Differences with the existing framework
NEPO233 is already recognised as a route to deliver retrofit and decarbonisation works. The 2026 notice concerns the development of the next arrangement. Potential bidders include organisations able to manage whole-house or whole-building retrofit programmes, as well as specialists in insulation, glazing, heating, solar PV, ventilation, controls and related energy-efficiency measures. The final procurement may also require technical assessment, design, resident engagement, funding compliance and programme management.
A direct framework bid is most credible where the supplier can take responsibility for the full scope attached to its lot. Specialist installers may be better placed within a delivery partner’s supply chain if the lot requires end-to-end retrofit coordination.
