Efficiency East Midlands (EEM) has launched the tender for EEM0053 - Fire Safety, Fire Doors and Building Remediation Works Framework. The four-year framework has a published maximum value of £800 million including VAT and is designed for EEM members and other authorised public-sector users.
The bidder audience is specific. Depending on the lot, the opportunity is aimed at fire-safety and building-remediation contractors, fire-safety consultancies, fire engineers and surveyors, and fire-door manufacturers and installers. How EEM0053 Is Structured
The tender contains 10 sub-lots across three main areas:
- Fire Safety and Building Remediation Works: Midlands coverage and national coverage across England and Wales.
- Fire Safety Consultancy: Midlands coverage and national coverage across England and Wales.
- Fire Doors: national supply-only and supply-and-installation lots for composite, timber and timber internal fire doors.
The works scope is wide, covering areas such as fire-door remediation, external wall and cladding remediation, cavity barriers, intrusive investigations, Building Safety Act support, active fire-protection systems, testing, maintenance and work in occupied buildings. The consultancy lots include fire strategies, evacuation planning, surveys, fire risk assessments, compartmentation, fire-stopping, cladding/EWS1 work and fire-engineering advice.

Supplier Numbers and Evaluation
EEM reserves the right to appoint up to eight contractors to each sub-lot, with a reserve bidder also possible. The tender information also identifies SMEs and VCSEs as suitable.
The published evaluation is 50% presentation, 40% price and 10% social value. That puts substantial weight on how bidders explain and evidence their delivery approach, competence and compliance rather than treating the exercise as a price-led competition.
What Bidders Should Prepare
- Select the right sub-lots. Separate works, consultancy, supply-only and supply-and-installation capability before deciding where to bid.
- Check accreditations and qualifications. The notice states that contractors and subcontractors must hold the requirements set out in the tender pack.
- Evidence Building Safety capability. Relevant bidders should prepare examples involving compliance, higher-risk buildings, fire strategies, remediation and digital quality information.
- Plan for occupied environments. Resident liaison, sequencing, safety and continuity of building use can be important differentiators.
- Strengthen your presentation. With half of the evaluation allocated to presentation, rehearse a clear, evidence-backed proposition rather than treating it as an afterthought.
