Commercial Services Kent Limited operates an open Connect2Framework for specialist social care, education and community interim and temporary staffing services. The procurement covers agency workers across qualified and non-qualified education, nursery, social and healthcare, specialist SEND and interpreting roles.

This opportunity is for staffing agencies and contingent workforce suppliers, not organisations bidding to deliver commissioned care services directly. It is an open framework running to February 2034, so suppliers should confirm whether the latest notice represents a new application window or an update to an existing award. Role categories within the framework

The published scope includes non-qualified and qualified education workers, nursery workers, registered general nurses for shift work, qualified and non-qualified social and healthcare workers, specialist SEND occupational therapy and educational psychology roles, and interpreters.

Agencies should focus on categories where they have active candidate networks and robust compliance processes. A long list of services will not compensate for weak evidence of actual fulfilment capability.

What makes this different from a care-services tender?

The buyer is purchasing temporary staffing supply rather than a managed care-at-home or support service. The application therefore needs to focus on candidate attraction, screening, matching, booking fulfilment, worker management and reporting. Care-quality evidence is still relevant, but it must be connected to how the agency selects and monitors workers.

The open-framework structure also means the procurement has a lifecycle of tender, award and later reopening or update notices. Suppliers should not use the original closing date when assessing the current July publication.

Evidence a strong agency should prepare

  • Safer recruitment: identity, right-to-work, qualifications, DBS or PVG, references and employment-history checks.
  • Specialist matching: validation of role-specific skills, experience and availability.
  • Urgent fulfilment: out-of-hours coverage, escalation and contingency for hard-to-fill shifts.
  • Worker quality: induction, feedback, performance management and incident response.
  • Safeguarding: reporting routes, training, allegations management and information sharing.
  • Data and reporting: accurate bookings, compliance expiry alerts, spend and performance information.

Confirm the status of the latest notice

Review the official Find a Tender notice and its related procurement notices. Check whether suppliers are currently being invited to apply, which categories are open and whether existing framework terms, including any fee, continue to apply.

If the framework is open, use recent category-level evidence. Fill rates, compliance performance, candidate availability and response times will provide a stronger case than broad claims about database size.
