitive selection process. Appointed suppliers that win call-off work will pay a framework fee of up to 2%, calculated against the invoiced value paid under the call-off contract.

Bidders should account for this fee in their commercial model and make sure it is understood by finance and operational teams. Appointment to the framework does not guarantee call-off income.

Evaluation

  • Quality: 55%.
  • Price: 40%.
  • Social value: 5%.

The framework is identified as suitable for SMEs, subject to the conditions of participation in the tender documents. The potential users include registered social landlords, local authorities, education providers, NHS bodies, police, fire and rescue organisations and registered charities.

What bidders should evidence

The evidence required will differ by lot, but common themes are likely to include:

  • relevant third-party certifications, competence and technical governance;
  • experience in occupied housing and public buildings;
  • resident, client and stakeholder communication;
  • survey quality, traceable records and remedial prioritisation;
  • product and system compliance, inspection and handover;
  • management of specialist subcontractors and interfaces;
  • mobilisation and responsive delivery across each selected region;
  • building and fire safety risk controls;
  • quality assurance and defect management; and
  • specific, measurable social value commitments.

Lot 4 bidders will also need to show how they integrate the three specialist workstreams under one principal contractor model without weakening accountability or technical assurance.

Develop a lot-specific response

Using identical answers across regions or service lots is unlikely to show enough understanding. Bidders should tailor mobilisation, resources, supply chain and delivery evidence to the lot and geography.

  • Enquiry deadline: 28 August 2026 at 10am.
  • Tender deadline: 4 September 2026 at 10am.
  • Estimated award decision: 28 September 2026.
  • Estimated framework start: 13 October 2026.
