Social Value Support for Public Sector Bids

Social value is now scored, monitored and reported through the contract. From January 2027 the new central government model makes it worth at least 10% of in-scope procurements, rising to 20% at £5m and above. We support UK suppliers with social value bid writing, evidence and delivery so your commitments win marks and hold up after award. Why Choose Thornton & Lowe?

✔ Social Value Specialists Who Bid for a Living – We are practising bid writers, not policy commentators. Our teams support more than 100 live bids at any one time and train procurement teams too, so we see what evaluators can actually score.

✔ Evidence-Led Responses, Not Generic Narrative – Social value marks are lost on vague promises. We help you quantify the commitment, name the owner, evidence the need and show the reporting route, so the evaluator never has to infer your answer.

✔ Support That Continues After Award – A scored commitment becomes a contract obligation. We help you transfer promises into a commitment register with owners, costs and evidence so delivery matches what was submitted.

Social Value in Tenders: What Is Changing

Social value is no longer just a broad statement of community benefit. It is increasingly scored, measured and managed through the contract, meaning a promise that wins marks can become a monitored delivery obligation.

PPN 026, published on 5 August 2026, focuses central government social value on Good Jobs and Skills, delivered through six Model Award Criteria. Suppliers need to respond to the specific criterion selected for the contract, rather than rely on generic social value commitments.

For in-scope procurements, the minimum weighting is 10% from £1 million to below £5 million and 20% at £5 million and above, where at least one social value KPI must also be monitored through the contract. The new model applies to procurements commencing on or after 1 January 2027.

It does not apply universally. Local authorities, NHS bodies and housing providers may use their own policies and priorities. The key commercial risk is therefore not the wording itself, but promising activity that has not been designed, costed or resourced. The strongest responses create a clear line from buyer priority, to deliverable commitment, to measurable evidence of change.

Social value TOMS bid and tender writing response

National TOMs and the 2027 Social Value Model

Many bid teams are experienced with TOMs evaluations but need to prepare for the new central government model. Most suppliers will need to handle both.

◆ National TOMs – The Themes, Outcomes and Measures framework is widely used by local authorities and wider public sector buyers. Suppliers commit to quantities against selected measures, and each measure carries a financial proxy value that produces a total social value figure. Many councils will continue to use TOMs after January 2027.

◆ The 2027 Social Value Model (PPN 026) – Central government procurements commencing from 1 January 2027 use six Model Award Criteria focused on Good Jobs and Skills. Responses are scored on the quality and credibility of the commitment, not on a proxy value total. PPN 026 replaces PPN 002, which itself replaced PPN 06/20.

◆ What this means for your bids – A TOMs figure will not transfer directly into a PPN 026 response. The underlying evidence is the same: who benefits, how many, over what period and how it is proven. Build that evidence once and present it in the buyer's chosen model.

We support bid teams answering TOMs evaluations, PPN 026 criteria and council, NHS and housing provider models, and train in-house teams to move confidently between them.

Who Benefits from Our Social Value Support?

We help UK suppliers respond to social value requirements across central government, local authorities, the NHS, housing providers, blue light and the wider public sector. Whether you are answering a live question, improving a previous response or preparing for the 2027 changes, we help you make commitments that are relevant, affordable and evidenced.

SMEs Competing Against National Primes - You do not need to match a Tier 1 contractor's volume of promises. A smaller commitment with a real local need, a named owner and verified outcomes is often more credible than a long menu of disconnected activities. We help you build from the local knowledge, employment and partnerships you already have.

Bid Teams Facing a Live Social Value Question - When the deadline is close, we add experienced writing capacity quickly. We read the question, award criterion, scoring descriptor and contract schedules together, then help you design and cost the commitment before anyone writes prose.

Suppliers Who Have Lost Marks on Social Value - If feedback pointed at social value, we review what was submitted and strengthen the areas that cost you: quantification, target cohort, additionality, delivery route, ownership, evidence and reporting.

Organisations Preparing for the 2027 - Changes If you want to be ready rather than reactive, we help you map target buyers and models, audit your delivery evidence, agree a small set of credible capabilities and put approval and handover processes in place before the next live tender.

Sectors We Commonly Support - We support suppliers across construction and property, facilities management, technology and professional services, health and social care, recruitment and labour intensive services, energy and decarbonisation, fleet and transport, catering and wider public sector supplies and services.

Our team has supported public sector bids, frameworks and further competitions for more than 17 years. To discuss a live tender or your 2027 preparation, email hello@thorntonandlowe.com or call 01204 238046.

Social value support process v2 1

How Our Social Value Support Works

Initial Consultation – We confirm the opportunity, the buyer, the social value model in play, the deadline and the level of support you need.

Requirement and Evidence Review – We read the question, award criterion, scoring descriptor, contract schedules and reporting requirements together, then check what evidence you can genuinely stand behind.

Commitment Design and Costing – We help you agree the quantity, timescale, owner, delivery method, partner role, cost and evidence route before the writing starts.

Writing, Review and Submission Check – We write and review the response so the promise is visible, the need is evidenced and the control route is clear, then complete final consistency and compliance checks.

Handover and Delivery Support – We transfer every commitment into a register with owner, budget, evidence source and reporting date so the contract team can deliver what was sold.
