The Ministry of Defence has announced Programme FRONTIER, a multi-year programme intended to accelerate the use of frontier artificial intelligence across Defence. The programme has an estimated value of approximately £100 million excluding VAT, with an initial suite of contracts expected to be worth around £8 million.
This is not a single framework competition. The MOD plans to run a series of procurements, beginning with mature AI products and services that can reduce cyber risk and be deployed into operational environments within months.
What the MOD is seeking first
The initial focus is on AI capabilities that can support Security Operations Centres protecting MOD networks. The planned procurement notice makes a clear distinction between deployable operational capability and early-stage experimentation.
The MOD is interested in products and services that are already mature or can be developed rapidly to enterprise grade. It is not currently seeking proposals to create entirely new capabilities, generic demonstrations or evaluations of alternative products. Some sandbox testing may be considered where a high-impact solution needs controlled integration with live MOD data.
The proposed commercial route
The initial phase is expected to be procured through the Government Commercial Agency Dynamic Purchasing System for Artificial Intelligence. Suppliers interested in Programme FRONTIER will therefore need to be registered on the AI DPS as well as meeting the requirements of the individual competition.
The MOD is considering a multi-supplier approach that supports SMEs, collaborative delivery and partnerships between technology providers. The procurement is expected to use a competitive flexible procedure with an initial conditions of participation stage, followed by detailed tenders, presentations or demonstrations for shortlisted suppliers.
Likely evaluation priorities
The notice provides unusually useful early detail about how solutions may be assessed. Suppliers should expect to address:
- measurable cyber risk reduction: benefits must go beyond visibility or reporting;
- operational maturity: the solution should be ready for integration and deployment in a working SOC;
- Defence and national security constraints: previous MOD delivery is not mandatory, but bidders need to understand the environment;
- security and hosting: data handling and security controls must be clear, with UK-hosted services preferred;
- whole-life cost: trial pricing and longer-term operating costs will both matter; and
- sovereignty and control: external dependencies should be transparent, with a credible route towards UK control where relevant.

What suppliers should do now
First, confirm whether your organisation is already registered on the GCA AI DPS and whether the relevant service categories match the proposed solution. If registration is still required, do not leave that work until the Programme FRONTIER competition is released.
Second, prepare a concise operational proposition. The MOD is looking for a defined capability, a realistic deployment route, clear integration needs and evidence that the technology can create measurable value quickly. A generic AI capability statement is unlikely to be persuasive.
Finally, identify any partners needed for deployment, security assurance, systems integration or specialist Defence knowledge. Collaboration is encouraged, but responsibilities, intellectual property, hosting and commercial ownership should be agreed early.
