NHS Healthier You Framework: £738m Procurement Explained

NHS England is procuring the NHS Healthier You framework, valued at £738,000,000 over three years and run under the Health Care Services (Provider Selection Regime) Regulations 2023. This is one of the largest preventative health procurements currently live in the UK, and it covers a tightly defined scope that providers need to understand clearly before deciding whether to bid.

What the Healthier You framework covers

Unlike a broad preventative care framework, NHS Healthier You has four specific programme strands:

  • Behavioural Support for Obesity Prescribing: A new intervention to provide structured behavioural support alongside weight loss medications (GLP-1 drugs such as semaglutide) as mandated by NICE Technology Appraisal TA1026. This is directly linked to the NHS rollout of anti-obesity prescribing in primary care.
  • NHS Diabetes Prevention Programme (re-procurement): The re-commissioning of structured behavioural interventions for individuals identified as at high risk of developing Type 2 diabetes. This is a long-established programme with a track record of national delivery.
  • Long-Term Conditions Prevention Pilot: A new pilot programme for people living with hypertension, testing whether behavioural interventions to support healthy weight, nutrition, and physical activity can reduce the incidence of related long-term conditions. Initially piloted across 8 Integrated Care Systems, with potential to expand.
  • Type 2 Path to Remission Programme (re-procurement): Re-commissioning of interventions for individuals living with overweight or obesity and a recent Type 2 diabetes diagnosis, supporting significant weight loss through total diet replacement and structured behavioural support.

The common thread across all four areas is structured, tailored behavioural intervention, delivered at scale, with robust data collection and outcome measurement. Providers without significant experience in this model will struggle to compete.

The Provider Selection Regime

This procurement is conducted under the Health Care Services (Provider Selection Regime) Regulations 2023, not the standard Public Contracts Regulations or Procurement Act 2023. The PSR applies specifically to healthcare contracts and has different process requirements from standard public procurement. Tips for a competitive bid

  • Be precise about your programme fit: This is not a general health and wellbeing framework. Your bid must demonstrate direct experience in delivering structured behavioural interventions at the programme level, ideally within the NHS or a comparable national commissioning context.
  • Evidence scale and data capability: NHS England is commissioning at national scale. You must demonstrate that your delivery model, technology infrastructure, and workforce can operate across multiple ICS areas and report outcomes in the formats NHS England requires.
  • Understand the PSR selection criteria: Under the Provider Selection Regime, the selection process is different from a standard competitive tender. Review the specific regulations and NHS England's guidance before structuring your response.
  • Obesity prescribing context is new: The Behavioural Support for Obesity Prescribing strand is a genuinely new programme area, directly linked to the NHS expansion of GLP-1 prescribing. Providers who can demonstrate credible plans for delivering at pace in this emerging area will have an advantage.
