PQQ
This enables public sector purchasers to identify the most suitable suppliers to invite to tender for contracts. It is way of shortlisting and examines core business information, finances, insurance, accreditations, experience and capacity.
ITT
This is a document inviting potential suppliers to tender for a contract. Depending on whether they have used a PQQ or not, it would include a pricing section (for your quote) and a quality section, which tends to be how a supplier would approach their requirement (method statement).
