Barcud Shared Services is procuring an eight-year open framework for roofing and solar works across Wales. The framework is estimated at £32 million excluding VAT, or £40 million including VAT.
The notice has been amended to extend the clarification and submission dates. Tenders are now due by 12pm on 14 August 2026, leaving a limited window for suppliers to complete their response.
Three framework lots
Suppliers may bid for any number of the three lots:
- Lot 1: Pitched roofs. Supply, installation and repair, with an estimated value of £16 million excluding VAT.
- Lot 2: Flat roofs. Supply, installation and repair, with an estimated value of £4 million excluding VAT.
- Lot 3: Solar installation and repair. An estimated value of £12 million excluding VAT.
The values may be shared between lots, so they should be treated as estimates rather than guaranteed spend.
How the open framework will work
The framework will run from 7 September 2026 to 6 September 2034. It is designed as an open framework, which means it can be reopened to new suppliers during its lifetime in accordance with the final framework rules.
There is no stated maximum number of suppliers and no framework fee. Call-offs may be awarded directly or through mini-competitions. Prices submitted at framework stage are for tender evaluation, and suppliers may be asked to provide more specific pricing for individual call-offs.
Evaluation and deadlines
- Price: 60%.
- Quality: 40%.
- Enquiry deadline: 7 August 2026 at 12pm.
- Tender deadline: 14 August 2026 at 12pm.
- Estimated award decision: 17 August 2026.
The framework is flagged as suitable for SMEs and voluntary, community and social enterprise organisations. Suitability does not remove the need to meet the technical, legal and financial conditions stated in the invitation to tender.
Choosing which lots to target
Bidders should test each lot against their evidence, operational coverage and commercial model. A supplier that can technically perform all three services may still achieve a stronger result by focusing on the lots where it has the clearest comparable projects, accreditations and supply chain.
Lot selection should consider:
- experience across social housing and occupied residential environments;
- manufacturer approvals and roofing system competence;
- solar design, installation, commissioning and maintenance credentials;
- scaffolding, access and resident safety arrangements;
- survey, specification, quality inspection and defect controls;
- regional labour and materials availability;
- response times for repairs and urgent works; and
- the ability to price competitively without weakening delivery quality.
Writing for a price-led evaluation
Although price carries 60% of the weighting, the quality response remains capable of separating bidders. Suppliers should answer each question directly, use evidence that matches the lot and explain how controls will operate in practice.
A low price that is not supported by a credible resource, supply chain and quality model may introduce delivery risk. The commercial and quality submissions should therefore be developed together, particularly where productivity assumptions or regional coverage affect the proposed rates.
